About this file

This is a Cruise Plan and Design document for the Everton Creek Timber Sale on the Blackduck Ranger District within the Chippewa National Forest in Beltrami County, Minnesota. The plan, prepared by Corey Beliveau and approved by Forest Service management, outlines the timber cruising methodology and specifications for a timber sale planned for Fiscal Year 2028.

The sale encompasses approximately 413 acres across five compartments (11, 16, 19, 20, and 21) with an estimated net volume of 7,000 hundred cubic feet (Ccf) and an estimated value of $210,000. The cruise design specifies a maximum allowable sampling error of 10 percent at the 95 percent confidence level, with a maximum stratum error of 40 percent, based on the Timber Cruise Handbook standards. The sale consists of five strata utilizing stratified random (STR) sampling with varying sampling intensities by product type and species: Stratum 1 covers Spruce Clear Cut units with aspen pulp, hardwoods pulp, spruce/balsam pulp, and spruce saw sample intensities; Stratum 2 addresses Pine Thin units with aspen pulp, balsam fir, hardwoods pulp, pine pulp, and pine saw intensities; Stratum 3 encompasses Aspen Coppice Cut units; Stratum 4 covers Hardwood Cuts; and Stratum 6 addresses Aspen Clearcut units. The document includes merchantability specifications designating softwood saw logs at 9.0 inches diameter breast height (DBH) with 40 percent of gross measure and all species pulpwood at 5.0 inches DBH with 70 percent of gross measure. Cutting unit boundaries will be marked with orange timber paint, and all marking paint will be tracked by batch number per sale in accordance with Forest Service Handbook standards. The plan emphasizes standard safety precautions and compliance with the National Forest Cruising Handbook procedures.

Introduction

The purpose of the cruise plan and design is to satisfy the requirements in the Forest Service Manual and Handbook, which direct the District Ranger to prepare a cruise plan for all timber sales.

Everton Creek Timber Sale is located on the Blackduck Ranger District within compartments 11, 16, 19, 20, and 21. These compartments are in Section 21, 22, 26, 27, 31, 32, 33and 34 of T149N-R30W in Beltrami County Minnesota.

The purpose of the Everton Creek cruise plan and design is to develop a cruise that will: 1) meet statistical requirements; 2) be the most efficient in time and cost expenditure: and 3) result in an unbiased selection of trees to be sampled for volume estimation.

The sale is planned to be offered in FY28 with an estimated 413 acres with net volume of about 7,000 Ccf based on reconnaissance, professional experience, and similar sales.

Silvicultural Prescriptions and Marking Guidelines

The silvicultural prescriptions and marking guidelines for Penn North have been prepared by Chippewa staff and approved by Eric Taylor, Certified Silviculturist. A variety of silvicultural systems are employed on this sale. The prescriptions are filed on Pinyon: CUI R09 CPF 2400 TimberMgmt\2470SilvPractices\2478SilvPrescriptions and CUI R09 CPF 2400 TimberMgmt\2430CommercialTimberSales\Timber\Timber Sales\FY25 Timber Sales\11145 Burning Turtle Stewardship\5_Prescriptions

Cutting unit boundaries will be designated with orange timber paint. Using orange paint facing into unit so that the paint is visible inside the cutting unit. Place orange paint left and right side of tree so that it can be seen from preceding boundary trees. Paint marks will be 6’ to 8’ above the ground. Paint wind firm long standing trees as these will be part of the residual stand. All boundary trees will have a stump mark, located at a point where the stem of the tree meets the ground, preferably in a crevice and not on the root collar, to keep the paint from being rubbed off.

Cruise Design

Allowable Error

The sale has been designated as a cubic foot tree measurement sale a value of approximately $210,000.00 has been estimated for the Everton Creek Timber Sale, based on the rates of the Timber Appraisal Bulletin dated 01-01-2026 The Timber Cruise Handbook sets a minimum error of 10 percent at the 95 percent confidence level. Since this sale does exceed $120,000 a sampling error of 10 percent or less must be achieved (FSH 2409.12-Timber Cruise Handbook, Chapter 41.1). The maximum sampling error for each stratum is 40 percent.

Stratification

Everton Creek Timber Sale consists of 5 strata. The cruise design is made up of sample tree measurements for all Payment Units and following sample frequencies were determined by comparable sales.
