1.0 BACKGROUND AND EXISTING CONDITIONS:
There are four structurally very similar houses in Ocracoke NC on NPS Road that need to have all cedar siding replaced with new cedar siding. Each house is approximately 1,526 total square feet. Each house was built in 1992. The siding is original from date of construction. The cedar siding is estimated to cover approximately 3100 sqft on each house. Additionally, one window upstairs on the front side of each house has issues with water intrusion and will be replaced with a new re-centered in room and reduced in size category 5 hurricane impact rated window. All other windows will be replaced in kind in the same location with new category 5 hurricane rated impact resistant double hung windows and the exterior color shall be white. Each house has a total of 27 windows that will be replaced.

12 – Windows are 35” X 57”
2.0 OBJECTIVE:
Replace all cedar siding on all four housing units with new #1 Blue Label CERTIGRADE western red cedar 18-inch siding. Each house will receive a complete new exterior lumber sheathing with a perm rating of 50 or greater and No. 30 felt (ASTM D226 Type II or ASTM D4869 Type IV) underlayment material. Follow all instructions and recommendations for proper cedar siding installation from the Cedar
Shake & Siding Bureau guide that is referenced below and ensure all local codes are met. Replace one upstairs bedroom window on each house with a new Category 5 hurricane rated impact window. This one window will be smaller, raised to 48 inches off the floor and recentered in the bedroom wall. This window will also require new framing and new exterior flashing under the window (between window and roofline). All other windows will be replaced in kind and the same size with new hurricane category 5 rated impact double hung windows. Custom bent window flashing will be installed above all new windows. Minor interior window wood trim staining of approximately 15 linear feet per house and some interior drywall repair and painting of approximately 100 sqft per house from the upstairs bedroom window replacement on each house will be required.
3.0 PLACE OF PERFORMANCE:
Ocracoke Housing Units 137,138,139,140 located on 137-140 NPS Road in Ocracoke NC 27960. This location is only accessible via a ferry. See Ocracoke Ferry Information Below:
4.0 TASKS/SPECIFICATIONS:
4.1 Complete two entire house demolition/replacement of windows and siding and complete installation on two houses before moving onto the next two houses. Only two of these
4 | P a g e houses will be vacant and open for work at a time. COR will coordinate what two house will be worked on 1st.
4.1.1 A visual inspection by the Contracting Officer Representative on the first two fully completed houses will be required before moving on to the remaining two houses.
4.2 Remove the upper front window that resides directly above the roofline on each of the first two houses. The one window to be removed, recentered and reduced in size (on each house) is highlighted in a yellow box on the attached image below (Section 14.1) for reference and verification.
4.2.1 This includes removing all window interior dressings and protecting them from damage while installing the new window.
4.3 Remove all exterior hurricane shutters on the entire house and dispose of them offsite.
4.3.1 Note: Complete removal of the old window and installation of each new window must be accomplished on the same day on each house. Ensure you have enough time to remove the old windows and then re-frame (if needed) and completely install the new windows on each house before you leave for the night.
4.4 Re-Frame the upstairs bedroom window by moving the center of the window frame to the center of the wall where the window resides. Ensure there will be equal distance from the window frame to the wall on the left and right inside walls of the bedroom. Ensure the windowsill is no more than 48 inches above the finished floor inside the bedroom.
4.4.1 The purpose of this re-framing and moving of the upstairs bedroom window is to ensure there is proper clearance under the new windows to install proper exterior flashing under the new window to eliminate the possibility of any future leaks in this area. It will also center the window in the bedroom. Ideally, we would like to have at least 6-8 inches of clearance under this new window to install exterior flashing on the underside of the window since the roof line is directly below the window. (We have had leaks in this area)
4.4.2 The gable wall shall be covered with a waterproof membrane, such as butyl or ice and storm shield.
4.4.3 Counter flash all the way up the gable to prevent water intrusion.
4.4.4 This reduced size new window must have a minimum opening area of at least
5.7SQFT (24 inches wide by 20 inches high).
4.5 Install the new reduced in size and recentered window in the upstairs bedroom.
4.5.1 The new window must be a Category 5 hurricane rated double hung impact window. The exterior color shall be white.
4.6 Remove all other remaining old windows and install all new Hurricane Rated Impact windows on each of the first two houses.
4.6.1 All windows will have a white exterior.
4.7 After installation of the new windows, touch up and paint the interior walls white to match existing interior walls around all windows as needed.
4.7.1 Ensure all trim and window opening accessories are reinstalled and painted/stained to match as needed.
4.7.2 Clean all debris from floor and reinstall all window dressings that were removed.

4.8 Demolish and dispose of all existing exterior cedar siding on the first two houses.
4.8.1 Throughout the demolition and construction period, use tarps or other materials to catch siding and debris. Do not allow nails, shingles, or any other demolition debris to spread around the area, property, driveways, etc. Walk daily with high powered magnets, perform visual inspections, and use other appropriate tools to remove debris from the ground level. Document this ground level cleaning effort in the daily reports.
4.8.2 Provide a temporary fence or other barrier at ground level to alert staff and visitors of areas where debris may fall from the roof or siding to the ground.
Maintain the barriers during the entire demolition and construction period so that barriers are visible, sturdy, and straight.
4.8.3 Use of scaffolding, ladders or lifts will require special safety precautions for the landscaping to ensure no damaged is created to the earth surface. No ruts, holes or damage to the grass shall be permitted. Any damage created shall be repaired.
4.9 Repair any found damaged, missing, or rotten plywood under the existing exterior siding.
Allow for and plan for up to 128 sqft of (4 sheets) at 5/8 - inch thickness for repairs of damaged plywood areas per house, we do not suspect there to be any damaged roof deck plywood.
4.9.1 Install new wall sheathing for the entire exterior of the house. The wall sheathing shall have a perm rating of 50 or greater.
4.9.2 Cover the entire exterior wall sheathing with one layer of durable, waterproof underlayment. No. 30 felt (ASTM D226 Type II or ASTM D4869 Type IV) underlayment material is required.
4.9.2.1 Install both layers of the identified building wrap and underlayment. The staples used must be Stainless Steel type 316.
4.9.2.2 Apply self-adhesive flashing tape to all corners and around all windows and doors to block out moisture and air.
4.9.2.3 Take special care during installation of the flashing tape not to crease the wrap or the flashing tape.
4.10 Install custom bent flashing above all windows and doors secure them with stainless steel roofing nails in the upper corners of the flashing.
4.11 Install new CENTIGRADE Number 1 Blue Label western red 18-inch cedar shingles in
Single Coursing configuration. Following all recommended installation requirement and specification by the Cedar Shake and Shingle Bureau to ensure warranty validation. The
Cedar Shake and Shingle Bureau has detailed instructions for installation, warranty, and proper workmanship practices for cedar shingle installation. Cedar Sidewall Installation
Manual - Free Manual PDF Download (cedarbureau.org). Follow all instructions in this installation manual and ensure installation also meets all local building codes.
4.11.1 Use only 100% stainless steel type 316 nails for all exterior woodwork, no staples are to be used on the cedar siding.
4.12 Demolish and dispose of all existing windows and cedar siding on the last two houses.
4.12.1 Follow all the same tasks that are identified above on the 1st two completed houses on the last two houses to include replacement of the windows.
4.13 Install new cedar shingles on the last two houses.

4.13.1 Follow all the same tasks that are identified above on the 1st two completed houses on the last two houses.
5.0 WARRANTIES
5.1 A One-Year warranty is required on all contractor and sub-contractor labor, which does not include the individual manufacturer’s part or product implied warranties.
5.2 At least a One-Year manufacturer’s warranty is required on all parts installed.
6.0 DELIVERY:
6.1 Delivery of materials to the project site can be coordinated with the COR and should be in original containers with seals unbroken and labeled with manufacturer's name, product brand name and type, date of manufacture, approval or listing agency markings, and directions for storing and installation.

6.2 Delivery of materials to the park will require prior coordination with the COR. Items stored outside will be done at the contractor’s own risk. Use and storage of a work trailer may be coordinated with the COR.
7.0 GOVERNMENT-FURNISHED EQUIPMENT:
7.1 No Government equipment will be provided. Water is available on site via exterior hose bibs. Electricity is also available via exterior electrical receptacles.
8.0 SECURITY:
8.1 All access to the site will be during normal business hours (M-F 7:00AM to 5:00 PM) unless temporarily pre-approved by the COR in writing. An escort will be provided during any necessary entry into non-public or secure areas. No work will be accomplished during federal holidays, during inclement weather, in advent of an emergency or during planned park events.
9.0 SPECIAL MATERIAL REQUIREMENTS:
9.1 The Contractor must submit for government approval of all products to be used on this project prior to purchase or installation.

10.0 OTHER UNIQUE REQUIREMENTS:
10.1 These buildings are part of the Outer Banks Group of the National Park Service.
Therefore, additional care must be taken while working around visitor areas. No obscene language on clothing will be allowed. Appropriate clothing and shoe wear must be worn inside of the park’s areas. No smoking or tobacco products in or around the buildings
(within 50 feet of buildings or entrances). The COR will show the crew members where the established smoking areas are located. No inside lunch areas are available. Clean-up will be accomplished 45 minutes prior to schedule closing time. No trash or debris will remain in the work site overnight. Dumpster locations if needed will be coordinated by the COR and is the sole responsibility of the contractor. Contractor’s vehicles will be parked at the discretion and coordination of the COR to prevent impact on the visiting public or on-site park staff.
10.2 During the demolition and construction phases of the project, work will be done to prevent the greatest impact on the staff or park visitors operating in this area. Areas that need to be closed will be coordinated in advance with the COR.
10.3 The contractor will provide all technical support, materials, tools, equipment, and manpower required to complete the project. The contractor is responsible for verifying all existing conditions and ensuring that all parts used are correct.
10.4 Contractor is to provide porta-potty and wash station facilities and trash receptacles for his/her employees for the duration of the project. Trash Receptacles are to be emptied daily and the wash station & toilet(s) maintained as specified by the vendor. Location of these items on site is to be approved by the COR. Garbage bins used for construction debris must be emptied when full.
10.5 This project site is in the Ocracoke Maintenance/Housing area of the National Park
Service in Ocracoke North Carolina. It will require transportation for all vehicles, supplies and personnel on a ferry from the Hatteras Ferry Terminal located at 59063
North Carolina Hwy 12, Hatteras NC 27943 to the Ocracoke Ferry Terminal. You can see their schedule and costs at www.ncdot.gov/divisions/ferry.
11.0 QUALITY ASSURANCE:
11.1 Contractor shall maintain a qualified crew throughout the duration of the project and ensure quality control. Only qualified journeypersons shall be engaged in work.
Apprentices may be used, provided they work under the direct supervision of a qualified journeyperson. A qualified crew will consist of the project manager, journeymen, and apprentices.
11.2 The services to be performed by the contractor shall be inspected by the Contracting
Officer Representative, the COR.
11.3 All work shall comply with the policies and standards of the governing bodies and applicable regulations, which include but are not limited to:

11.4 The contractor shall have a minimum of 3 years’ experience and expertise of successfully completed projects in:
11.4.1 Cedar Siding Replacements and/or Installation
11.4.2 Roof Repairs
11.4.3 Hurricane Rated Window Replacements
11.5 The Contractor must submit proof of experience by providing a list of references for projects completed within the last 5 years on cedar siding and window installations.
12.0 SUBMITTALS:
Submittals shall be submitted to the CO/COR and approved prior to Notice to Proceed.
12.1 Work schedule delineating the various stages of work by phase (milestones).
12.2 Submit the manufacturer’s available colors/styles and specifications for approval by the
CO/COR for all products to be used in the project.
12.2 Contractor shall provide copies of product specifications, manufacturer’s literature and installation instructions of materials and products to be furnished and installed.
12.5 The following submittals will-be required to-be submitted before final payment is made:
12.5.1 All work warranties and product guarantees.
12.5.2 Manufacturers recommended care, operation manuals, and recurring maintenance requirements.
12.5.3 As built drawings to included dimensions, quantities, make, model, and materials.
13.0 BARRIERS & RESOURCE PROTECTION MEASURES:
13.1 Protect all exterior/interior surfaces of the buildings and adjacent landscaping, walks, drives, walls, signage, all adjacent buildings, and Government equipment from damage by the project operations. Use suitable protective means.
13.2 Erect temporary construction barriers to protect visitors, employees and restrict pedestrian access as needed. The contractor shall work with the COR to avoid or minimize interruptions to employees working on site. Minimum is OSHA standards.

15.0 GREEN CONSIDERATIONS:
15.1 To the greatest extent possible, provide products and materials that have a lesser or reduced effect on the environment considering raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, and/or disposal of the product.
15.2 Use products meeting or exceeding EPA’s recycled content recommendations for any EPA designated products.
