About this file
The document is a Request for Information (RFI) for an epoxy floor repair project at Moore Air Base in Edinburg, Texas. The solicitation, issued by the USDA's Animal and Plant Health Inspection Service, seeks a contractor to resurface several epoxy floors in Building 6418, a Mexican Fruit Fly Rearing Facility. The project is set aside exclusively for service-disabled veteran-owned small businesses, with a NAICS code of 238330 and a small business size standard of $19 million.
The RFI includes contractor questions and responses regarding project logistics, such as work staging, floor preparation, and surface conditions. Key details include the potential availability of at least one room during work, confirmation that the contractor will handle floor preparation and cleaning, and a requirement to include a moisture barrier primer in the quote. The estimated project magnitude is between $500,000 and $1 million, with the solicitation expected to be posted on or about July 22, 2025. Interested parties are advised to monitor the site for solicitation and amendments, with questions to be directed to the contracting officer, Jim Roloff.

RFIs and Responses, 12639525Q0168
1. We understand the work will be completed in sections. How much area will be available at a time?
We will try to have at least one room available, maybe more depending on the work and time that will be needed to do the floor as operations will need to continue.
1. How much of the area has tile? Does the contractor need to remove the tile, or will this be prepped and coated over?
I believed it was areas 1 and 13 of the SOW that had tile. Recommendations were to be prepped and coated but it may be necessary to remove the tile, which would be done by the contractor.
1. How much of the area has VCT (vinyl composite tile)? Is the contractor to remove the VCT and mastic or will others remove?
There’s no VCT.
1. Will others be washing the floors (to clean and remove residual chemicals), or does the contractor need to complete this?
The contractor would do the prep work.
