About this file
This document is a Contract Administration Data section that specifies payment processing requirements and contract clauses for a federal service contract.
The contractor must submit all invoices and payment requests through the Wide Area WorkFlow (WAWF) system at https://wawf.eb.mil/. To access WAWF, the contractor must maintain a designated electronic business point of contact in the System for Award Management (SAM) and complete self-registration at the WAWF website. Payment request document types vary by contract structure: cost-type line items require cost vouchers; fixed-price line items with deliverables require invoices and receiving reports as specified by the Contracting Officer; fixed-price service line items without deliverables may use the Invoice 2in1 form or separate invoice and receiving report documents; progress payments require progress payment requests; performance-based payments require performance-based payment requests; and commercial financing requires commercial financing requests. The routing data table specifies that payment must route through DoDAAC F03000, with administrative processing through FA4861, inspection through F1S0AX, and service approval through F1S0AX. The contractor must ensure all payment requests include appropriate documentation per the applicable payment clause and that receiving reports meet DFARS Appendix F requirements. Additional support is available through the WAWF helpdesk at 866-618-5988.
The contract incorporates numerous FAR and DFARS clauses addressing compliance requirements including debarment checks, labor standards, payment methods, conflict of interest, whistleblower protections, cybersecurity safeguards, and prohibited procurements. The contract includes options to extend services up to 6 months and to extend the contract term, with a maximum total contract duration not to exceed 5 years. The service contract labor standard establishes a minimum wage of $18.25 per hour plus fringe benefits for Laborers in Grounds Maintenance positions.
