About this file

This is a governance and implementation plan document for the MOVERS (a statewide enterprise resource planning system) project. The document outlines the organizational structure and phased deployment schedule for implementing an integrated ERP and Human Capital Management (HCM) system. The project is structured around four major releases: Release 1 (Recruit and Core HR functions) going live March 1, 2027; Release 2 (ERP modules including General Ledger, Fixed Assets, Accounts Payable/Receivable, Inventory, Costing, Purchasing, Budget Control, Expenses, Manufacturing, Order Management, Cash Management, Reporting, and Project Portfolio Management) going live July 1, 2027; Release 3 (HCM functions including Payroll, Time and Labor, Compensation, Benefits, Absence Management, Talent Management, and Employee Self-Service) going live January 1, 2028; and Release 4 (Narrative Reporting and 1099 functionality) also going live January 1, 2028. Implementation spans fiscal years 2026 through 2028.

The governance structure establishes three decision-making bodies: an Oversight Committee providing executive oversight and strategic direction, a Change Control Board responsible for approving material changes to program scope, schedule, budget, and delivery, and a Program Team managing day-to-day activities including scope, schedule, budget, stakeholder management, and resource oversight. Governance escalation thresholds are distributed across strategic decisions (approximately 5 percent), tactical decisions (approximately 20 percent), and operational decisions (approximately 75 percent). Following each release's post-implementation support period, ongoing Maintenance and Operations support will be provided for all modules, including ticket triage, quarterly and monthly updates, and Oracle service request management.
