Construction operating hours are limited to 7:00 AM to 5:00 PM Monday through Friday, with any deviations requiring CPM approval. A preconstruction meeting must be conducted no later than five business days following issuance of the Notice to Proceed, with attendance required from authorized representatives of ODOT, the contractor, superintendent, major subcontractors, and suppliers.

The specifications require the contractor to obtain and pay for all applicable building permits and to coordinate the contractor's lay down and staging area through the CPM. All equipment must be equipped with muffling devices, and tobacco products, alcoholic beverages, and controlled substances are prohibited on the project site. The contractor must submit detailed submittals including product data, shop drawings, and samples for roofing underlayment and metal panels to the CPM via email in PDF format, with initial review allowing 10 days and resubmittal review allowing an additional 10 days. Substitution requests are permitted only during the bidding process and must be submitted within the timeline specified in the Invitation to Bid. The roofing underlayment must meet specific performance criteria including minimum 250 percent elongation (ASTM D412), pass nail sealability testing (ASTM D1970), and water vapor transmission of 0.05 perms. Acceptable manufacturers for underlayment include Henry, a Carlisle Company, or approved equal. All construction waste must be removed from the project site and legally disposed of off-site, with coordination required for disposal of excess metal panels through the CPM.
