Statement of Work For 6418 Epoxy Flooring Project May 2025

1.0 Contract Project: 6418 New Epoxy Flooring Installation

2.0 Location: USDA APHIS PPQ FO MFFRF

(Mexican Fruit Fly Rearing Facility)
Bldg. 6418
22675 N. Moorefield Rd.
Moore Air Base
Edinburg, TX 78541

3.0 Project Background: The goal of the Mexican Fruit Fly Rearing Facility (MFFRF), Program is the eradication of Mexican Fruit Flies, (Anastrepha ludens) from the Lower Rio Grande Valley in Texas and the northern municipalities of Tamaulipas, Mexico. Eradication will be followed by the establishment and long-term maintenance of a functional barrier to keep these areas free of Mexican fruit fly. The Mexican Fruit Fly Rearing Facility can produce 160 million sterile flies a week to service the entire Rio Grande Valley’s citrus Mexican Fruit Fly eradication program.

The building 6418 floors are dilapidated due to high personnel traffic, corrosive chemical washout, foundation settling, and equipment.

A new epoxy floor is critical to minimize the porous and cracked surfaces that collect the washout of Mexfly rearing ingredients, causing mold and bacteria that affect or kills off the sensitive Mexfly larvae, resulting in loss of expensive production funded by commercial industry stakeholders.
