About this file

The document is an RFI (Request for Information) file containing responses to three contractor queries for a USDA epoxy floor repair project at Moore Air Base in Edinburg, Texas. The project, set aside for service-disabled veteran-owned small businesses, involves resurfacing floors in Building 6418, a Mexican Fruit Fly Rearing Facility. The contract is categorized under NAICS code 238330 with a small business size standard of $19 million, and has an estimated project value between $500,000 and $1 million.

The RFI responses address key operational details, confirming that: (1) contractors may propose their own phasing plan for floor installation, subject to operational constraints, (2) work hours can be extended beyond the standard Monday-Friday, 7:00 AM to 3:30 PM schedule with proper coordination and written approval, and (3) on-site power and water utilities are available for construction use. The solicitation is scheduled to be posted on July 22, 2025, with Jim Roloff serving as the contracting officer. A notable requirement is the inclusion of a moisture barrier primer in the quote.

RFIs and Responses

1. Phasing of Work: The Statement of Work mentions the installation will occur one section at a time to allow for relocation of equipment and personnel. Can you confirm how many total phases are anticipated, or should we propose a phasing plan based on our approach?

You may propose a phasing plan and if operations can permit it can be implemented. However, things can change.

1. Work Schedule Flexibility: We understand regular working hours are Monday through Friday, 7:00 AM to 3:30 PM, and that any work beyond that must be pre-approved. Can you confirm whether weekend work is allowed if properly coordinated and approved in writing?

Yes, working hours can be extended with coordination and approval.

1. Utilities On-Site: Is there access to water and power for construction use, or should we plan to bring in temporary sources?

Yes, power and water are available.
