Source Sought Requirements CEMDC Project No. 3010 - Medium Class Hopper Dredge (MCHD)
Replacement
W912BU-MCHD
Operational, Regulatory, & Design Requirements:
The operational, regulatory, and design requirements presented below have been identified:
(1) To ensure the capability of the MCHD replacement for the MCFARLAND to meet ready reserve mission requirements within its Area of Responsibility (AOR),
(2) To ensure that the new MCHD meets current vessel safety and environmental standards, and is
(3) Safe, maintainable and efficient in operation.
a. Operational Requirements:
(1) Vessel Power and Dredging Depth: The MCHD will be designed with the performance, dredging, power, and depth requirements (>65ft.) to effectively and efficiently respond to Ready Reserve emergency callout missions throughout the AOR including dredging during high water season with significant (6 knot) river currents.
(2) Capacity: The MCHD will have a hopper capacity of 6,000 cubic yards. To align with the United States Army Corps of Engineers’ minimum dredging fleet configuration, the new MCHD hopper capacity will be as close as possible to, but not exceeding
6,000 cubic yards.
(3) Hopper Doors: Industry standard, non-recessed hopper doors will be employed with modern technology to provide for safe unloading in shallow water conditions.
(4) AOR Pump Out: In addition to unloading dredged material through its hopper doors, the MCHD will be designed with performance requirements for dredging and discharging the hopper by pumping ashore anywhere in its assigned AOR. The
MCHD will be able to pump ashore at a maximum geodetic height of 75 feet above water level with a discharge pipeline length of 1.5 miles.
(5) Endurance: The MCHD will be designed to house 26 personnel. The design will allow sufficient tankage and storage space for consumables to support combined dredging and free sailing operations for 28 days, 24 hours a day, 7 days week. At the start of the
28 day endurance period, the MCHD will be expected to conduct one mobilization voyage of ~2,000 nautical miles from the Philadelphia District to mission directed emergency dredging locations. These requirements will allow the MCHD to respond to emergency red flag callouts throughout the AOR.
b. Regulatory Requirements:
(1) American Bureau of Shipping (ABS). The MCHD will be ABS classed, with an assigned load line, and will meet all current industry design and construction standards. The MCHD will operate under an ABS Class Certificate, and Load Line
Certificate acquired and maintained by the USACE Philadelphia district.
(2) U.S. Coast Guard (USCG) Certificate of Inspection (COI). The MCHD will meet or exceed COI requirements of 46 CFR Subchapter I for stability, structural components, electrical and mechanical systems. The MCHD will operate under a COI acquired and maintained by the USACE Philadelphia district.
c. Vessel Design Requirements:
(1) Developed from modern existing proven-in-service hopper dredge designs and features, in conjunction with current proven-in-service ship and hopper dredge technologies.
(2) Reliability for immediate assignment and safe operations in the Ready Reserve status to ensure vessel readiness to respond to urgent and emergency dredging needs.
(3) Environmentally compliant to meet all current standards for vessel design and operations.
(4) Energy efficient to conserve energy and reduce operating costs.
(5) Reasonable Operational Life Cycle cost projection incorporation accepted asset management standards.
Informational Proposal Submission Requirements:
All interested business concerns for this requirement shall provide the following information when responding to this Source Sought:
a. Name of Company and address
b. Cage Code
c. DUNS number
d. Type of business concern: large business or small business (please identify type of small business)
Documentation Verifying Small Business Certification:
1. If claiming 8(a) status, provide a copy of your 8(a) Certificate from SBA.
2. If claiming HuBZone status, provide a copy of your HuBZone Certificate from
SBA.
3. If claiming SDVOSBC status, provide documentation that shows the Service
Disable Veteran (SDV) unconditionally owns 51 % of the business, controls the management and daily operations, and holds the highest officer position in the company. Documentation should also be provided to show that the SDV has a service-connected disability that has been determined by the Department of Defense or Department of Veteran Affairs. Finally, provide documentation that shows the business is small under the NAICS code 336611.
4. If claiming Small Business status, provide documentation to show the business is small under NAICS code 336611.
e. Years in business
f. Please provide proof of ability to bond the total Offeror’s assessed value of the proposed
Medium Class Hopper Dredge in this sources sought notice (i.e. a letter from surety). Also have the surety identify Offeror’s maximum total bonding capacity.
g. From the last ten years (10), please list all similar sized ocean going Trailing Suction
Hopper (TSH) dredge vessels the Offeror’s organization has designed and constructed in the United States. For each vessel listed, provide the total cost of the vessel (design, engineering, construction, testing, and delivery).
h. Provide a narrative response to include relative supporting price figures to the following question: Using current market conditions, historical price data, in conjunction with financial management cost estimating methods (i.e. parametric, analogy, engineering, actual); is it reasonable to expect that the new MCHD vessel will correlate in cost to similar sized vessels built in the United States over the last five (5) years?
i. Provide a narrative statement of capability and qualifications of the Offeror to perform the requirement outlined in this source sought notice.
j. Please provide a narrative how the Offeror intends to fulfill this procurement using an existing proven-in-service hopper dredge design. The write-up should describe how the
Offeror’s development and utilization of the existing proven-in-service hopper dredge design will meet the Operational, Regulatory, Design and Performance requirements identified in this sources sought. In addition, explain how your approach to the MCHD design mitigates risks, while meeting these requirements.
k. Provide a list of any issues identified with the government’s list of requirements in this sources sought notice and propose any mitigation measures for the government to consider.
l. Provide an example general arrangement (GA) of the existing proven-in-service hopper dredge design anticipated to be provided by the Offeror for this procurement. GA should include the following views: Profile (Aft & Forward), Outboard Profile (Port and
Starboard), Section Hopper View, and plan view of each deck.
m. Provide a short narrative that addresses and provides additional relevant technical details for each area listed in the section “Operational Requirements” with this sources sought notice.
n. Negative responses are required for all identified submission areas if no information is readily available (i.e. at this time an existing proven-in-service hopper dredge design has yet to be selected for this pending procurement or no major issues were apparent from the sources sought notice).
o. The proposal must be clear, readily legible, and conform to the following requirements:
Should Not Exceed 30 pages total (One sided), single space, font size 11 or 12 depending on chosen font, the margins must be at least one inch on all sides, and any pictures, figures, tables or diagrams incorporated show be relevant to material and legible.
