The solicitation covers a base year with four option years for parking services, involving a parking lot with specific operational requirements such as daily restroom cleaning, maintenance, and restricted overnight parking. The solicitation is set for response by May 9th, 2025, at 10am PST, and is classified under NAICS code 812930.

1. Who is the incumbent, the contract number and the total amount of their contract? Please note that this is a new requirement with no incumbent, contract number, or total amount of the contract.
2. We are writing to request clarification regarding the Base Period of Performance for Solicitation 36C26225R0066 – VA San Diego Healthcare System Off-Site Parking Services. The solicitation documents indicate a base period beginning November 1, 2025; however, we have come across references (P00006) suggesting the current contract may be ending on May 30, 2025. We want to confirm whether this is accurate or not. Could you please confirm the intended start date for the Base Period of Performance under this solicitation. Please note that this is a new requirement with no incumbent, and Contract Modification P00006 has no connection or bearing on this Solicitation 36C26225R0066.
3. Is there any other source paperwork I could review to decide if XXXXX LLC should pursue this opportunity? I've included our past performance to show the seriousness of our intent. You are having trouble finding the requirement because you are not in the right portal. With that in mind, please see below: 36C26225R0066 – Pre-solicitation Notice. 36C26225R0066_1 – Solicitation with all pertinent documents. Finally, see the link https://sam.gov/opp/a1fc0f3182f2426ca3ffef62bdc8a14e/view. Thank you for your time!
4. While reviewing the documents posted to Sam.gov that relate to this solicitation, I noticed that a few of the documents were prefilled with information from a different requirement, I think it might have been a lodging solicitation issued for Long Beach CA VAMC. Do you plan on reposting blank fillable pdf's as they relate to the new off-site parking services solicitation due May 9th, 2025, at 10am PST. Blank fillable pdf's have been posted. Please note that I have resolved the issue in SAMs!
5. In reviewing the SOW, I found that on page 4 under item 17. General Parking Upkeep - Restrooms shall be cleaned daily, stocked with supplies, and inspected for functionality of lighting and wash station. I don't think that this falls in line with general parking upkeep, as I understand it. Shouldn't this be under item 11. Restrooms on page 3 of the statement of work? Also, it is my understanding that this type of daily requirement for cleaning and stocking could be interpreted as a janitorial component to this services contract, which would require a different NAICS code, and a different Dept. of Labor Wage Determination rate be calculated for such services to be provided for Veterans and VA employees utilizing said facility to park their vehicles. Can you please let me know your thoughts and opinions on how to proceed with accurately pricing out these additional services to an (812930) NAICS code solicitation? This is an inclusive service within the requirement, thus, cleaning and stocking of restrooms within the parking premises would not be interpreted as a janitorial component. Please see previously awarded contracts with the same or similar SOW.
6. I'm also looking for clarification on whether the Government intends to allow or permit other contractors who provide separate services (transportation) to utilize the designated area for staging and overnight parking of large buses, shuttle buses, and transport vans? I have had recent inquiries in the past several months from transportation contractors interested in knowing if they would be parking their buses, shuttles and vans on our current lot if they were to be awarded the transportation contract. Just need to be clear on who is going to be authorized to use the lot, and what logistical challenges that might present in the future. Contractors who may provide collateral but separate services [e.g., transportation to and from VA contracted off-site lot] shall not be permitted to stage or park overnight any vehicle(s) [e.g. large bus, shuttle bus or transport van) in any area of the contracted parking lot and only specific vehicles or specific government assets as outlined in the statement of work (SOW) shall be permitted overnight parking.
