SECURITY BACKGROUND INVESTIGATION FOR CONTRACTORS
Upon award, contractor employees will be allowed limited access to the business during business hours only until background investigations are complete. Once a contractor employee(s) has/have successfully cleared a background investigation they will be allowed access to the facility in order to perform the janitorial services after hours. Note: the government reserves the right to limit the number of background investigations it will pay for should the contractor have a number of turnovers in staff. The government will pay for the first set of employees to have the background investigation completed. This requirement applies to subcontractors.
A Background Investigation is required for those individuals who require physical access to a
“Federally-Controlled Facility” (examples: routine Janitorial Services outside normal business hours or when no federal personnel staff are present). The requirements for Contract employee credentialing apply even if there is no guard, card reader or other physical control at the entrance to the Federally owned or leased building/office.
Contractor: The Contractor employee is the individual to whom a Background Investigation is to be issued for their performance of contracted-work to the Federal Government. Contract
Employees are required to complete the following the background process with the designated
Administrative Officer. This process includes travel to a card processing location for fingerprinting, at the expense of the contractor. A complete background investigation IS required BEFORE the contractor can access the facilities after regular business hours.
Cost: Initial background investigations are paid for by the requesting Federal agency. Since the
Federal agency pays this cost, it is imperative that a Contractor ensure they commit viable employee(s) to perform the contracted-work to eliminate the need for multiple background investigations due to high turnover of Contractor employees. If a reoccurring problem occurs with Contractor performance, the Government will invoke its right to terminate the Purchase
Order.
QUESTIONS AND ANSWERS
1. For clarification, please confirm that the breezeway at 1502 King Bay Dr. Crystal River connecting the 3 buildings is not to be serviced as stated during the site visit.
The doorways/entrance alcove are included but not the covered deck in between the buildings
2. During the site visit, it was brought to the Bidders attention that the showers and restroom in the boathouse have not been included in the scope of work. Can you please confirm if these are to be added to the areas to be serviced and therefore included in the bid price?
I would like to add the bathroom that includes one sink, shower and toilet and two additional showers. This bathroom will be cleaned on the same schedule a the administrative office at the new Headquarters Building at 1502 SE Kings Bay Drive.
3. Please clarify when background checks will be needed and what level of background check will be required.
Background checks will be required for contractor employees to access the buildings when staff are not present. This will apply to the maintenance facility specifically as staff are not present on a regular basis.
4. Is there a specific time for the maintenance shop to be serviced? With that in mind will a background check be required.
Yes, the maintenance shop must be cleaned at 6:30am and a background check is required for this location.
5. Please clarify the frequency of cleaning at location 3 (Restrooms, 601 Three Sisters Springs
Trail), There are contradictory information in the various documents.
The attachment 5 quote breakout has a typo under location 3. The restrooms need to be cleaned
3x per week from November 15 through March 31 and only 2x per week the remainder of the year. The form had those backwards but the text was correct. See revised Matrix
Schedule.
6. With regards to the inclusion of the 6 additional days cleaning to accommodate special events or heavy traffic. Is that to include all locations or limited to specific locations?
This is limited to either the facilities at 1502 SE Kings Bay Drive or 601 Three Sisters Springs
Trail.
7. If a subcontractor is to be used must they be named at the time of Bidding?
No, the subcontractor does not have to be disclosed with the quote; however, they will need to be available to start work as per the contract. Contractor should have staff ready to go for background check upon award.
8. If a subcontractor is to be used can they be changed at any point in the contract or must the same subcontractor be used for its entirety?
Subcontractors are required to have the background check and the same process will apply. They will not be allowed to clean during hours when staff are not available if they have not been cleared. See section on background checks. Again, after the initial clearance the Fish and
Wildlife Services reserves the right to pass the cost on to the contractor for any additional background checks.
9. What type and Monetary level of insurances, workers compensation and bonding are required?
Insurance and workers compensation as per State of Florida and Department of Labor. No bonding required.
10. Will subcontractors need to have the same amount of insurance, workers compensation, and bonding as stated above?
The requirements are pushed down from the prime contractor to the subcontractor; however, the prime contractor remains responsible for ensuring the laws are adhered to as well as the terms and conditions of the contract.
11. Is the payment for services going to be paid via credit card, check, or direct deposit?
Payment processing will be via www.ipp.gov. Refer to DOI ELECTRONIC INVOICING
