About this file
This is a Performance Work Statement (PWS) for solid waste removal services at the Yakama Indian Health Center (YIHC) and Annex facility in Toppenish, Washington.
The contractor shall provide comprehensive solid waste collection, disposal, and recycling services, including all labor, equipment, vehicles, containers, supervision, transportation, and materials. Services require weekly collection of all designated containers and lawful disposal in accordance with Federal, State, Tribal, and local environmental regulations. At the YIHC main facility (401 Buster Road), the contractor must provide one 30-cubic yard solid waste roll-off container and one 3-cubic yard recycling container. At the Yakama Annex (341 Fort Road), one 2-cubic yard solid waste container is required. The contractor shall maintain all containers in clean and serviceable condition, replace damaged containers at no additional cost unless caused by Government negligence, coordinate pickups with YIHC Maintenance personnel, and provide monthly invoices documenting services performed and estimated waste volumes. Additional non-recurring waste collection services for construction debris may be requested on an as-needed basis.
Performance is measured against five key standards: all scheduled collections must be completed on the scheduled day (100% AQL monitored by COR observation), containers must remain clean and operational (100% AQL via visual inspection), missed pickups must be corrected within one business day of notification (100% AQL via COR verification), waste must be disposed in accordance with applicable regulations (100% AQL via documentation review), and monthly invoices must accurately reflect services provided (100% AQL via invoice review). The contract period is one 12-month base period with one 12-month option year. The contractor must comply with all OSHA, EPA, Washington State, Tribal, and local requirements governing waste handling and disposal, and shall not access Government computer systems or sensitive information. No Government-furnished equipment or information will be provided.
