About this file

The file is a Cost Proposal Attachment D for RFP 25-83926, issued by the Indiana State Department of Agriculture (ISDA) and Division of Soil Conservation (DSC) for assessing Soil and Water Conservation District needs. The project involves a comprehensive capacity development needs assessment with six key deliverables, including monthly workgroup meetings, draft and final assessment methodologies, reports, and up to three presentations or webinars. The initial contract term is one year, with potential for renewal, and proposals are due on August 18, 2025, at 3:00 PM Eastern Time. The contractor will be responsible for organizing meetings, developing assessment methodologies, synthesizing findings, and presenting results to various stakeholders including federal and state agency personnel, government officials, and partners.

The total project budget is $250,000, with significant set-aside designations for minority-owned businesses: 8% for Minority Business Enterprises (MBE), 11% for Women Business Enterprises (WBE), and 3% for Indiana Veteran Owned Small Businesses (IVOSB). Cost proposals will be evaluated using a normalized scoring method, with the lowest cost proposal receiving 35 points out of a total 103 possible points. Respondents must be registered with the Indiana Secretary of State and state procurement division, and provide detailed financial documentation such as Dunn & Bradstreet reports or audited financial statements. The assessment aims to identify operational challenges, enhance district capacity, improve collaboration with agricultural and conservation partners, and develop a strategic implementation roadmap with performance metrics.
