STATEMENT OF WORK

RENOVATE REGIONAL SUPPORT CENTER COMMAND SECTION

(PSRC) – BLDG. 10471

1. GENERAL:

1.1. Intent is to renovate suite 265 PSRC (shown on attached drawings) in building. All work must be completed within 120 days of the Notice To Proceed (NTP). In addition to any codes or regulations cited throughout the SOW/Specs, contractor must comply with the following:

1.1.1. UFC 1‐200‐01 DoD Building Code

1.1.2. UFC 1‐200‐02 High Performance and Sustainable Building Requirements

1.1.3. UFC 3‐520‐01 Interior Electrical Systems

1.1.4. UFC 3‐530‐01 interior and exterior lighting systems and controls

1.1.5. JBER Telecommunications Standards 29Jul2016

1.1.6. ASHRAE 90.1 Building Energy Codes

1.1.7. NFPA 70/2017 NEC

1.2. If the codes contradict each other regarding a specific requirement, the contractor is to use the most stringent requirement.

1.3. Facility will remain in use throughout the construction, so contractor must protect occupants from safety hazards and set up safety signage/barriers throughout, while still allowing free passage of occupants in the hallway. This includes setting up construction containment to prevent spread of dust/debris and to prevent occupants from gaining entry into the construction zone. The occupants throughout the hallway will need safe access throughout the duration of the project. In order to accomplish this the Contractor may set up and take down containment regularly or may work nonstandard hours (weekends, evenings), or a combination of the two.

The Contractor must work closely with the Government on their plans to accomplish this, and obtain prior approval before working nonstandard hours.

1.4. Power Outages: Any power outage notifications must be sent to government a minimum of 2 weeks prior with a 24 hour confirmation notification prior to outage.

1.5. Site Storage: On site storage outside of the project areas room is limited. The contractor shall minimize storage of materials and equipment on site.

1.6. DAMAGE TO EXISTING SITE CONDITIONS: The contractor shall be responsible to repair any and all damage incurred to existing Real Property/Grounds at no cost to the government.

Contractor shall not park or drive on, sidewalk or grassy/snowy areas. Damage incurred shall be repaired at no cost to the government.

1.7. Use of existing building and utilities: The Contractor will not be permitted to use any facilities inside the existing building with the exception of electrical power. The Contractor shall exercise strict conservation practices in the use of the existing facility utilities. Should the Contractor be found to be not using utility conservation practices, the cost of this utility use will be passed along to the Contractor for the remaining performance period of the contract.

1.8. Drawings provided are not for construction. Contractor must create their own construction drawings and submit to the government for approval prior to starting work on site.

1.9. All material/surface preparations, installation procedures, product compatibility, safety/handling procedures, and material assemblies must be approved by each individual product manufacturer and done so in accordance with each manufacture’s installation & handling instructions.

1.10. Notice on the provided AF Form 66; the submittal and design schedule is slightly accelerated. The contractor is expected to provide initial submittals within 15 days of NTP, with product submittals being required within 30 days of NTP.

2. DEMOLITION:

2.1. Remove and dispose an estimated 1,100 sq/ft of walls.

2.2. Remove and dispose of 3,200 sq/ft of carpet/padding,

2.3. Lock core to be turned over to the government.

2.4. Remove and dispose of 3,200 sq/ft of ceiling tiles.

3. NEW WORK:

3.1. Walls

3.1.1. install an estimated 1,100 sq/ft of frame to finish non-load bearing walls.

3.1.2. Contractor to shall use appropriate sheetrock, tape, joint compound, and texture all framed walls to standard for a professional appearance.

3.2. Flooring

3.2.1. Install new carpet tile/padding like or equal to attachment 4.1. Carpet samples are required for approval by Government. The contractor may leave existing tack strips if left in good conditions.

3.2.2. Provide sample of carpet color and style.

3.2.3. Install 12”x12” Gray ceramic tile in Kitchen with like color grout.

3.2.4. Silicone caulk will be installed as needed determined by Government.

3.3. Doors

3.3.1. Provide and install 11 solid wood new doors and frames including hardware for each.

(Attachment 4.6). Doors shall be standard solid wood office doors. (Attachment 4.2)

3.3.2. Provide and install 2 sets of metal glass double doors with the 611th logo etched to the main office door to suite 265. (Attachment 4.3)

3.3.3. All doors and frames shall be installed ensuring they are plum, level, and operational.

Proper “swing” of doors shall be taken into consideration before installation.

3.3.4. Door hardware for the glass door shall be standard duty closer, heavy duty hinges rated for the weight of the door, lever style handle matching the newly installed adjacent doors. All hardware shall match the door frame as well as each other and have the same fire rating as the door/frame (NFPA compliant factory installed markings/labels). Lockset must be compatible with base standard Best core locks.

3.4. Ceilings

3.4.1. Provide and install new suspended ceiling grid and panels. New grid shall be hung at the highest possible elevation without exposing HVAC ducting and/or the communications cabling (approx. 9’1”). Grid shall be 2’x2’ size, 9/16” T Bar with 5/8” regular style mineral fiber, smooth or semi‐smooth faced acoustical panels, with manufacturer recommended seismic clips. Contractor must submit system (including panels) for approval and selection prior to install

3.5. Finishes

3.5.1. Tape sheetrock, sand, prep and paint. Paint must be minimum two coats applied over a coat of primer. User to select paint colors and sheen. Contractor must submit physical paint samples for selection, not an electronic or printed image. (Attachment 4.4)

3.5.2. The Users shall have selection of all colors available, regardless of which color group they are in. Contractor must supply an additional 5 panels for future material replacements.

3.5.3. Install walnut stained wainscoting at a height of 42”, and baseboard trim on all walls and offices. User to select color and style of base, based on physical samples provided by the contractor.

3.6. Kitchen

3.6.1. Install cabinets (Attachment 4.5) where appropriate. New cabinet package will need to have access fitment consistent to a residential style refrigerator and sink.

3.6.2. Install industry standard countertops with complimenting backsplash. User to select color and style of base, based on physical samples provided by the contractor.

3.6.3. Silicone caulk as needed determined by the Government.

3.7. Electrical

3.7.1. All electrical work must be done IAW UFC 3‐520‐01 Interior Electrical Systems and

UFC 3‐530‐01 Lighting Systems.

3.7.2. Use existing receptacle circuits. All lighting circuits will be reused in ceiling grid. Switch plates need to be installed appropriately near door ways. Use white outlet and switch covers.

3.7.3. Upgrade all existing light fixtures to LED 2x2 Troffer style fixtures. Insert new fixtures in same general location as old.

3.7.4. All electrical circuits must be protected with EMT conduit

3.7.5. Install 4 GFCI circuits in Kitchen backslash

3.7.6. Receptacle and conduit shall be recessed, not surface mounted.

3.7.7. Contractor must provide emergency lighting and an exit sign at each end of the corridor in accordance with NFPA 101, 39.2.9. Submit all materials for Government approval.

3.7.8. The Contractor must determine the best choice for which circuits to include the new outlet on to avoiding overloading circuits causing nuisance tripping.

3.7.9. All new devices and wiring must be tested successfully by the contractor.

3.8. Plumbing

3.8.1. Install hot and cold water lines and joined with the adjacent men’s room lines, as well as route a drain from a newly installed sink (see photographs below).

3.8.2. Plumbing pipes shall be properly cut, ran, and connected to the existing pipes by the Men’s restroom.

3.8.3. Once sink is secured the contractor shall ensure sink/pipes are operational with no leaks.

3.9. Communications

3.9.1. Reinstall existing communications wiring for all telephone, SIPR, and internet lines in accordance with JOINT BASE ELMENDORF‐ RICHARDSON (JBER)

TELECOMMUNICATIONS INSTALLATION STANDARDS.

3.10. Fire Safety and Security

3.10.1. Relocate the existing fire alarm/strobe to below the new ceiling elevation IAW NFPA 72.

Approximate strobe location is shown on the drawings. If current cabling is not long enough to accommodate the relocation then Contractor must rewire the strobe.

Contractor must test the strobe plus the strobes down wire in both directions and confirm function following relocation.

3.10.2. Reuse existing fire sprinklers and install them in original location in ceiling grid according to fire sprinkler code book, NFPA 13. Coordinate all sprinkler related questions to 773

CES.

3.11. HVAC

3.11.1. Reutilize existing duct work as needed. Duct work will need to be maneuvered around the new walls, or flex duct will need to be installed to accommodate the new construction. The contractor shall also layout, cut out, and install all ceiling registers in original layout
