About this file
This is an Additional Business Proposal Instructions document providing detailed guidance for preparing the business/cost proposal for a Biomedical Computing Support Services IDIQ contract (75N91024R00009) for the National Cancer Institute. The IDIQ contract has a 10-year ordering period (9/16/25 - 9/15/35) with a minimum guarantee of $3,000 through Task Order 1.
The document outlines requirements for multiple task orders, including Task Order 1 (fixed price, 2-month period) and sample task orders for evaluation purposes. Sample Task Order 1 involves biomedical computing support for epidemiology and genetic research with 103,156 total labor hours across base and option periods. Sample Task Order 2A (4,368 total hours) focuses on developing public-facing interactive web applications for cancer epidemiology. Sample Task Order 2B (4,060 total hours) requires advanced statistical and bioinformatics data analysis for genomic studies. Key proposal requirements include detailed cost narratives, actual salary documentation, indirect rate agreements, commitment letters from consultants/subcontractors, and complete Excel budget files using a specified template. The instructions specify that contractors must provide between 80-120% of estimated labor hours to earn full fixed fee, with fee reductions if hours fall below 80%.

Additional Business Proposal Instructions
In addition to the format requirements for the Business Proposal that are contained in Section L of the solicitation, the information presented here is intended to provide uniform cost assumptions and business clarifications based on each order.
Offerors are advised to give careful consideration to each statement of work, all reference material provided as attachments, the technical evaluation criteria, and the solicitation as a whole, in the development of their proposal. The information requested in these instructions should be used as a guide for the development and formatting of their business proposal.
Awardees of any task order will be expected to provide monthly and annual progress reports using a standardized format approved by the NCI. Data elements that may be required include, but are not limited to, project codes, descriptions of services rendered, requestor name, hours billed for each activity, and total amount.
All Base IDIQ awards will include an award for Task Order 1 to satisfy, in whole or in part, the minimum amount of $3,000. The Government does not anticipate making any awards for the sample task orders as a result of this solicitation. The proposals for the sample task orders will be used to evaluate the offerors technical acceptability and for cost realism purposes only. However, a complete Excel file must be provided for each task order and sample task order. Please use the following spreadsheet to submit a budget in Excel format inclusive of formulas:
https://oamp.od.nih.gov/sites/default/files/DFASDocs/buscntrctprpslsprdsht08-2014_508.xlsx.
It is the responsibility of the offeror to verify the accuracy of all calculations. No budget is required for the base IDIQ contract.
Offerors must submit one cost narrative inclusive of all task orders and sample tasks that provides a description or assumption for each cost element/category included in the budget (e.g., direct labor, fringe benefits, overhead, materials and supplies, consultants, other direct costs, subcontracts, G&A, and proposed fee), along with supporting documentation.
GENERAL GUIDANCE
1. The ordering period for the IDIQ contract will be for ten years. The planned ordering period for the IDIQ is 9/16/25 – 9/15/35. Task Orders will have varying periods of performance.
2. For direct labor provide the name, title, role of the individual, number of hours and supporting salary documentation for each person proposed using actual pay rates. The use of bid rates for named personnel is prohibited for the submission of the budget(s). For those positions not yet filled, provide an explanation of how proposed salary and fringe costs were established and documentation to support proposed salary along with an estimated start date.
Specify the annual productive hours (e.g., 2080 hours= one Full Time Equivalent (FTE)). If this number differs by position classification, then provide the annual productive hours for each position proposed.

All salaries are required to be below the ceilings set forth in the DHHS Appropriations Act concerning salary rate limitations.
Service Contract Labor Standards - place of performance unknown - please submit a wage determination for the State/County for any positions/locations in the proposal location within the United States of the successful awardee. Please identify the applicable positions and provide the total percentage of work being performed by service employees as defined in FAR 52.222-41 (in terms of hours).
3. Level of effort is provided for budgeting purposes. The estimated level of effort in hours per year is provided in the tables for each sample task order. Use the hourly numbers to estimate the proposed budget. It is anticipated that the specific support required for a given requirement will vary depending on the complexity of the requirement and the support requested.
The Government provides the following estimated LOE for contract personnel on a yearly basis.
This estimate is provided for proposal preparation purposes only. This is only an estimate. The proposed labor categories and LOE may be different based on the unique technical approach of the Offeror. Offerors are expected to provide their best solution citing the labor mix by LCAT and labor hours required to accomplish the tasks.
The contractor will need to provide not less than 80% nor more than 120% of the labor hours noted for each period to earn the full fixed fee. Negotiated fixed fee will be reduced in the event the actual hours worked are less than 80% of the negotiated hours included in the award.
No additional fee will be paid for hours provided in excess of 100% - 120% of the hours negotiated and included in the award.
4. Please provide an approved indirect rate agreement. Ensure indirect rates are appropriately applied to each proposed budget.
5. Materials and Supplies should itemize each type of material and/or supply proposed and include the unit price/cost and unit quantity proposed. Where unit prices/costs exceed $1000, provide supporting documentation (e.g., quote, copy of price list(s), or copy of catalogue price(s)).
6. All travel should be in accordance with FAR 31.205-46 for allowable travel costs, and the Federal Travel Regulations, please provide pricing for the following example travel scenario for each option year. For the purposes of budget estimation only, the travel locations below are assumed; these are not the confirmed location(s) and are for budgeting purposes only.
GSA authorized travel per diems (https://www.gsa.gov/travel/plan-book/per-diem-rates) GSA city pairs for flights (https://cpsearch.fas.gsa.gov/cpsearch/search.do) Department of State OCONUS rates (https://aoprals.state.gov/web920/per_diem.asp)
7. Any proposed equipment should include 3 supporting quotes and a narrative detailing the benefit to the government.
8. Any consultants proposed should include commitment letter(s) from each consultant proposed including the type(s) of services to be performed, the number of hours committed to work https://aoprals.state.gov/web920/per_diem.asp
Attachment 15 - Additional Business Proposal Instructions Page 3 of 4 during the period of performance, and the hourly rate and confirmation that the rate proposed is the standard rate charged both federal and non-federal customers.
9. For each item under other direct costs including computer hosting and data storage costs, provide the number units, unit price and total pricing for each period of performance. Also provide supporting documentation (i.e., quotes) for unit prices exceeding $1,000. Include a narrative in the business proposal justifying the need for each item.
10. Task orders do not include Patient Care Costs.
11. For any subcontracts proposed, provide a separate cost narrative for each subcontract cost included in the business proposal to include all information required in accordance with FAR Clause 52.244-2.
Provide a commitment letter(s) from each subcontractor proposed including a statement regarding their willingness to perform as a subcontractor to conduct the specific services to be provided during the period of performance indicated in the task order. In addition, include a complete cost proposal in the same format as the prime offeror's cost proposal, a statement regarding adequacy of the accounting system for the subcontractor if the subcontract will be a cost type. Where cost-reimbursement type subcontracts are proposed, if the subcontractor does not have a negotiated indirect rate agreement, the subcontractor must provide a list of costs included in the proposed G&A. Use either the "Two-Tier Indirect Cost System (Excel Format)" or "Three-Tier Indirect Cost Rate System (Excel Format)" found at http://oamp.od.nih.gov/dfas/indirect-cost-branch/indirect-cost-submission. Provide a draft subcontract agreement for each proposed Subcontractor and copy of the latest Negotiated Indirect Rate Agreement, if available.
