Statement of Work Burley Fire Office HVAC
STATEMENT OF WORK
Burley Fire Office HVAC
Project Identification: Burley Bureau of Land Management Fire Yard. Located approximately 6 miles south of Burley, Idaho
Project Location: Burley BLM Fire Yard 3630 Overland Burley, Idaho 83318
1. GENERAL:
Contractor will replace aging and depreciated HVAC systems. The new systems will incorporate the latest energy efficiency technologies, with programmable thermostats for each unit’s capacity and installation. The HVAC systems will utilize 2-stage 96% gas furnace and two speed AC to increase or decrease the energy consumption of the system based upon the buildings heating and cooling needs/occupancy. Contractor will be responsible for sizing the units properly according to the ASHARE regulations, the ASSC guidelines, as well as the international building code.
New HVAC systems will meet a minimum 17 Seasonal Energy Efficiency Ratio (SEER) energy efficiency rating according to the specifications for the unit and associated indoor units adequately sized, (fresh air requirements, ventilation, load calculations), supplies, materials, tools, equipment, and man power required to perform the complete replacement of existing systems and complete the installation of new HVAC systems sized according to ASHARE standards.
1.1. Contractor shall provide all materials, labor, supervision, tools, supplies, transportation, and equipment to completely remove (2) existing HVAC units (3T and 4T) with air conditioning, furnace, thermostat, and coil.
1.2. Contractor shall provide all materials, labor, supervision, tools, supplies, transportation, and equipment to completely install (2) new HVAC units (3T and 4T) with air conditioning, furnace, thermostat, (4) CO detectors and coil to Government specifications.
1.3. Contractor shall install the units at the locations shown on the drawings. Install units according to the manufacturer's printed instructions and NFPA 54, applicable local codes and regulations.
1.4. Furnace shall be up-flow and use natural gas fuel. Furnace shall operate at 4000 ft elevation.
060V17-16 furnace will fall in the minimum range of 39,000-60,0000 input BTUs, 38,0000-58,0000 output BTUs. Temperature rise of 30F-70F. With an external static pressure of 0.5 air delivery with filter of 345 CFM-1565 CFM. These values shall be corrected for altitude. Furnace shall be shipped completely factory assembled with all controls installed.
080V17-16 furnace will fall in the minimum range of 52,000-80,0000 input BTUs, 50,0000-78,0000 output BTUs. Temperature rise of 30F-70F. With an external static pressure of 0.5 air delivery with filter of 255 CFM-1625 CFM. These values shall be corrected for altitude. Furnace shall be shipped completely factory assembled with all controls installed.
1.5. Field verify existing conditions to include the exact equipment sizes, capacities, dimensions and location of the existing units, fixtures, electric panels, and any related conditions that will affect the performance for this project.
1.6. Contractor shall follow industry standard for the reconnection of all copper line sets, drainage, and testing.
2. PROJECT REQUIREMENTS:
2.1. Contractor shall take measures during construction to preserve and protect against damage all government and personal property. Property damaged during work shall be restored or replaced by contractor at no additional cost to Government. Contractor will ensure work site is secured daily after work for day is completed.
2.2. Work shall be completed in accordance with (IAW) all applicable, current codes, regulations, industry standards. In event of conflicting guidance, the more stringent guidance will be followed; this includes but is not limited to: Applicable United Facilities Criteria (UFC), International Building Codes (IBC, IPC, IMC, IC), National Fire Protection Association (NPA), American Standards Institute (ANSI), American Standards of Testing Materials (ASTM), National Electrical Safety Code (NEC), Life Safety Code.
2.3. DEMOLITION: Demolish, remove, and dispose of existing systems/units as shown on drawings.
2.4. REPLACMENT OF HVAC SYSTEMS:
2.4.1. REPLACEMENT UNIT INSTALL. Supply and install one 3.5-ton 2 stage 96%
60,000 BTU furnace, along with 17 SEER 2 speed 3 Ton air conditioning unit,
3.5 Ton 17” coil, thermostat, 2- CO detectors.
2.4.2. REPLACEMENT UNIT INSTALL. Supply and install one 4-ton 2 stage 96% 80,000 BTU furnace, along with 17 SEER 2 speed 4 Ton air conditioning unit, 4 Ton 21” coil, thermostat, 2- CO detectors.
2.4.3. Condensate Drain Lines. Use ¾” PVC piping for drainage. Contractor to verify size and length.
2.4.4. Line Set. Reuse copper tubing with insulation wrap line set for 3 T and 4 T systems after lines has been purged and evacuated. Reconnect by soldering to units. Contractor to verify size and length.
2.4.5. Air Filter. Shall be 1-inch, throwaway, pleated filter made of 100% synthetic media with ASHRAE 52.2 minimum efficiency reporting value rating of 8, easily removed and replaced.
2.4.6. Thermostat. (2) -Solid-State Thermostat: Wall-mounted, programmable, unit with automatic switching from heating to cooling, with fan-on automatic and battery backup protection against power failure for program settings. Install thermostats at mounting height of 60 inches above floor or at current height of existing thermostat. Replace with Honeywell T-4 or approved equal.
2.4.7. Duct Work and Filter Box. Use galvanized sheet metal to modify duct work and filter box.
3. SCHEDULE:
3.1. Work shall commence no later than 1 days after receipt of Notice to Proceed (NTP).
All preconstruction requirements shall be completed NLT 15 days after NTP.
Construction shall be 100% complete no later than 45 days after NTP. The Contractor’s preliminary schedule shall be submitted with the quote.
3.2. The Contractor’s initial schedule is required to be submitted within 10 days of award and at least two (2) weeks prior to beginning any on site construction work. The schedule shall be in the form of a Gantt progress chart of suitable scale and in sufficient detail to indicate the percentage of work scheduled for completion at any given date during the period. The schedule shall take into consideration but is not limited to: anticipated adverse weather that could preclude progress; long-lead equipment or materials critical to the completion of the project; review periods for submittal items requiring Government review and approval; review, distribution and approval of traffic control plans; construction phasing, and other events and milestones as applicable or necessary.
4. MEETINGS:
4.1. The Contractor shall participate in coordination meetings with the Contracting Officer’s Representative and other Government representatives on an as needed basis, but at a minimum, the Contractor shall participate in a kickoff meeting and preconstruction meeting. Contractor shall be responsible for preparing the agenda in coordination with the Contracting Officer, distributing the agenda, conducting the meeting, preparing the meeting minutes, distributing the minutes, and tracking action items for any coordination meetings other than the kickoff and preconstruction meeting. The Contractor's superintendent and QC System Manager shall attend each meeting.
5. OCCUPANCY:
5.1. Contractor shall identify and submit for Government approval Contractor’s proposed laydown area as needed.
5.2. The buildings included in the scope of this contract will likely be occupied. The
Contractor will schedule and perform work under this contract in such a manner as to allow the occupants of the building to continue their normal activities with the least amount of interference.
6. SUBMITTALS:
6.1. A preliminary submittal register is provided with solicitation. The submittal register provided by the Government contains the minimum submittals the Government sees as necessary and may not be all inclusive. Contractor will be responsible, as part of Contractor Quality Control responsibilities to review the Government provided submittal register, the contract, statement of work, drawings, and all applicable specifications for this task order and NLT 10 work days after notice to proceed, Contractor shall supplement the Government provided submittal register with additional items required to be submitted as determined from the review. The supplemented/augmented submittal register shall be submitted to the Government for review and shall be updated and adjusted as necessary throughout the period of performance.
6.2. Submittals may be submitted PDF and shall be submitted directly to Government
Project Inspector (PI) with copy to Government Contracting Officer’s Representative (COR). When directed, or as specified, the Contractor shall provide information and/or submit samples of equipment and materials that the Contractor contemplates incorporating in the work. All submittals shall be at the Contractor’s expense.
6.3. Closeout submittals: In addition to paper copies, all closeout submittals shall be submitted in searchable digital format on a single CD or DVD. If searchable documents are not available (in the case of handwritten reports) scanned .pdf files will be acceptable. Contractor may choose to submit the digital submittal disc after the paper copies have been approved.
7. WARRANTY:
7.1. All work shall be covered under the 1-year warranty of construction required by contract. Contractor shall provide Government with phone numbers and email addresses of primary and alternate Warranty POC’s for both regular work days/duty hours warranty calls and also primary and alternate Warranty POC’s for holiday/weekend/after normal duty hours warranty calls.
7.2. In addition to the 1-year warranty of construction, the contractor shall obtain all extended warranties, greater than 1-year, that would normally be given in commercial practice and, upon final acceptance of the work (or before), provide a list to the Government of each extended warranted equipment item, feature of construction, or system. As applicable, the list shall include the status of delivery of all Certificates of Warranty for extended warranty items, to include but not limited to roofs, HVAC balancing, pumps, motors, transformers, HBOs, and for all commissioned systems such as fire protection and alarm systems, sprinkler systems, lightning protection systems, etc. The list shall indicate the following:
• Name of item.
• Model and Serial Number.
• Installed location.
• Name and phone numbers of manufacturers or suppliers.
• Names, addresses, and phone numbers of sources of spare parts.
• Warranties and terms of warranty. Items with warranties extending beyond the one-year warranty shall be indicated with separate warranty expiration dates.
• Start date and duration of warranty period.
• Summary of maintenance procedures required to continue the warranty in force with cross-reference to specific pertinent operation and maintenance manuals as applicable.
7.3. At approximately four (4) and nine (9) months after acceptance the Government will conduct warranty inspections. The inspections will be scheduled by the Government Project Manager and conducted with the user, and, if possible, Contractor personnel attending. A list of warranty items existing at the time will be compiled and furnished to the Contractor for correction.
8. SAFETY:
8.1. Contractor shall use all appropriate safety equipment and apply sound safety practices. Contractor shall fully comply with most current version of NFPA, OSHA, and Federal standards as applicable. Contractor shall obtain hot work permit from Fire Dept for welding, cutting, brazing. Soldering.
8.2. Prior to the start of work, the contractor shall submit for approval a site specific Site Safety and Health Plan (SSHP) also referred to elsewhere in this contract as an Accident Prevention Plan (APP). The plan shall be developed by a qualified person and be signed by a competent person and a representative of the prime contractor’s project management team. The plan shall meet the minimum basic outline requirements contained in EM 385-1-1, Appendix A. The plan shall be job-specific and shall include work to be performed by subcontractors and measures to be taken by the contractor to control hazards associated with materials, services, or equipment provided by suppliers. The accident prevention plan shall include procedures for frequent safety inspections, conducted by competent persons, of the work sites, material, and equipment to ensure compliance with the plan and other referenced standards. Unless otherwise approved, Quality Control personnel or Superintendent shall conduct and document daily safety inspections.
9. ENVIRONMENTAL PROTECTION:
9.1. All work shall be completed in accordance with applicable environmental laws, regulations.
10. CONTRACTOR QUALITY CONTROL (CQC):
10.1. The contractor is responsible for quality control and shall establish and maintain an effective quality control system. The quality control system shall consist of plans, procedures, and organization necessary to produce an end product that complies with the Scope of Work here in and any enclosed drawings and all codes, applicable industry standards, UFC’s. Contractor’s superintendent will ensure that, in accordance with FAR Clauses 52.232-5 Material and Workmanship, all equipment, materials and articles incorporated into the work shall be new and of the most suitable grade for the purpose intended; and all work under this contract shall be performed in a skillful and workman like manner. Contractor will provide QA a daily progress report for each day of onsite work. Format shall be jointly agreed upon between QA and contractor. A contractor Quality Control System Manager is not required. The superintendent shall be responsible for conducting and documenting all quality controls actions and reports.
10.2. Only personnel who are competent, qualified, and have demonstrated experience in using accepted trade practices for the type work for which they are to be employed on this contract shall be used. All field work shall be done to journeyman-level standards; work failing to meet this standard as determined by the Government PM/QAR shall be re-performed at no additional cost to the Government. The Government reserves the right to require written verification of personnel qualifications from the Contractor or his sub-contractors.
10.3. Materials and equipment shall be a standard product of a manufacturer regularly engaged in the production of that product that have been in satisfactory use for at least 2 years prior to award of this contract. Materials and equipment shall be installed in accordance with the manufacturers written instructions, and fully satisfy the government requirements – otherwise they shall be replaced at no additional cost to the government. Any reference by brand and/or specific product contained herein is for the purpose of establishing quality and performance standards only, and is not intended to limit competition.
10.4. The contractor shall obtain specific approval for all materials and equipment that vary from the standards established herein.
10.5. Commissioning of major systems (e.g., HVAC, fire protection, etc.) is required, unless otherwise noted.
10.6. Upon completion, but prior to final acceptance, contractor shall submit installed equipment list listing all major equipment, systems, and features of work. List shall include manufacturer’s name, model number, service manual, parts list, brief description of all equipment and basic operating features. Also at same time, contractor will submit operation and maintenance (O&M) information/procedure for all major equipment, systems, and features of work. Manuals shall have same info as info on installed equipment list and will also have piping and layout diagrams, control and wiring diagrams, required maintenance procedures/schedules, POC for extended warranty. O&M data shall be consolidated and submitted in one three ring binder, tabbed and indexed; as well as being submitted electronically as a PDF file.
10.7. The contractor shall place all systems and major pieces of equipment and features of work into operation and, with the O&M manuals, instruct the government’s operation and maintenance personnel on the proper operation and maintenance of the new equipment/systems. The contractor shall coordinate and schedule on site training with QA at least two weeks before the proposed date. The session(s) shall be memorialized in contractor prepared minutes of the training conducted.
11. INSPECTION:
11.1. All work is subject to inspection and testing by the Government at all places and at all reasonable times before acceptance, as required by the contract. Government inspections and tests do not relieve the contractor of the responsibility for providing adequate quality control measures, nor does it constitute or imply Government acceptance of the work. The presence or absence of a Government inspector does not relieve the Contractor of complying with the specified requirements, nor is the Government inspector authorized to change any term or condition of the specification without the Contracting Officer’s written authorization.
11.2. Failure to obtain inspection for designated work may result in a requirement for re-performance of installed work (at no additional cost to the Government) to prove compliance before approving progress payments, at the discretion of the Contracting Officer.
11.3. The Government may require the Contractor to “hold” construction (construction hold point) after installing pre-identified work so the Government may verify conformance to the specifications. In order to prevent unreasonable downtime, the Contractor shall coordinate the date/time that the subject work will be ready for inspection with the Government Project Inspector (PI), and Contracting Officer’s Representative (COR) a minimum of 48 hours in advance of reaching the estimated construction hold point.
The Contractor shall keep the Government PI and COR updated on progress after the 48-hour notification so a site inspection can be accurately scheduled. The Contractor shall hold subsequent work on the affected features until the designated construction has been accepted by the Government. If the Government elects to require hold points for designated features of work, those features of work will be identified at or prior to the pre-construction meeting or as agreed upon between the Contractor and the Government during construction.
11.4. Beneficial Occupancy Inspection, Pre-Final Inspection, Final Inspection and
Acceptance:
11.4.1. It is anticipated there will have to be Beneficial Occupancy Inspections (BOIs) and pre-final inspections for each phase of work and then upon completion of final phase the formal final inspections for the entire project will be conducted.
The Contractor's Quality Control personnel, Superintendent or other primary management person, and the Government shall be in attendance at the BOIs, pre-final inspections, and the final acceptance inspection.
Prior to each BOI and the pre-final inspection, Contractor will conduct a punch-out inspection to identify any work still required to be done, identify work that needs to be corrected, and identify any work that cannot be completed.
Contractor will record results of inspection and correct or complete as many of the items on the punch-out inspection as possible. For any items that cannot be completed, Contractor will annotate all such items with anticipated date for completion/correction. Once as many deficiencies as possible have been completed, the Contactor may request a BOI and/or pre-final inspection.
Contractor shall provide an annotated punch-out inspection list with the request and shall give the Government at least five (5) working days advance notice before the requested date of BOI and/or pre-final inspection.
The Contractor shall record the results of the BOIs and the pre- final inspections. Any items noted on the BOI and pre-final inspection shall be corrected in a timely manner or the uncorrected items shall be annotated with a projected date for correction.
11.4.2. Notice shall be given to the Government at least 04 calendar days prior to the final acceptance inspection and shall include the Contractor's assurance that all specific items previously identified to the Contractor as being unacceptable, along with all remaining work performed under the contract, will be complete and acceptable by the date scheduled for the final acceptance inspection.
11.4.3. The final acceptance inspection will be formally scheduled by the COR based upon results of the BOIs and pre-final inspections. Failure of the Contractor to have all contract work acceptably complete for this inspection will be cause for the Contracting Officer (CO) to bill the Contractor for the Government's additional inspection cost in accordance with the requirements set forth in the contract.
11.4.4. Upon acceptance, contractor shall provide COR with primary and alternate warranty POCs.
12. SITE MAINTENANCE:
12.1. Clean Up: The contractor shall at all times keep the work area, including storage areas, free from accumulation of waste materials. All trash will be removed from the site on a daily basis. Upon completion of the project, all equipment, materials and other items associated with the project will be removed from the project site and the site will be left clean. All property, including buildings, site improvements, utilities and vegetation at or adjacent to the work site, and which might be damaged during the course of the required work, shall be adequately protected by the Contractor for the duration of the contract. The Contractor shall not operate heavy construction equipment on drives, sidewalks, or lawns without installing suitable protection on these surfaces. The Contractor shall repair all damage determined to be due to his negligence at no additional expense to the Government. Contractor shall take all possible precautions to maintain the work site in a condition that will prevent damage or injury to personnel and real property. The above precautions shall include protection from elements of weather.
12.2. Temporary Storage: For contractor site admin trailer and storage area, Contractor must submit proposed site plan showing proposed location/layout and method of obtaining power NLT 10 days before the date the Contractor intends to set trailer or set up storage area. The Contractor shall be responsible for the safety, security, and maintenance associated with storage areas. Storage areas shall be fenced with six
(6) foot chain link fence and kept clean and in a neat and organized appearance at all times.
12.3. Solid Waste: Government policy is to apply sound environmental principles in the design, construction and use of facilities. As part of the implementation of that policy:
(1) practice efficient waste management when sizing, cutting, and installing products and materials and (2) use all reasonable means to divert construction and demolition waste from landfills and incinerators and to facilitate recycling or reuse.
12.4. The disposal of hazardous waste generated under construction contracts
(Construction/demolition debris, paints, soil from contractor spills, etc.) is the contractor’s responsibility. Any hazardous waste that is the responsibility of the Government should be identified in advance and proper abatement/disposal planned as part of the project. Sampling, abatement, containerization, manifesting, and handling are the responsibility of the contractor.
13. UTILITIES:
13.1 Temporary Utilities: Where available, the Contractor may obtain temporary utilities from the systems available. If available and requested by contractor, the Government may allow the use of existing utilities as temporary utilities (electrical, steam, sewer, and water) available for the Contractor's use during construction at no charge for quantities consumed/used to the contractor. The Contractor shall carefully conserve any utilities furnished without charge.
14. Security Requirements. Prior to physically starting work on this project, the Contractor shall furnish the government PI/COR, and the affected facility POC with a list of all Contractor / sub-contractor personnel who will require access to the facility during the course of the subject project. This list shall be provided a minimum of 5 working days before access to the facility is required. This list shall be updated and resubmitted as often as necessary for it to be current. Depending on current events, personnel shall be required to show photo identification (cross checked against the required roster) prior to gaining access to a facility.
