3.0 BASIS OF DESIGN

3.1 HAZARDOUS MATERIAL / ABATEMENT

The facility was analyzed in our specific project scope area for asbestos and lead paint. Terracon performed a Limited Asbestos and Lead-Containing Paint Survey, dated November 29, 2021, that is attached as an Appendix B

It is the intention that the design team will provide direction to abate all these conditions.

The design team will specify the removal and disposal of Polychlorinated Biphenyls (PCBs) that may be found in existing sealants. The facility was not tested for PCBs.

3.2 ARCHITECTURE

The facility accommodates the required programming space, code-compliant egress circulation, restroom requirements, code-compliant provided building areas/ construction type, and required utility services in which we will be connecting. The design follows the requirements of ARS-242.1 Design Guidelines (dated 01 May 2012).

The building does not have a NFPA 13 fire suppression system, however it was indicated that the USDA will be performing a fire suppression system project for the entire building in the near future. The USDA gave jurisdictional direction that the design team may consider this building as NFPA 13 fully sprinkled. The design team will design this project around a Fully Sprinkled Construction Type IIB, Group B Occupancy classification when it relates to all design decisions that relate to IBC code.

Fire-Resistance Ratings for Building Elements:

- Primary Structural Frame 0-hour

- Exterior Bearing Walls 0-hour

- Interior Bearing Walls 0-hour

- Nonbearing Interior Walls & Partitions 0-hour → 1-hour*

- Floor Construction 0-hour → 1-hour*

- Roof Construction 0-hour

*The laboratory spaces are subject to NFPA 45, Standard on Fire Protection for Laboratories Using Chemicals. Chapter 5 and 6 dictate that all Levels of Laboratory Units (Class A, Class B, Class C, Class D) must provide fire rated assemblies that separate those spaces from adjacent, non-laboratory spaces.

This project is using minimal chemicals and the spaces are considered to be Class D. The walls shall be considered 1-hour fire partitions and the floors shall be considered 1-hour fire barriers. All penetrating items (ducts, pipes, cable trays, etc.) shall be protected per Specification Section 07 84 00.

The project will be designed with a Base Bid scope of work, along with multiple Add Alternates, to be further explained in Section 01 11 00 SUMMARY OF WORK and drawing Sheet A000.

Fargo, North Dakota

The Schemmer Associates, Inc 100% Design Submittal – Design Analysis Report Contract Number 12805B21F0207 / Schemmer Project No. 08222.008

Demolition The demolition design will indicate removal of most of the existing construction in the project scope area on 2nd floor. Some incidental demolition will occur away from the project scope on 2nd floor and also in the 1st floor ceilings directly below the project scope area, only where required to execute the project scope.

This incidental demolition may encounter hazardous materials that were not identified in Terracon’s report and drawings and should be appropriately addressed.

An existing horizontal plaster assembly and ceiling tiles were originally designed and installed to the underside of the existing roof joists (which is the present-day floor system for the attic space). These assemblies and ceiling tiles shall be removed in their entirety of the project scope area as a part of the abatement effort.

The design team will specify that construction waste will be diverted from landfills to the fullest extent possible, with an expectation of a minimum 40% of all waste being diverted as recycled waste with the appropriate recycling service or contractor. The construction waste will be segregated by the general contractor into multiple waste streams and dumpsters throughout the entire construction phase.

The dumbwaiter and associated shaft walls on 2nd floor will be removed for the new design. These shaft walls on 1st floor will not be demolished at this time.

The existing concrete casing of the existing steel columns will remain as-is. The design has worked around this concrete casing.

Exterior Shell The building construction methodology is CMU block with brick veneer masonry for the exterior walls, with a structural steel superstructure and concrete floor assemblies.

The sloped roofs are factory-painted, standing-seam steel panels and soffits with painted insulated metal panel gabled ends. Painted metal soffit panels enclose the underside of the extended roof overhang. This roof was added on top of the original low-slope membrane roof and concrete roof slab. The associated attic spaces contain primary mechanical systems.

Some existing exterior windows will be infilled on the south façade of the building due to conflicts with new fume hoods and freezer room appliances.

These infills shall be limestone panels that match the existing limestone.

Doors One exterior door is being updated on the west side of Area 300, and one exterior door is being updated and widened in Area 400 (Attic).

Interior doors and frames are painted hollow metal with windows where appropriate, Level 2, physical performance B per ANSI A250.8. Double uneven

Fargo, North Dakota

The Schemmer Associates, Inc 100% Design Submittal – Design Analysis Report Contract Number 12805B21F0207 / Schemmer Project No. 08222.008 doors are provided in locations in need of extra clearance for moving equipment.

Half-glazed vision lites will be the standard design unless noted otherwise.

Doors, frames, and vision lites will be rated according to the construction documents.

The communicating doors between laboratories will be considered as compliant second means of egress, in accordance with NFPA-45. These doors will be indicated with EXIT signs on either side.

Both Area 400 (Attic) doors will be widened to allow better passage of mechanical unit demolition and new construction.

Multiple doors will be added or modified within existing masonry walls that receive different degrees of design.

Windows Some existing exterior windows will be infilled on the south façade of the building due to conflicts with new fume hoods and freezer room appliances.

These infills shall be limestone panels that match the existing limestone.

All exterior windows receive a 1” solid surface sill.

Two interior windows in Area 200 receive ½” solid surface sills.

Interior windows are included along the corridors are within the design.

Motorized Roller Shades will be designed for the exterior windows in the laboratories, with a 3% openness factor and without blackout function. Controls will be provided near the laboratory entrances.

Manual Roller Shades will be designed for the exterior windows for the offices.

Interior Design & Finish The interior design of the new facility includes the selection, specification, color coordination, and procurement documentation of the items necessary to meet the functional, operational, sustainability, and aesthetic requirements.

Development of the interior design is defined by material and color pallet, with the ability of the Location to select specific colors from manufacturer’s ranges during the submittal review process. Finish and Material Schedules are included in the contract drawings.

Furniture, Fittings, and Equipment (FF&E) Package is not part of this design scope and will need to be procured through the USDA. A notional FF&E design is included in the contract drawings. This notional FF&E drawing can be used by the USDA to procure furnishings and will be provided to the construction contractor as part of the drawing set to use for coordination.

Fargo, North Dakota

The Schemmer Associates, Inc 100% Design Submittal – Design Analysis Report Contract Number 12805B21F0207 / Schemmer Project No. 08222.008

General Materials:

The project design specifies low-energy-consuming goods or products that are life cycle cost effective and products that have energy efficiencies in the upper 25 percent range for all similar products, or products that are at least 10 percent more efficient than the minimum level that meets Federal standards. The incorporation of energy efficient interiors finishes and furnishings is consistent with Energy Star and other FEMP- Designated energy efficiency practices for new construction.

Environmentally preferred products and 50% post-consumer recycled products are used to the greatest extent possible when competitive in cost, quality, and availability. The greatest opportunity to implement these requirements is in the selection of architectural materials.

Surfaces:

Appearance retention is a top priority for building and furniture related finishes, secondary only to performance durability. The design provides low-maintenance surfaces that are easily cleaned and are commercially standard.

Laboratory grade finishes are specified for the wall and floor surfaces before the installation of casework and/or equipment, to ensure continuity of room surfaces when such items are moved in the future.

Colors:

The color, texture, and pattern selections for the finishes of the building provides an aesthetically pleasing, comfortable, easily maintained, and functional environment for the USDA. Since many colors and finishes will be determined by selecting manufacture’s products, the Architect will coordinate these materials as much as feasible to provide a cohesive design. Color selections will be appropriate for the building type and with guidance from the ARS Design Guide Section 3.5.2. All colors used are limited to non- permanent finishes such as carpet and paint. Finishes are selected with regards to aesthetics, maintenance, durability, life safety and image. Color of ceramic and porcelain tile grout will be medium range color to help hide soiling. Plastic laminate and solid surface materials will have patterns that are mottled, flecked, or speckled.

Finish colors of fire extinguisher cabinets, receptacle bodies and plates, fire alarms / warning lights, emergency lighting, and other miscellaneous items will be manufacturer’s standards best selected to coordinate with the building interior. Color of equipment items on ceilings (speakers, smoke detectors, grills, etc.) will match the ceiling color.

Flooring:

All flooring complies with the requirements of applicable codes and is durable for long- life use. Laboratories and corridors have a low-maintenance, chemical resistant finish with static-control floor tile. Commercial tile carpeting is designed throughout the office areas.

Ceilings:

All ceiling heights are at least 9’-2” or higher, for acoustical and indirect lighting

Fargo, North Dakota

The Schemmer Associates, Inc 100% Design Submittal – Design Analysis Report Contract Number 12805B21F0207 / Schemmer Project No. 08222.008 considerations and because of the exterior window height, unless noted otherwise. Textured acoustic tile ceilings are used throughout. The available ceiling plenum height will be restricted due to the low roof proximity and the design team will need to navigate this parameter throughout design. Ceiling clouds will be designed in the Lab Suites, while the remainder of the Lab Suite ceilings will be exposed to structure above. An acoustical spray product for the underside of said structure will be installed to enhance aesthetics and acoustics.

All ceilings have a coefficient of reflectivity not less than 75 percent to improve overall lighting conditions. Tiles are 2x2.

Ceilings are not provided in Telecom, Mechanical, and Electrical Rooms for maximum flexibility of use.

Office Areas Office areas will be designed at the east side of the project scope to accommodate staff and students. Offices will be designed with framed walls, and an associated open office area will contain systems furniture for additional staff and/or office equipment (copiers, printers, etc.).

Interior Walls & Partitions Walls consist of 3-5/8” and 6” non-structural metal framing with 5/8” Type X abuse-resistant gypsum board on either side. Walls at the perimeter of Labs Suites and around spaces approach the underside of the structure above. Walls near the offices are a mixture of walls to deck or walls to 6” above the respective ceiling heights.

The existing glazed masonry walls will be covered with 7/8” hat channel and gypsum board to be consistent with the other new walls.

New shaftwall framing and finish will be built on top of the existing walls to the existing laboratories in Area 200, to allow for open ceilings in the corridors and to continue the required fire barrier ratings to the roof/attic floor structure.

Laboratory Planning Current Conditions and Needs: New lab spaces for the programs and operations of the USDA ETSARC Bio-Science Research Lab (BRL), Second Floor, South wing of Building 1, is needed. The project consists of renovating a space of 1,792 sf to include lab spaces on the south side of the corridor along the 200 area, space of 1,110 sf to include lab spaces on the north side of the corridor along the 300 area, space of 1,781 sf to include lab spaces on the south side of the corridor along the 300 area, a 1,491 sf for office space, and 1,352 sf for circulation/corridor space, with the goal to provide a quality lab environment that is efficient and serves the lab programs in an effective manner. The labs currently are outdated and are not configured according to current practices. It does not allow maximum space utilization. Proper temperature and humidity levels inside the lab spaces cannot be maintained.

Fargo, North Dakota

The Schemmer Associates, Inc 100% Design Submittal – Design Analysis Report Contract Number 12805B21F0207 / Schemmer Project No. 08222.008

Laboratory Layout:

In Area 200, the space to the south of the corridor consists of the current lab and other support spaces 227, 228, 229, 230, 231, 232, 233, 234, 235, 236, 237, and 238 for a total of 1,792 sf. By using a lab design unit (module) of 10’-6” wide by 21’-6” deep, the space can accommodate 8 lab modules. The space will be divided into 2 separate lab spaces. One will be a two-module (small) lab space. The remaining lab modules will be a six-module (large) lab space. A space of about 25 sf for an IT Closet is created within the large lab space with direct access to the corridor.

In this particular area, there are limited areas for vertical plumbing connections for plumbing services because the 200 area is located directly above a bank of growth chambers (on the first floor). Those growth chambers were built with panels all the way up to the underside of slab. The design team was very thoughtful in locating fume hoods, sinks, and eyewash/emergency shower units, among other plumbing services, within this allowed vertical plumbing zone. The areas where we can’t place a plumbing line through the 200 area lab floor are shown on the architectural drawings.

In Area 300, the space to the north of the corridor consists of the current lab and other support spaces 307, 308, 309, 311, and 312 for a total of 1,110 sf. By using a lab design unit (module) of 10’-6” wide by 15’-10” deep, the 1,000 sf lab space can accommodate 6 lab modules. The space will be divided into 2 separate lab spaces. Each lab will be a three-module lab. The remaining leftover space of 110 sf at the far right will be designated as a storage room.

In Area 300, the space to the south of the corridor consists of the current lab and other support spaces 301, 302, 303, 304, 305, and 306 for a total of 1,781

sf. By using a lab design unit (module) of 10’-6” wide by 21’-6” deep, the 1,360 sf lab space can accommodate 6 lab modules all as one large lab space. The remaining leftover space of 421 sf at the far right will be designated as a freezer room with gas cylinder staging.

The lab interior layouts will be similar to the newly renovated lab space on the first floor of the building that was considered as a prototype. All labs on both sides of the corridor will have island benches in the middle with reagent shelves above them and sink at one end. Lab benches with base cabinets will be on both sides of the islands in each lab.

In Area 200, a 6 ft single ADA accessible chemical fume hood is provided in the small lab and two 6 ft chemical fume hoods are provided in the large lab but only one of them needs to be ADA accessible hood. All fume hoods are located along the exterior wall of the labs to be within the allowed vertical plumbing zone. Acid and flammable storage cabinets are needed under, or adjacent to, the fume hoods. There are two sinks in the small lab and three sinks in the large lab but only one of the sinks in each lab will be ADA accessible sink. All sinks are located within the allowable vertical plumbing zone.

In Area 300, a 6 ft single ADA accessible chemical fume hood is provided in

Fargo, North Dakota

The Schemmer Associates, Inc 100% Design Submittal – Design Analysis Report Contract Number 12805B21F0207 / Schemmer Project No. 08222.008 each of the labs on the north side of the corridor and are located along the side walls within each lab. Three 6 ft chemical fume hoods are provided in the large lab on the south side of the corridor but only one of them needs to be ADA accessible hood. These three fume hoods are located along the exterior wall of the lab. Acid and flammable storage cabinets are needed under or adjacent to the fume hoods. There are two sinks in each of the labs on the north side and four sinks in the large lab on the south side but only one of the sinks in each lab will be ADA accessible sink. All ADA sinks are located along the side walls of their labs and the standard sinks are located at the end of island benches within their labs.

Plumbing services in every lab to include compressed air, nitrogen, and vacuum at the benches, also compressed air, nitrogen, vacuum, cold water, and cupsink at the fume hoods. Cold and hot water services shall be provided at the sinks along with Reverse Osmosis water coming from a central RO system. Power and data outlets will be provided at the benches as well. Umbilical service chases shall be provided towards the south end of the island benches on area 300 to route through all plumbing service piping and power conduits required for the service connections at the island benches. The routing of the plumbing service piping and power conduits for the island benches in the 200 area shall be through the gap between the double wall construction along the corridor wall.

One lab from area 200, area 300 north, and area 300 south will each have plumbing connections for DI water polisher above one sink. The large lab in area 200 will have a snorkel, mounted from the ceiling above.

Double doors, 4 ft wide, between lab spaces will be provided, for moving large equipment easily. These doors consist of 3 ft wide active leaf and 1 ft wide inactive leaf and shall have visual window to each lab space. Double doors of 3 ft wide active leaf and 1 ft wide inactive leaf will also be provided from at least one lab space that serves a suit of labs, connected to the corridor.

3.4 HEATING, VENTILATION AND AIR CONDITIONING

Existing Conditions:

The existing laboratory and office rooms are supplied by two 100% outside air units, AHU-1- 16,17 and 18. These units are pneumatically controlled constant volume multizone units.

They are past their useful life and should be replaced. Exhaust for the lab spaces is provided by a series of utility set fans in the attic space. These fans are not adequate for removing lab air away from the building in a manner that will keep it from recirculating. Chilled water is supplied by the chiller located on the roof of building 5 and is more than adequate for the building. Hot water heating is supplied via a large steam to hot water heat exchanger in the attic that can continue to be used. Controls for existing space conditioning equipment is a combination of pneumatic and modern DDC systems. The 200 area chiller lacks adequate heat rejection.

Area 200 The existing 25 chiller (ArctiChill PWCCMV0250) located in RM 225 currently serves AHU-1.

The chiller rejects its heat to the energy recovery exhauster in the attic space. Mike noted that the chilled water loop has operational issue with elevated water temperatures due to inadequate heat rejection capacity to the exhaust air stream. The inefficiency of the heat rejection has led to a drop in the systems cooling capacity. A similar 30-ton chiller unit is located in the north wing with dual heat rejection to the exhaust energy recovery unit and a dry cooler located on the low roof to the north. USDA has requested adding a dry cooler to this unit to boost its cooling capacity. This dry cooler would need to be located on grade between the greenhouses to the south. Design of a new dry cooler is outside the scope of the current project and could be included as additional services.

Area 300 The second floor of the 300 area was constructed in 1983 with the equipment existing to the project. The two multi zone air handlers located in the 400 area (attic penthouse), are nearly 40 years old and use pneumatic controls. The modifications to these units to rezone them and modify the controls for the new work makes reusing the units troublesome. Additionally, the units are past their expected service life. Replacing the units now would ensure that the mechanical systems would be sized and zoned properly for the new space layout. By replacing these units now would prevent extended outages in the new laboratories when they are replaced. There would also be an overall cost saving by doing this work now and not having to try and get new HVAC controls work with the current AHU systems. In addition to the two air handlers, there is a heating only make up air unit (MAU) that provides make up air directly to the existing lab exhaust hoods. The MAU introduces unconditioned air to the space in the summer adding to the cooling loads to the occupied spaces. Direct makeup air to hoods is no longer an industry practice and makes this unit surplus in its current configuration for the new lab equipment. Schemmer highly recommends the replacement of the 300 area AHUs be incorporated into the project scope as additional services.

The fume hoods are exhausted through two energy recovery units located in the attic space.

Similar to the supply air handling units, the energy recovery exhausters serve large areas out of the project area. The existing exhaust systems are constant volume with bypass fume hoods.

The Schemmer Associates, Inc 100% Design Submittal – Design Analysis Report Contract Number 12805B21F0207 / Schemmer Project No. 08222.008

Design Parameters:

ASHRAE Standards, USDA Guidelines (ARS 242-1, 241-1), ANSI/AIHA Z9.5 Laboratory Ventilation, NFPA 45 Fire Protection for Laboratories Using Chemicals, and other applicable NFPA Codes will be used for the basis of the design.

Mechanical Design Recommendations:

The project scope will replace all the mechanical equipment in the 400 area (attic penthouse) and lab exhaust fans in the attic that have exceeded their expected service life. VAV boxes with reheat coils would be utilized to supply lab spaces with 100% outdoor air. The VAV boxes will be used to monitor air flow to spaces and maintain space pressurization.

Laboratory spaces will be maintained negative pressurized compared to adjacent corridor and offices. The freezer room to be served by recirculating fan coil units with hot and chilled water coils to reduce the demand for 100% outdoor air in the building. All perimeter radiators will be replaced to accommodate new room partitions. All steam piping that is used or to be reused in new construction, will be removed back to the mains to clear the space for new work, and capped at mains. No piping will be abandoned in place.

All new HVAC equipment will be provided with new DDC controls to integrate with existing control system.

A new exhaust system will be added to the attic to eject lab air away from the building. The exhaust fan set will have a run around loop energy recovery coil.

All exposed ductwork and associated insulation will be paint-grade to receive paint.

4.0 APPLICABLE CODES AND STANDARDS

The design of Agricultural Research Service (ARS) buildings must adhere to several layers of construction codes, including local code requirements to the greatest extent possible; however, buildings built on Federal property are exempt from State and local building codes.

Design and construction shall follow the P&P 242.1M-ARS Design Guidelines (Dated 07-

24-2012). Furthermore, it is the USDA ARS’s policy to adopt safety, health, and environmental standards associated with applicable laws, regulations, EOs, codes, etc.

State and local governments may enact standards that are more stringent than Federal regulations. If a conflict arises, the most stringent standard shall govern.

The applicable design and construction criteria references are listed below. Criteria shall be taken from the most current references as of the date of issue of the contract. This list is not intended to include all criteria that may apply or to restrict design and construction to only those references listed. Additional requirements may be listed in disciplinary narratives or in the contract specifications.

Current Building Codes:

International Building Code (IBC) 2018

Additional USDA-ARS Code & Standard Requirements:

Environmental Protection Agency (EPA)

NFPA-1 – National Fire Code, 2018

NFPA-10 – Portable Fire Extinguishers, 2018

NFPA-30 – Flammable and Combustible Liquids Code, 2021

NFPA-45 – Standard on Fire Protection for Laboratories Using Chemicals, 2019

NFPA-101 – Life Safety Code, 2021

NFPA-497 - Recommended Practice for the Classification of Flammable Liquids, Gases, or Vapors and of Hazardous (Classified) Locations for Electrical Installations in Chemical Process Areas, 2021

Occupational Safety and Health Administration (OSHA) Standards

5.0 CODE ANALYSIS

Architectural Code Analysis will be provided to explain the Occupant Load Factors, Occupant Loads, and Restroom Fixture Analysis.

HAZARDOUS AREAS

The amount of chemicals used for the project will be well within the limits of IBC Chapter 4 for combustible and hazardous materials. Gas cylinders will be centrally located outside of the Lab Suites and manifolded into the Lab Suites.

The current lab design is using similar logic as was applied to the BRL North Renovation project, based off the liquids / gasses known for those specific research applications. These liquids / gasses were limited in quantity and were considered as inert. The design team understands that for this South project, specific research has not been determined for these new labs, therefore it is difficult to predict exactly what unknown liquids / gasses are needed once the labs are occupied.

We are designing the labs to be Class D Laboratory Units as determined by NFPA 45, which in turn, are further defined by NFPA 497 for the listing of flammable / combustible lab liquids / gasses. These Class D Laboratories will be considered Business Group B Occupancies.

- If the Class of the lab units change in the future, these spaces will need to be considered Industrial Occupancies. NFPA 101 will have requirements for Industrial Occupancies that are not currently executed.

The walls of the labs will be 1-hour fire partitions and the floors will be 1-hr horizontal fire barriers. This satisfies the NFPA 45 requirement for Class B, C, and D lab units.

This will aide potential future reclassification of the labs.

Flammable / Combustible Liquids / Gasses will determine future storage strategies.

All labs will have two means of egress which satisfies the NFPA 45 requirements for Class A, B, C, & D lab units. This will aide potential future reclassification of the labs.

NFPA 45 classifies Class C & D lab units as Ordinary Hazard Group 1, while Class A & B lab units are Ordinary Hazard Group 2. This will be essential for future fire suppression designs of the building.

FIRE EXTINGUISHERS

Fire extinguishers will be provided in accordance with NFPA 10 during all construction activities and for the finished laboratories.

Subject: 08222.008 Fargo 2nd Fl S BRL - Acoustical Spray

Sharon, Following edits will be picked up to change the acoustical spray to the K-13 product to match the change to the North project during construction.

FYI:

- It appeared the contractor was concerned that the “fc” spray did not have thermal integrity while the K-13 does. There is no need for thermal integrity at the structural deck, so what was done in the existing Area 200 labs was overkill and not required.

- Please note the reduction in bonding strength with the product swap. This is all probably too early to tell, but if there’s bonding problems with the K-13 in the near/far future, it may be wise to reconsider the “fc” product. I’m not worried about it, but worth mentioning in this e-mail with a timestamp.

I’m going through the correspondence for the Bio Lab South project and can’t find where I sent you the 100% design cost estimate for this project last week. We have since broken the project up into the Area 300, Area 200, offices, and fluid cooler scopes. The cost estimate isn’t broken down by these areas, for only breakouts in this estimate are for the fluid cooler and stairwell.

I just talked with my team about how to show the base bid and alternates for this project. We will have a drawing like what we did for the bio north project.

Here are the planned alternates:

1 – Allowance for additional sanitary sewer line work discovered during construction.

2 – 200 lab area (and new glass walled office space)

3 – Office space and corridor

4 – New Fluid Cooler

We rolled the stairwell refurbishment into the base bid because we will do both doors to that area and be messing with the floor and ceiling of the stairwell area during this phase. We would have to patch if we didn’t do the refurbishment work in the base bid. Besides, the value of this work is minimal compared with the rest of the project.

Attached is the info requested list with the open items.
