About this file
This is a Salient Characteristics document that outlines the technical and operational requirements for a Mobile Debriefing Facility intended to support mission planning, briefing, and debriefing functions in deployed environments.
The facility must provide a minimum of 110 square feet of usable interior floor space with 150+ cubic feet of storage and be transportable on a standard 463L pallet with a maximum dry weight of 4,000 pounds. The unit must support rapid deployment and teardown by three personnel in under 20 minutes using minimal hand tools, feature a floor loading capacity of at least 150 pounds per square foot and roof loads of 50 pounds per square foot, and be capable of being lifted via forklift from any side with built-in leveling capabilities. Environmental requirements include maintaining full habitability in ambient temperatures ranging from –25 degrees Fahrenheit to 130 degrees Fahrenheit, integrating a complete HVAC system, surviving wind loads exceeding 120 miles per hour, and providing integrated LED lighting with standard 120-volt electrical outlets. Security and communications requirements mandate that physical construction strictly comply with Intelligence Community Directive 705 requirements for a Sensitive Compartmented Information Facility, include integrated mechanical or electronic cypher locks on entry points, incorporate built-in pass-through data ports for ethernet and fiber-optic networks, feature emergency egress capabilities, and remain repairable and patchable under field conditions.

Salient Characteristics - Mobile Debriefing Facility
1. General Description
The requirement is for a durable, secure, self-contained, and mobile facility to support critical mission planning, briefing, and debriefing functions for personnel in deployed environments. The unit must provide a climate-controlled, secure interior space capable of operating in non-traditional and austere locations.
2. Physical & Logistical Requirements
Interior Space: Minimum of 110 square feet of usable interior floor space when deployed.
Transportability: Must be transportable on a standard 463L Pallet and be compatible with truck and airframe cargo constraints.
Weight Limits: Total dry/empty unit weight must not exceed 4,000 lbs.
Storage: Must provide 150+ cubic feet of interior storage in the transport configuration.
Handling: Must be capable of being lifted via forklift from any side and include built-in leveling capabilities.
Deployment: Capable of rapid setup and teardown utilizing a maximum of 3 personnel in under 20 minutes using minimal unpowered hand tools.
Structural Integrity: Floor loading capacity of at least 150 lbs per sq ft. Roof loads of at least 50 lbs per sq ft.
Maintainability: Must be repairable and patchable in field conditions.
3. Environmental Requirements
Temperature Range: Must provide environmental provisions for occupancy and remain fully habitable in ambient conditions ranging from –25 degrees F to 130 degrees F.
Climate Control: Must include an integrated heating, ventilation, and air conditioning (HVAC) system.
Structural Survivability: Wind load survival capacity and structural wind resistance must be in excess of 120 mph.
Lighting & Power: Must feature integrated LED lighting and internal electrical wiring with standard
120V outlets.
4. Security & Communications Requirements
Physical Security: Physical construction must strictly meet Intelligence Community Directive (ICD)
705 requirements for a Sensitive Compartmented Information Facility (SCIF).
