About this file

This is a Direct Award Determination document from the West Virginia Department of Education (WVDE) for a sole source procurement with WestEd to develop three additional online learning modules for the Writing High-Quality Secondary Transition Plans curriculum. The project involves creating three modules to extend the existing curriculum purchased in September 2022, with each module to include up to two narrated instructional videos, up to two readings, and an application activity. The solicitation was issued on 2025-07-14, with a closing date of 2025-07-24 at 10:30, and the service delivery will occur between the contract establishment date and September 30, 2025.

The total cost for the project is $45,000, which covers virtual planning meetings, production of the three learning modules, and an assessment quiz with up to 25 questions and answers. The justification for the direct award is based on WestEd being the original creator of the curriculum, with over 700 people having used the initial course. The modules are intended to support the state systemic implementation plan for improving graduation and post-school outcomes for students with disabilities ages 14-21, and WVDE argues that no other vendor could provide the same continuity of content as the original course creator.

The state systemic implementation plan (aka WV Guideposts to Graduation and Beyond) is a requirement of the Office of Special Programs and the support provided by WVDE must be reported annually as part of the SPP/APR.

The SSIP includes using evidence-based practices to improve graduation and post-school outcomes for students with disabilities ages 14-21 in West Virginia. Professional development related to writing high quality secondary transition plans is part of that professional development and support from WVDE.

WVDE/OSE has the opportunity to add additional modules to the previously purchased CANVAS course (Writing High Quality Transition Plans) from the sole creator/developer WestEd (original course purchased in September 2022). This course has been utilized by over 700 people in the past two years and we are now seeking to add additional modules to further professional development opportunities for special educators in the state. Development of Online Learning Modules

This proposal was prepared in response to West Virginia Department of Education (WVDE) Division of Federal Programs & Support request to develop three online learning modules to extend the learning beyond the Writing High-Quality Secondary Transition Plans available via the Canvas

Learning Management System and available WVLearn.

Background

In September 2022, WVDE purchased the Writing High-Quality Secondary Transition Plans curriculum from WestEd. The course consists of six modules designed to be delivered by an online learning management system (e.g., Canvas). The curriculum is intended to increase the capacity of educators to develop high-quality secondary transition plans for students with disabilities. Learners will be provided with an overview of the federal requirements for completing a compliant secondary transition plan with a detailed explanation of each component. Upon completion of the course, participants will increase their understanding of conducting age-appropriate transition assessments, writing an in-depth present level of performance, developing measurable post secondary goals, determining transition services, documenting a course of study, and writing secondary transition goals.

Scope of Work

WestEd is submitting this proposal to the WVDE Division of Federal Programs & Support, which has requested that WestEd create three additional modules to enhance the original six modules in the .

Writing High-Quality Secondary Transition Plans curriculum purchased in 2022. WestEd will collaborate with WVDE to review the data to identify specific areas of need and guide the content focus for each new module. Each of the three modules will include:

• Up to two narrated instructional videos

• Up to two readings

• An application activity

Additionally, WestEd will provide up to 25 questions and answers for a quiz to assess learners' knowledge upon completing all three modules. WestEd will send the components of each module electronically. WVDE will load the materials into the Canvas learning management system.

Proposed Cost of Services

WestEd's fee for this work is $45,000 for services delivered between the date the contract is established through September 30, 2025. Activities included:

• Virtual meetings for planning and reviewing content.

• Production of three (3) learning modules, described above

• Assessment questions and answer key

We appreciate your confidence in WestEd and look forward to working in partnership to improve special educators' teaching practices, which will ultimately increase outcomes for students with disabilities.
