140R3020Q0075 - Agricultural Water Savings Pilot Study and Consultation Attachment 1 – PWS
ATTACHMENT 1 – PERFORMANCE WORK STATEMENT (PWS)
Agricultural Water Savings Pilot Study and Consultation, Lower Colorado River Basin
1.0 SCOPE
1.1 OBJECTIVE - The objective of this contract is to acquire consultant services to work collaboratively with a diversity of stakeholders to explore the current methods that are used to quantify certain agricultural water conservation activities in the Lower Colorado River Basin (Lower Basin), including the relationship of those methods to the quantification of Lower Basin consumptive use consistent with Lower Basin water management and accounting, and to recommend approaches to improve agricultural water conservation quantification methods.
1.2 BACKGROUND - This pilot has been funded as part of an initiative through the Department of the Interior’s WaterSMART Program which allows Reclamation to work with state and local partners to update or expand analyses, develop strategies, or solutions for water management options and challenges identified in previously completed basin studies. Water management option pilots are intended to be informed by, build upon, and include additional analysis beyond the WaterSMART-funded basin study, such as the Colorado River Basin Water Supply and Demand Study which was completed in 2012 and Colorado River Basin Stakeholders Moving Forward to Address Challenges Identified in the Colorado River Basin Water Supply and Demand Study Phase 1 Report (see 2.0 References).
The United States Department of the Interior’s Bureau of Reclamation (Reclamation), the Central Arizona Water Conservation District, the Southern Nevada Water Authority, and the Metropolitan Water District of Southern California (Partners) commit to collaboratively work together, oversee and complete a study more formally identified in the submitted and selected proposal as “Exploration of Quantification Methods for Deficit Irrigation, Seasonal Fallowing, and Irrigation Conversion of Irrigated Agriculture in the Lower Colorado River Basin.” Herein, this project will be identified as the “Lower Colorado Ag Water Savings Pilot” or “Pilot”.
The geographic area of interest for this Pilot is the Lower Colorado River Basin in the United States and that geographical area in Arizona or California outside the natural/physiographical Lower Basin that is supplied with imported Colorado River water.
2.0 REFERENCES – Extensive knowledge of the following reference documents, including the institutions, processes and stakeholder relationships that were developed to create them, is essential to the performance of this contract:

3.0 TASKS - The consultant shall perform the following tasks:
Task 1 – No consultant work under this Task. Note that this task will be conducted by
Reclamation and its Partners, prior to the award of this contract, but is included in this document for reference only.
Task 2 – Stakeholder Workshop - Scope Refinement and Case Study Definition:
Reclamation and the consultant will convene a stakeholder workshop to:
Refresh the participants on the relevant findings from the Colorado River Basin Water Supply and Demand Study and the follow-on effort known as the Moving Forward Effort (see 2.0 References) to ensure that the Pilot is informed by but does not duplicate past efforts.
Identify how the Pilot will help further the “Opportunities for Potential Future Actions” identified in Table 1 of the Moving Forward report Refine the scope of the Pilot and specific elements of the Pilot schedule and milestones (as appropriate, but without affecting the broad schedule and milestones described herein), and seek additional input from stakeholders on:
Conservation actions to focus on, available literature, studies, and recent, on-going, and planned efforts.
The relationship of conservation actions to the quantification of consumptive use within Reclamation’s Decree Accounting, and their role within Lower Basin water management.
Discuss the Pilot approach as an investigation of “Case Studies” and seek input and consensus from stakeholders on definitions and approaches.
Milestone 1 – Summary of Refined Scope and Case Study Definition: The consultant will document the results of the stakeholder workshop by preparing a technical memorandum (Technical Memorandum 1). The Partners will review and comment on the memorandum, and the consultant will incorporate appropriate edits and refinements.
A review process will be conducted for the stakeholders as well.
Task 3 – Literature Review of Seasonal Fallowing, Deficit Irrigation, and Irrigation
Conversion Activities - Emphasis on Quantification Methodologies: The consultant will conduct a review of academic and technical literature for the purpose of discovering consumptive use quantification methodologies and approaches related to quantification of water conserved from full-year agricultural cropland fallowing, seasonal or partial-year cropland fallowing, deficit irrigation, switching crops or crop rotations to alternate crops requiring less irrigation water, irrigation methodology conversions, and similar topics. The consultant will prioritize literature addressing these topics in the Lower Basin. The consultant will document the literature reviewed and provide an annotated bibliography of selected references.
Task 4 – Review and Summarize Seasonal Fallowing, Deficit Irrigation, and Irrigation
Conversion Activities in the Lower Basin: The consultant will review recent, on-going, and planned seasonal fallowing, deficit irrigation, and irrigation water conversion efforts in the Lower Basin to document quantification methodologies and approaches including observed results, findings, and quantification of consumptive use outcomes.
Milestone 2 – Summary of Significant Findings from Literature Review and Recent/Current Activities in the Lower Basin: The consultant will prepare a technical memorandum (Technical Memorandum 2) summarizing the results of Task 3 and 4. The Partners will review and comment on the memorandum. The consultant will incorporate and revise the memorandum as appropriate. A review process will be conducted for the stakeholders as well.
Task 5 – Stakeholder Workshop - Case Study Definitions and Selection: Reclamation and the consultant will convene a workshop with the stakeholders. Based on the results of Tasks 1-4, the workshop will:
Identify and recommend relevant case study opportunities in the Lower Basin and seek input from the stakeholders on the opportunities;
Review the opportunities and related constraints or limitations, sites selected, and evaluation process; and Develop consensus recommendations for pursuing case studies to explore.
Milestone 3 – Summary of Case Study Definitions, Site Selection, and Evaluation Process: The consultant will prepare a technical memorandum (Technical Memorandum
3) documenting the results of the workshop outlined in Task 5. The Partners will provide review and comment. The consultant will revise the memorandum as appropriate. A review process will be conducted for the stakeholders as well.
Task 6 – Site Visits and Interviews: The consultant will contact representatives of the selected case studies and obtain consent for participation. The consultant (and as appropriate the Partners) will conduct site visits and interviews with selected case study participants. The visits and interviews will be focused on obtaining information and site-specific perspectives on the impacts (positive and negative) of the identified activities, as well as limitations or constraints on quantification methods, and opportunities for improvements.
Task 7 – Case Studies and Technical Reviews with Emphasis on Quantification Methodologies: The consultant will summarize the case studies and provide a technical review of the quantification methods employed in the case studies and their relationship with the quantification of consumptive use and Reclamation’s Decree Accounting in the Lower Basin. The consultant will review and compare the applied quantification methods to the approaches identified in the literature review. The consultant will provide an assessment of opportunities to improve or enhance quantification methods based on Tasks 1-6.
Milestone 4 – Draft Report and Stakeholder Review: The consultant will prepare a draft report, summarizing the results of all the tasks. The consultant will provide recommendations to improve and enhance the quantification methods studied. Reclamation and the Partners will review and provide comments on the Draft Report. The consultant will review the comments and edits and incorporate changes as appropriate. A review process will be conducted for the stakeholders as well.
Task 8 – Stakeholder Workshop - Draft Review of Case Studies: Reclamation and the consultant will convene a stakeholder workshop. The workshop will:
Present the case studies and review of the findings from the case studies; and Obtain input through focused discussion with stakeholders regarding the case studies and preliminary findings.
