Performance Work Statement for Janitorial Services 2020 Crystal River National Wildlife Refuge

Crystal River, FL

Introduction

This proposal is to provide janitorial services at the Crystal River National Wildlife Refuge Complex (CRNWRC) for one (1) base year and three (3) option years. Facilities will be located at four separate locations. The period of performance will begin October 2, 2020. However, the frequency of cleaning will vary by time of year, location and facility as described in the Scope of Work below.

Background Checks

All contractor employees that will have access to Refuge buildings are required to be legal residents of the United States. A cleared background investigation prior to work start is required if work is to be done outside of business hours with access to buildings. Crystal River NWR will require work to be done during normal business hours with staff present and providing access to the buildings, and therefore Refuge background investigations are not required.

Scope of Work

REFUGE HEADQUARTERS, 1502 SE KINGS BAY DRIVE, CRYSTAL RIVER, FLORIDA

The new refuge headquarters includes 3 separate buildings: an Administrative Office (2400sf), a Visitor Center (2300sf), and a multi-purpose Classroom (700sf) for a total building space of 5500 square feet. The facilities are comprised of four (4) offices, five (5) open offices or cubicles, five (5) restrooms, two (2) meeting rooms, one (1) kitchen/break room, and three (3) outdoor covered entrance areas. The Administrative Office and Classroom will be cleaned weekly. The Visitor Center is currently empty. Installation of new exhibits is currently planned for December 2020. This building will be cleaned once every two weeks until the exhibits are installed and the building is open to the public in January 2021. The building will be cleaned twice per week thereafter.

THREE SISTERS SPRINGS RESTROOMS, 601 THREE SISTERS SPRINGS TRAIL,

CRYSTAL RIVER, FLORIDA

This free standing building (700sf) includes six (6) single toilet rooms. The restrooms will be cleaned three (3) times per week during manatee season which extends from November 15 through March 31, and two (2) times per week during the remainder of the year.

LEASED SPACE, 871 AND 865 N SUNCOAST BOULEVARD, CRYSTAL RIVER, FLORIDA

The leased space includes 2 separate buildings, an Administrative Office (2250 sf) and a Visitor Center (2250sf), for a total building space of 4500sf. Approximately 1000sf of the Visitor Center storage space and will be excluded from the cleaning contract. Combined, those buildings are contain five (5) offices, four (4) cubicles, four (4) restrooms, one (1) kitchen/break room, one (1) conference room, one (1) visitor center area with exhibits with book store/gift shop, and two (2) outdoor covered entrance areas. The Administrative Office will be cleaned once per week if still occupied by refuge staff after October 1. The Visitor Center will be cleaned twice per week until the exhibits at 1502 SE Kings Bay Drive are installed and that Visitor Center is open to the public. Once the refuge has fully relocated staff and the Visitor Center to the new location, janitorial services at this location will no longer be required. The refuge currently plans to be fully operational at the new headquarters by January 2021.

CHASSAHOWITZKA NWR MAINTENANCE SHOP, 7798 S SUNCOAST BOULEVARD,

HOMOSASSA, FLORIDA

The 1200 sf maintenance shop includes four (4) offices, two (2) restrooms, one (1) conference room, and one (1) open work room. This building will be cleaned once per week.

COVID-19

If COVID-19 concerns continue during the period of performance for this contract, additional cleanings may be added each week at the same rate per cleaning.

General Requirements All surfaces (as described) will be wiped or sprayed with cleansers provided by the refuge for each surface type, with the exception of floors. Hard surface floors will be vacuumed and then mopped with floor cleaners. All carpeted areas (including runners) in all buildings will be vacuumed.

Supplies Paper towels, toilet paper, plastic trash bags, and hand soap for dispensers will be supplied by the refuge. All other supplies needed to meet contract specifications will be provided by the refuge. This includes, but is not limited to, HEPA vacuum cleaners, brooms, mops, sponges, rags, buckets, soap, disinfectant, window cleaning supplies, wood cleaner, and rug spot remover. Contractor must notify staff at least one week in advance of needing additional supplies.

Cleaning Days All cleaning activity performed in areas accessible to the public (i.e., the Visitor Center, Visitor Center Restrooms, and Three Sisters Springs Restrooms) will be completed before 10:00 am Monday through Friday. Cleaning days will be consistent, and agreed to in advance of start date. Cleaning days will include up to six (6) additional cleaning days, with a minimum one week notice from refuge staff, to accommodate special events or heavy facility use.

Refuge staff working before 9:00 am will allow access to the building for the cleaning crews on the agreed upon scheduled cleaning days and times. Refuge staff will be instructed to leave their office doors open if they wish to have their offices cleaned. Locked office doors will be omitted from that day’s cleaning activity.

Federal Holidays If a cleaning day falls on a Federal holiday (New Year’s Day, Martin Luther King Jr. Day, President’s Day, Memorial Day, Fourth of July, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving, and Christmas), cleaning will take place the next day. The Visitor Center is open some Federal holidays.

Facility Access and Security Security of buildings must be maintained at all times. The cleaning contractor and his/her crew must ensure that all buildings are secured at the end of their activity. All exterior doors and windows must be closed when you leave the buildings.

Miscellaneous The selected contractor will need to maintain a current registration in the System for Award Management (SAM – www.sam.gov) during the entire time you are contracted with us. You will be paid on a monthly basis once the work has been completed, accepted, and invoice electronically submitted via the Internet Payment Platform (IPP – www.ipp.gov). Contractor should be bonded, insured and remain current during the entire contract period, plus any option year(s), per Federal Acquisition Regulation (FAR) Clauses 52.228-5 and 52.228-16.

This contract will be for one (1) base year plus three (3) option years. Exercise of option years will depend on acceptable performance in accordance with contract requirements. The government reserves the right to identify necessary changes to the contract Performance Requirements and renegotiate terms with the contractor.

Performance Requirements

All Buildings (Except the Public Areas of the Visitor Center)

Hallways Frequency: 1x/week All flooring in the hallway will be cleaned once per week. All floors will be vacuumed and tiled or vinyl surfaces mopped with a cleaning agent and/or water combination.

Offices Frequency: 1x/week Chair legs and arms, keyboards, telephone desk sets, window ledges, window blinds, open desk surfaces, sides and open ledges of bookcases will be wiped down to remove dust. Plastic chair runners will be damp mopped to remove dust and grime. All floors will be vacuumed, to include areas under desks and along the walls (where accessible), and the vinyl and tiled surfaces will be mopped with an appropriate cleaning agent and/or water combination. Waste baskets will be emptied (see Trash Removal section, below). All surfaces will be wiped or sprayed with cleansers and germicide disinfectant, including door handles, light switches, and other high contact surfaces.

Care will be taken to prevent disturbance of materials placed on top of desks. Cleaning staff will not move any materials on top of a desk or shelves to clean beneath them. Refuge staff will be responsible for cleaning covered areas on desks and shelving within their assigned offices.

Cleaning staff will not clean computer monitor screens or printers, but may wipe around edge of monitors.

Conference Rooms Frequency: 1x/week The conference room tables, chair seating/legs/arms, shelves, light fixtures, and window ledges will be wiped down to remove dust and polished to remove grime and fingerprints from surfaces.

All floors will be vacuumed and the vinyl and tiled surfaces will be mopped with an appropriate cleaning agent and/or water combination. Waste baskets will be emptied (see Trash Removal section below). All surfaces will be wiped or sprayed with cleansers and disinfectants.

Copy/Fax Area Frequency: 1x/week Metal filing cabinet tops, laminate counter tops, mail sorter table, copier (outside surfaces only), outside doors on shelving and mail box area will be wiped down to remove dust. All surfaces will be wiped or sprayed with cleansers and disinfectants. Waste baskets will be emptied (see http://www.sam.gov/

Trash Removal section, below). All floors will be vacuumed and the vinyl and tiled surfaces will be mopped with an appropriate cleaning agent and/or water combination.

Kitchen/Break Rooms Frequency: Each Visit The refrigerator exterior, laminate counter tops, sinks, coffee makers, water coolers, cabinet door panels, tables, chairs, microwaves, and garbage cans will be cleaned. Waste baskets will be emptied (see Trash Removal section below). All floors will be vacuumed and the vinyl and tiled surfaces will be mopped with an appropriate cleaning agent and/or water combination. On a bi-annual basis, refrigerator to be pulled away from wall and exposed flooring and walls cleaned.

The sink and laminate countertops will be disinfected and wiped down to remove dust, grime, and debris. The tables and chairs will be wiped down to remove dust and food debris. The table tops will be disinfected. All surfaces will be wiped or sprayed with cleansers. Stainless steel or chrome fixtures will be cleaned each week with a product recommended by the manufacturer and which will not damage stainless or chrome surfaces to remove grime, fingerprints, smudges, soap residue, and dust. Dishes/pots/pans are excluded from cleaning contract and are the responsibility of the user.

Office Bathrooms Frequency: 1x/week The bathrooms contain a variety of surface types and will be cleaned according to what they are. Mirrors will be cleaned by using a glass cleaner and soft towel. Toilets will be disinfected as part of the cleaning process. The floor will be mopped with cleansers approved for this type of surface. Stainless steel or chrome fixtures will be cleaned each week with a product recommended by the manufacturer and which will not damage stainless or chrome surfaces to remove grime, fingerprints, smudges, soap residue, and dust.

Liquid soap will be refilled in each bathroom soap dispenser as needed. If any dispenser should develop a leak, the area which collects soap residue will be cleaned and the leak reported to Refuge staff for repair. Paper products will be replaced in the corresponding paper holders (toilet paper and paper towels dispenser) as needed. A full roll will always be kept in the spare toilet paper slot if provided in each dispenser. The paper towel dispensers will be filled to at least ¾ full. Waste baskets will be emptied (see Trash Removal section below).

Windows and Doors Frequency: Varies All indoor and outdoor surfaces of windows will be cleaned with glass cleaner with a soft cloth once per quarter (January, April, July, and October). If the window is out of reach, contractor will provide equipment to clean the top portion of the windows. All glass on entrance doors will be cleaned weekly. Window ledges will be wiped down to remove dust and cobwebs weekly.

Window handles will be wiped down weekly with a soft rag and manufacturer’s recommended cleanser. The door handles will be wiped with a disinfectant to reduce lingering presence of cold and flu viruses weekly. Wooden doors will be wiped down monthly with a wood cleanser to remove dust, smudges, and grime.

Visitor Center – Public Areas

Public Area: Visitor Center and Exhibit Room Frequency: 2x/week All floors will be vacuumed and the vinyl and tiled surfaces will be mopped with an appropriate cleaning agent and/or water combination. Reception desk and counters will be dusted and cleaned of residue, fingerprints, and smudges with cleansers and wiped with a disinfectant to reduce lingering presence of cold and flu viruses. Rugs outside the public doors will be vacuumed each cleaning cycle and removed and cleaned underneath one (1) time per week.

Dirt clumps, liquid spills, stains, and gum will be removed from all surfaces. Cob webs will be removed one (1) time per week. All exterior windows in the public area will be cleaned four times per year (January, April, July, and October).

All accessible glass surfaces will be cleaned with glass cleaner using a soft rag or paper towel.

Plexiglas exhibits fronts will be cleaned with a product approved for this surface using a soft cloth only. Light switches, door pulls, door handles, exhibit push buttons, cabinet fronts, drawer handles, and other hard surfaces touched by visitors will be disinfected and wiped down to remove dust, grime, and debris and disinfectant will be used to reduce lingering presence of cold and flu viruses. With the exception of the interior components of the manatee exhibits, exhibit bases, frames, and window sills will be wiped down to remove dust and debris. All surfaces will be wiped or sprayed with approved cleansers.

The gift shop shelving and inventory items (books, clothing, jewelry, plush animals) are not the property of the government and will not be cleaned. Waste baskets will be emptied (see Trash Removal section below).

Visitor Center Bathrooms/Three Sisters Springs Restrooms Frequency: 2-3x/week The bathroom contains a variety of surface types and will be cleaned accordingly. The bathroom contains one (1) mirror and will be cleaned by using a glass cleaner and soft towel.

The bathroom contains regular toilets. The bathroom will be disinfected as part of the cleaning process. If the toilet appears to be inoperable, contractor will notify Refuge staff. The floors will be mopped with cleansers approved for the type of surface. Stainless steel or chrome fixtures will be cleaned each cleaning cycle with a product recommended by the manufacturer to remove grime, fingerprints, smudges, soap residue, and dust. Liquid soap will be replaced in each bathroom as needed. If any dispenser should develop a leak, the area which collects soap residue will be cleaned and the leak reported to Refuge staff for repair.

Paper products will be replaced in the corresponding paper holders (two (2) toilet paper and one

(1) paper towel dispenser) as needed in each bathroom. The paper towel dispensers will be filled to at least ¾ full. If Sanitary Product Disposal Bins are located in the bathroom: these waste bins will be emptied during each cleaning, as needed, and replaced with a new bag.

When contents are spilled or found outside of the bin liner, the bin will be wiped with a disinfectant and dried before putting the new bag in. It is imperative that disposable gloves are worn when handling these wastes.

All Buildings Including Public Portion of the Visitor Center

The following items are found throughout all buildings and will require various methods of cleaning and frequencies.

The baseboards (throughout all buildings) will be wiped down to remove dust monthly.

Except in the public portion of the Visitor Center, light switches will be wiped down weekly to remove dust, smudges, and grime. In addition, the light switches will be wiped with a disinfectant to reduce lingering presence of cold and flu viruses. In the public portion of the Visitor Center, this will be done every cleaning day.

Framed photographs and wall hangings and other wall art or display cases which are framed behind glass in the common areas (omit art in offices and gift shop), will be cleaned with glass cleaner and wiped down to remove dust from the frame monthly.

Wall hangings which are not protected by glass will be wiped down with a dry cloth or feather duster monthly. This includes all framed aerial photographs. No wet cleansers may be used on these surfaces as they can be damaged by moisture.

Spider webs will be removed from the corners of ceilings and all accessible spaces monthly, except in the public portion of the Visitor Center, which will be done weekly.

Carpeted sections in the front/back entry ways will be pulled out and vacuumed underneath and also on the carpeted area each time the area is cleaned. This includes a front and back entrance in the Visitor Center and the front entrance at Headquarters.

Trash Removal Frequency: Each Visit All trash receptacles are to be emptied each visit. Half-full bags may be combined with others to reduce the overall amount of plastic going to the landfill. Filled trash bags will be deposited immediately after completion of duties, in one of several CRNWR dumpsters located in the rear of the parking areas. When combined with other waste baskets, existing trash bags may be left in the basket being emptied. Replace the bag when basket is full, or bag is dirty.

New bags (appropriate type for each container) will be placed inside the empty trash receptacles each time the full bag is removed and taken to the dumpster. New trash bags are located inside the janitorial supply cabinet and in the cabinets under kitchen sinks.

Recycling Frequency: N/A Our offices participate in various recycling programs. Wipe down outer portion of each recycle container in the kitchen/break room areas. Recycling containers will be emptied by refuge staff.

Janitorial Supplies A supply of various items and equipment may be found within the Janitorial Supply closets located in several locations/cabinets. These supplies may include: (and not be limited to) toilet paper, paper towels, and trash bags. Other items that the contract provides may be stored in the Janitorial Supply cabinets. These items may include (and not limited to) vacuum cleaners, broom, mop, bucket, glass cleaner, toilet bowl cleaner, furniture polish, general purpose cleaner, disinfectant, stainless steel cleaner, cleaning gloves. Keys to open/close paper holders in bathrooms are stored in these closets.

In addition, extra supplies needed in the kitchen may be stored in the kitchen cabinets and drawers. Cleaning crew will notify Refuge staff at least a week in advance when paper products are needed. Basic paper supplies and cleaning products will be provided by the Refuge.

Site Specific Requirements Due to security concerns, and possible contact with the public, all workers should speak basic English. No firearms are permitted, and obscenities on clothing are prohibited.
