About this file
This document contains project special provisions for pavement and bridge repairs at the Wichita Mountain Wildlife Refuge. The project involves repairing pavement on West Gate Road and Seven Mile Scenic Road, as well as repairs to the Blue Beaver Creek Bridge. Traffic control will be required for both the pavement and bridge repairs. A traffic control plan must be submitted for approval at least 30 days prior to work beginning. The masonry repair work will involve cleaning, tuckpointing, and sealing of the bridge masonry. High pressure hot water cleaning, masonry tuckpointing using a Type N mortar, and application of a siloxane or silane based sealant are specified. The work must be performed between September 1st and March 15th to avoid disturbing nesting birds. Measurement and payment will be based on lump sums for traffic control, cleaning, and sealing, as well as square footage for masonry tuckpointing. The solicitation was issued by the U.S. Fish and Wildlife Service for the Wichita Mountains National Wildlife Refuge in Oklahoma.

The Contractor is required to develop a Traffic Control Plan specifying all aspects of the traffic control work necessary to accommodate the proposed project. Submit the
Traffic Control Plan to the CO/COR for approval at least 30 days before intended use. The Traffic Control
Plan shall cover both the pavement repairs and the bridge improvement aspects of the work. Separate
Traffic Control Plans may be submitted for each aspect of the project if the Contractor desires.
3.3 Perform work in a manner that ensures the safety and convenience of the public and protects the residents and property adjacent to the project. Project Special Provision 02 – Masonry Repair Requirements
1.0 Description.
1.1 This provision contains the requirements for cleaning, repairing and sealing masonry for this project.
1.2 Coordinate all work with the Contracting Officer (CO) and/or the Contracting Officer’s
Representative (COR) as directed by the CO.
1.3 This work shall be performed between September 1 and March 15 to avoid disturbance of birds nesting on or around the bridge.
1.4 This work is intended to be complete during dry weather conditions when shoring and damming of
Blue Beaver Creek is not required. Coordinate scheduling of the work with the CO/COR. Only begin work when creek conditions, weather conditions and the forecast are favorable for an extended period of time. Recently completed work shall be protected from weather and the creek until such time as the work is acceptable to the CO/COR.
1.2 Coordinate disturbance of nesting birds with the CO/COR
1.3 Stone bridge curbs are excluded from this scope of work.
2.0 Construction Requirements.
2.1 Surface Preparation
2.1.1 All masonry surfaces shall be cleaned using a high pressure, hot water and non-acidic detergent wash.
2.1.2 The Contractor shall submit the proposed masonry detergent to the CO/COR for approval two weeks prior to commencing work. Provide a commercially available products that has a proven record of cleaning masonry without altering, damaging or discoloring the masonry units, mortar or surrounding materials. After inspection of the site and materials, select the least aggressive detergent capable of achieving the desired results. Use products that have a minimum five year performance record on similar projects. If necessary, provide the associated pre and post treatment material to neutralize the long term effects of the chemicals.
2.1.3 All environmental control set forth by the detergent manufacturer shall be in place prior to cleaning. Other areas shall be masked off as appropriate. Care shall be exhibited to prevent spray run-off from entering the surrounding area and creek. The Contractor shall be prepared to collect and remove spray water.
2.1.4 Provide water blasting equipment including a water tank, pumps, high-pressure hose, wand with safety release cutoff control, nozzle, and auxiliary water re-supply equipment. Operate equipment in accordance with manufacturer's recommendations and maintain in good working order. Do not operate
6 | P a g e the equipment at a pressure which will cause etching or other damage to the masonry surface or mortar joints. Determine discharge rate on a case by case basis during test spraying.
2.1.5 Test cleaning methods for desired results on small inconspicuous area of a masonry wall. Allow tested area to dry before a determination is made regarding effectiveness and adjustment of tactics.
2.2 Masonry Repair
2.2.1 Do not perform work when weather conditions adversely affect the quality of the finished product.
2.2.2 Tuckpoint the areas shown on the plans.
2.2.2.1 Cut all joints back to sound, solid, material. Leave a clean, square face at the back of the joint to provide for maximum contact of repointing mortar. Remove non-original mortar from previously repaired joints to a minimum depth of 2.5 times the width of the joint. Clean joints, followed by blowing with filtered, dry, compressed air or vacuum.
2.2.2.2 Soak exposed surfaces of masonry adjacent to joint with water prior to repointing. Allow time for excess water to run off and evaporate prior to repointing. Joint surfaces shall be damp but free from standing water.
2.2.2.3 Masonry mortar shall be Type N in accordance with ASTM C1329. Use a commercially available mix. Provide mortar that is similar in color and texture to the existing mortar when cured. Match repaired surfaces with adjacent existing surfaces in all respects. Use products in accordance with the manufacturer's instructions. Mock-ups are not required, but the Contractor is solely responsible for matching the new mortar to color and condition of the old. The Contractor is solely responsible for all aspects of the mortar including the type, storage, mixing, color matching, workability, tooling etc.
Submit the mortar mix and manufacturer’s data sheets to the CO/COR for approval.
2.2.2.4 Compress mortar into the joints using common tooling. Compress each layer thoroughly. When mortar is thumbprint hard at the surface, finish the joints to match the original joints.
2.2.3 Remove mortar spills, splashes or drips from non-repair areas immediately to prevent staining.
2.2.4 The Contractor is solely responsible for the curing process. Protect mortar from direct sun and high winds for the first 72 hours after installation or from driving rain for the first 24 hours, using plastic sheeting if necessary. Do not create a greenhouse effect by sealing off air movement in an attempt to protect the wall with plastic. Allow for air circulation to facilitate the carbonation process.
2.3 Masonry Sealing
2.3.1 After completion of masonry repair, a protective coating shall be applied to the masonry walls. The coating shall be a siloxane or silane based sealer. The Contractor shall submit the proposed masonry sealant to the CO/COR for approval two weeks prior to commencing work. Provide a commercially available products that has a proven record of sealing masonry without altering, damaging or discoloring the masonry units, mortar or surrounding materials. Use a product that has a minimum five year
7 | P a g e performance record on similar projects. If necessary, provide the associated pre and post surface treatment to maximize effectiveness of the sealant.
2.3.2 All environmental control set forth by the sealer manufacturer shall be in place prior to applying.
Other areas shall be masked off as appropriate. Care shall be exhibited to prevent spray from entering the surrounding area or the creek. The Contractor shall be prepared to collect and remove over spray.
2.4 Repair or replace defective work or work that at the discretion of the CO/COR does not match surrounding masonry features.
3.0 Method of Measurement.
3.1 The surface preparation for Masonry Cleaning – High Pressure, Hot Water, Non-Acidic Detergent will not be measured for payment, but will be considered a lump sum unit.
3.2 Masonry repair for Masonry Tuckpointing will be measured to the nearest 5 square feet.
3.3 Masonry sealing for Masonry Sealing – Apply Clear Penetrating Weather Proof Coating will not be measured for payment but will be considered a lump sum unit.
