Greetings, On behalf of the Arizona Faith Network (AFN), I am pleased to submit our proposal in response to RFP No. BPM006479 for Cooling Centers Operation. In alignment with the Arizona Department of Health Services’ (ADHS) mission to support “Health and Wellness for All Arizonans,” our proposal offers a comprehensive approach to expanding critical heat relief services in Phoenix’s Governmental Mall area.
With this plan, we aim to bolster efforts that address the risks of heat-related illnesses, especially in Arizona’s long heat-season.
AFN has a proven history of meeting community needs through our Heat Relief program, which operates cooling and heat respite centers across Maricopa County in collaboration with faith-based and community organizations. With a network of over 4,800 congregations, leaders, and community partners, AFN is uniquely equipped to deliver effective and compassionate relief. This proposal outlines our plan to maintain and operate heat respite centers at the Governmental Mall locations, ensuring that all visitors receive safe, inclusive, and respectful services during Arizona’s hottest months.
Our approach is designed to prioritize safety, accessibility, and inclusivity, following established protocols to create welcoming, non-proselytizing spaces for everyone in need. AFN’s commitment to non-discriminatory practices and trauma-informed care reflects our values and aligns closely with ADHS’s Heat Emergency Response Plan and other resources aimed at minimizing the risks associated with extreme temperatures.
AFN is enthusiastic about the opportunity to collaborate with the ADHS to address this critical public health need and is prepared to offer consistent, high-quality service that supports the health and safety of Arizona’s most vulnerable populations.
Thank you for your consideration. Should you need any further information, please feel free to reach out to me at 623-237-2279 or via email at katie.sexton@azfaithnetwork.org.

EXECUTIVE SUMMARY
This grant proposal aims to address the urgent need to provide operation support heat relief services for Arizona’s most vulnerable populations by supporting two critical cooling centers located within Phoenix’s Governmental Mall at 1818 W Adams St. and 1601 W Jefferson St. Operated in partnership with the Arizona Department of Health Services (ADHS), these centers provide safe, air-conditioned spaces for hydration, rest, and access to vital services, playing a crucial role in protecting public health during Arizona’s intense summer heat.
Over the past two heat seasons, AFN has effectively managed these ADHS centers. Rapidly responding to Governor Hobbs’ heat emergency declaration by opening both locations within 48 hours demonstrates AFN’s ability to mobilize quickly and meet community needs. With an extensive network of over 4,500 faith leaders and community partners, AFN has developed a responsive and adaptable heat relief model that supports a growing demand for cooling resources across Maricopa County, with 17 sites serving over 45,000 visitors in 2024.
This grant will allow AFN to operate these centers from May 1 to October 15, 2025, seven days a week, from 8:00 a.m. to 8:00 p.m. AFN’s trained staff, equipped with expertise in crisis intervention, mental health first aid, naloxone administration, and culturally sensitive care, will provide consistent, compassionate support. An additional on-call staff member will also be available to meet peak demand, ensuring flexible, comprehensive service.
The grant will also enable these centers to serve as access points to additional resources, including wraparound social services, mobile healthcare, and utility assistance. With this comprehensive approach, AFN aims to safeguard Arizona’s most at-risk communities from the dangers of extreme heat, ensuring that all visitors receive the support and relief they need.
