PERFORMANCE WORK STATEMENT
FOR
TESTING SPECIALIST
REVISED 7 Apr 2021
1. DESCRIPTION OF NON-PERSONAL SERVICES FOR TESTING SPECIALIST. The contractor shall provide all personnel, supervision, transportation, and other services necessary to perform as the Testing Specialist for the 19th Force Support Squadron, Base Education and Training Center. This service shall be conducted at the Jacksonville-Little Rock Air Force Base University Center, Bldg. 1490 Little Rock AFB AR. Contractor shall perform all services in accordance with the Performance of Work Statement (PWS).
1.1 Contractor shall administer and secure all test offered/maintained by the Education and Training Office in support of active duty, Air National Guard/Reserve, Department of Defense (DoD) personnel, and Geographically Separated Units that are supported by a World-wide “Support Agreement.” The contractor shall be able to convey information on the customer’s level. The use of the computer keyboard is necessary for correspondence, scheduling, processing transactions, and data updates/computations. The contractor shall have computer skills in Microsoft Word and Excel, possess excellent customer service, verbal and communication skills.
1.2 The contractor shall ensure the integrity of all tests and testers and perform all administrative functions required for the testing office. The contractor shall adhere to strict test control procedures, administration, and security in accordance with Air Force Instructions and DOD Instructions. The contractor shall physically oversee all examinees during the testing session, conduct a page check of each paper examination/checks ID card and verify signature. The contractor shall issue all test material and monitor sessions on a continuous basis to prevent test compromise, verify Professional Military Education and Career Development Courses to be administered through applicable systems, maintain daily, weekly, monthly and quarterly inventory logs and assist the Test Control Officer (TCO) and Alternate Test Control Officer (ATCO) with quarterly and annual inventory reports of test material as required. The contractor shall maintain test records and process outgoing and incoming test material and ensure security of all tests at all times. The contractor shall ensure specific instructions are given to each person on the particular test and shall not exceed the allowable testing time. The contractor shall ensure all computers are operable and if not, contact the section Chief or the Alternate. The contractor shall update e-tests monthly and ensure logs are documented and filed properly. The contractor shall daily secure the office and safe and annotate the security check-off list on safe and room daily, and collect and provide statistical data to management as required.
1.3 The contractor shall be required to take ancillary training and other tests in order to gain access to DoD computers. The contractor shall be trained and certified on the most current version of all systems required to perform applicable tasks. The contractor shall be thoroughly trained within 3 months of all aspects of their duties. Some travel may be approved and paid by the contractor. No substitute will be required if the contractor is away for training. Office space must be kept neat and clean. The dress code shall be business casual.
3. GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1 GOVERNMENT FURNISHED UTILITIES. The government shall furnish utilities of the facilities provided. These utilities include heating, fuels, gas, electricity, water, sewer, fire, and police protection and severe emergency medical.
3.2 CONSERVATION OF UTILITIES. The contractor shall practice utilities conservation, and shall operate under conditions that prevent the waste of utilities to include; tuning off lights and water faucets when not in use.
4. GENERAL INFORMATION
4.1 QUALITY ASSURANCE. The government shall evaluate the contractor’s performance under this contract in accordance with FAR 8.406-2-Inspection/Acceptance.
4.2 SECURITY REQUIREMENTS. The contractor shall meet AF vehicle registration requirements and comply with all AF safety standards, at all times while on government property. These include but are not limited to the wearing of seatbelts at all times while driving, observe and follow posted speed limits and rules and regulation of the installation
4.3 QUALIFICATIONS OF TESTING SPECIALIST. The contractor will be regularly engaged in the performance of the educational programs aforementioned in paragraph 1.1–
1.3. The contractor shall have a working knowledge of computers and must be able to pass any administrator test within two weeks on the job. The position requires the administrator to be trained and to pass the A&P and FAA administrator’s test. Contractor must comply with the provisions of AFI 36-2670, CCAF Catalog and handbook, the AFIADL Distance Learning Catalog.
4.4 HOURS OF OPERATION TESTING SPECIALIST: The Base Education and Training office is open Monday through Thursday 0800-1600 and Friday 1000-1500. The contractor shall perform services Tuesday through Thursday of each week. Sessions are equal to 4-hr increments, will not exceed 8 hours per day, and pay is based on a per-session rate. Each session will be conducted during 0800-1130 and 1230-1600. If services are not required for a particular day, a week’s notice will be given to the contractor. Schedule changes made by either party, must be approved by the section Chief/Superintendent.
4.5 FEDERAL HOLIDAYS: The contractor shall not be required to provide service on observed Federal holidays, AMC declared family days, or any days closed by squadron, group, or wing commander. The following are federal holidays observed by this installation:

4.6 PHYSICAL SECURITY. The contractor shall be responsible for safeguarding all government property provided for contract use. At the end of each work periods, all government facilities, equipment and materials shall be secured.
