Acquisition Plan Action ID: 36C245- – SIROLaser Blue Dental Diode Laser

1. Contracting Activity: Department of Veterans Affairs, Network Contract Office 5, Perry Point MD VA

Medical Center located at 101B Boiler House Road Perry Point, MD. 21902 in support of VISN 5, VA Health Care System at the Washington DC VA Medical Center 50 Irving Street NW. Washington DC.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This requirement is for the purchase of two (2) SIROLaser Blue Dental Diode lasers which will enable the dentist to treat patients with very little pain, reducing the need for local anesthetics. This type of gentle surgery will fast tract procedures by not requiring postoperative stitches and reduce the overall time of wound healing from typical swelling and bleeding. Sirona Dental Inc is the manufacturer and distributor of these lasers. This instrument would restore the dental services that our dental clinic once provided. The estimated value of this proposed action is $ .

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The requirement is for the purchase two (2) SIROLaser Blue Dental Diode lasers which will enable the dentist to treat patients supporting the Washington DC VA Medical Center. The SIROLaser Blue is a unique diode laser technology with a blue, infrared, and red wavelength which makes it an all-rounder for dental laser treatment. The blue laser light is used in soft tissue surgery because of its optimal absorption properties. Market research compared this instrument to conventional therapeutic methods and this technology is characterized by scarless wound healing, promoting a greater reduction of germs and or the possibility of infections. This equipment is intended to become a critical element in our GPR training program to be used several times a week. Presently the facility is sending cases out into the community every week because the VA does not have the technology that allows our providers to perform this type of procedure.

Overall, acquiring this laser instrument will save the VA additional costs for the increased patient cases. These specific lasers have some significant advantages that make them desirable in typical dental practices. Minimal local anesthetic needed, it does not harm dental hard tissue. Can be used around implants because of lower heat production than electrosurgery and lack of electrical conduction. Additionally, can be used around full metal and PFM crowns, amalgam or gold alloy restorations as well as metal bars or any other metal in the mouth. Which meets an additional need for the population the unit services.

4. Description of market research conducted and results or statement why it was not conducted:

In an effort to find capable SDVOSB or VOSB research was conducted via the internet, IGCE, NAC, SCMC, FPDS, SAM and VIP Search to which 239 SDVOSB were found. It was discovered that this specific type of dental laser has never been procured by the federal government based on FPDS.

Contact was made with the manufacturer Sirona Dental Inc to find potential small businesses that

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT have a license to distribute their products and it was advised that no small businesses have authorization to distribute these lasers. Sirona Dental/Dentsply does have an active FSS contract however these lasers are not under contract. The procurement will be solicited as unrestricted on SAM as brand name only in accordance with FAR 13.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
