GENERAL INFORMATION

A. Project Scope, General

The work for this project shall consist of the construction of a new work center building on the Chattooga River Ranger District (CRRD), Chattahoochee-Oconee National Forests. Contractor shall furnish the necessary labor, personnel, supervision, materials, and all incidental related work required to construct an approximate 4,335 square foot facility in its entirety and all exterior apparatus as shown in Schedule of Items, specifications, and drawings.

The building is to be used for multiple purposes and shall consist of open workspace area, storage room, fire cache, caged areas, 2 restrooms (one with added shower), janitorial closet, laundry area, and all other miscellaneous items per provided plan set drawings.

New building shall be in proposed location as specified on drawings. The contractor shall provide all services required to complete the construction described in this SOW and other work not explicitly mentioned, but required, to have a complete and usable facility. Lastly, the contractor shall be responsible for all new building connection to utilities. All utilities including interior and exterior (electrical, HVAC and plumbing) shall be done by a qualified licensed electrician, licensed HVAC technician and licensed plumber.

A complete set of specifications and drawings are included in the solicitation. Refer to all details needed to accomplish this project in its entirety.

The contractor will not be entitled to any extra compensation on account of any inaccuracy or incompleteness of such information, which is only provided for the convenience of the contractor, who must verify the information to his/her own satisfaction.

Note: There shall be Architect-Engineer (A-E) Services construction administration support provided under this contract to assist contractor with any design modifications, revisions, or assistance needed during project duration. Also, A-E firm shall perform International Building Code (IBC) special inspections at periods during construction. It shall be the contractor’s responsibility to arrange work to accommodate these inspections performed by the A-E. These services shall be performed in accordance with applicable codes, accepted industry standards and under the direct supervision of a professional engineer/architect licensed in the State of Georgia.

From Atlanta, GA, take I-85N for approximately 56 miles. Keep left at the fork to continueinto I-985N/Lanier Parkway and follow the signs for Gainesville. Then take GA-15 N/US-23 N/US-441 N in Rabun County and continue on this road for 42 miles. The CRRD officewill be on your right.

A detailed construction schedule shall be prepared by the contractor and furnished to the Contracting Officer’s Representative (COR) within 10 business days after the notice to proceed is issued, which incorporates the tasks and phases of the project. The schedule shall be by individual tasks, show the critical path, early start dates, late start dates and the task duration.

E. Payment Provisions

The government will make progress payments on a monthly basis when properly invoiced in accordance with FAR Clause 52.232-5, “Payments under Fixed-Price Construction Contracts”.

Progress payments will not be processed until the government has reviewed and accepted the contractor’s pre-bill submittals.

G. Staging and Storage Areas

Areas for staging operations and storage of materials shall be approved by the CO. The contractor must request in writing for approval from the CO to stage trailers on site if necessary.

H. Quality Control

The contractor shall provide and maintain a quality control system that will ensure all services, supplies, technical accuracy, completeness, and construction work required under this contract conforms to the contract requirements. This includes all the sampling, inspection, and testing required to complete all tasks. The contractor shall revise/correct any errors or deficiencies that occur during the project duration that are a direct result of contractor negligence at no cost to the government.

Prior to submission of any documents required by this contract, the contractor’s Quality Control individual shall review and ensure the submittals are accurate and in compliance with the contract.

I. Personal Protective Equipment (PPE)

The contractor will train all employees in the safe operation and use of equipment that is to be used in the performance of this contract. Personal protective equipment, including personal protective equipment for eyes, face, head, hands, and extremities shall be provided, used, and maintained in a sanitary and reliable condition wherever it is necessary by reason of hazards or processes encountered in a manner capable of causing injury or impairment in the function of any part of the body.

Defective or damaged personal protective equipment shall not be used. The contractor shall assure that each employee wears foot protection that provides adequate traction, ankle support, and enclosed toe area.

The contractor shall provide, at no cost to the employee, and assure that each employee who works in an area where there is potential for head injury from falling objects or flying objects wears a hard hat that meets the minimum requirements of American National Standards Institute (ANSI) standard Z89.1-1997.

The contractor shall provide, at no cost to the employee, eye protection where there is potential for eye injury due to flying objects. This eye protection must meet the minimum requirements of ANSI standard Z87.1-2003.

The contractor shall provide, at no cost to the employee, hearing protection where there is a potential for hearing loss due to high intensity noise.

J. Basic First Aid

Basic first aid supplies shall be maintained, available and under the charge of the person using motorized equipment. The supplies shall include supplies that are commonly found in a standard First Aid Kit, such as the type found for camping use or carried in motor.

K. Safety

Before work commence the Contractor shall present a Safety Plan that addresses the hazards associated with the requirements of project and per OSHA standards.

L. Landscape Preservation

The Contractor shall confine operations to within the clearing limits or other areas designated in contract documents, and prevent the depositing of rocks, excavated materials, stumps, or other debris outside of these limits. Material, which falls outside of these limits, shall be retrieved, disposed of, or incorporated in the work as directed by the Contracting Officer.

Operation shall be scheduled and conducted to minimize erosion of soils and to prevent silting and muddying of streams, rivers, irrigation systems, and impoundments (lakes, reservoirs, etc.).

Pollutants such as fuels, lubricants, bitumen, raw sewage, and other harmful materials shall not be discharged into or near rivers, streams, and impoundments or into natural or manmade channels leading thereto. Wash water or wastewater from concrete or aggregate operations shall not be allowed to enter live streams prior to treatment by filtration, settling, or other means sufficient to reduce the sediment content to not more than that of the stream into which it is discharged.

Mechanized equipment shall not be operated in live streams without written approval by the Contracting Officer.

M. Submittals

Submittals shall include the following unless otherwise required in the specification:

1. Dates and revision dates.

2. Project name and contract number.

3. Names of contractor, subcontractor, supplier, and manufacturer.

4. Specifications section number.

5. Field dimensions and relation to adjacent structures.

6. Applicable standards such as ASTM or Federal Specifications.

7. Contractor’s stamp, initial or signature, certifying the review of submittal, verification of field measurements and compliance with contract documents.

Provide all submittals within 14 calendar days of contract award unless otherwise required by the specification. The following submittals, shop drawings, material certifications and/or testing reports are required (list not inclusive):

N. Site Visit (if applicable)

Offerors or bidders are urged and expected to inspect the site where work is to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

A site visit is not required; but shall be permitted upon request by all contractors who wish to assess the work site prior to submitting a bid. It will be hosted by the Contracting Officer (C.O) and the Contracting Officer’s Representative (COR) at a mutually agreed upon date, with the purpose of determining required work area, site limitations, and other related services pertaining to the Construction Contract. Within 5 business days of completing the site visit, a memorandum summarizing the discussions and decisions will be created by Contractor and submitted to Contracting Officer’s Representative (COR).

O. Key Personnel

(a) The Contractor shall assign to this contract the following key personnel:

(4) Inspection and Quality Control Personnel

(b) The key personnel specified in the Offeror’s Technical Proposal are considered to be essential to the work being performed hereunder. Prior to diverting any of the specified individuals to other programs, the Contractor shall notify the Contracting Officer reasonably in advance and shall submit justification (including proposed substitutions) in sufficient detail to permit evaluation of the impact on the contract. No diversion shall be made by the Contractor without the written consent of the Contracting Officer: Provided that the Contracting Officer may ratify in writing such diversion and such ratification shall constitute the consent of the Contracting Officer required by this clause. The contract may be amended from time to time during the course of the contract to either add or delete personnel, as appropriate.

P. Loss, Damage, or Destruction

(a) Equipment furnished with operator. The Government shall not be liable for loss, damage, or destruction of equipment furnished under this contract except for such loss, damage, or destruction resulting from the negligent or wrongful act(s) of Government employee(s) while acting within the scope of their employment.

All claims arising under this clause will be submitted to the Contracting Officer.

Q. Incidental Pay Items

The intent of the contract is to provide for the complete construction of the project described in the contract. Unless otherwise provided, the Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies and perform all work required to complete the project in accordance with drawings, specifications, and provisions of the contract. Payment for contract work will be made only for and under those pay items included in the Schedule of Items. All other work and materials will be considered as incidental to and included in the payment for items shown.

R. Conformity With Drawings and Specifications

Unless working tolerances are specified, all work performed and materials furnished shall be in reasonably close conformity with lines, grades, cross sections, dimensions, and material requirements shown on the drawings, indicated in the specifications, or designated on the ground. "Reasonably close conformity" is compliance with reasonable and customary manufacturing and construction tolerances.

S. Prework Conference

Prior to commencement of work, the Contracting Officer’s Representative will arrange a meeting with the Contractor to discuss the contract terms and work performance requirements. Also, at this meeting such things as work progress schedule and fire prevention and suppression plans shall be developed and established in writing.

T. Final Clean-Up

Before final acceptance of project, all areas occupied by the Contractor in connection with the work shall be cleaned of all contractor’s rubbish, excess materials, temporary structures, equipment, tools, and all parts of the work area shall be left in a neat and presentable condition.
