The contract will be awarded to the highest-scoring vendor based on a best value procurement methodology, with technical evaluation weighted at 70 points and cost evaluation at 30 points. The selected vendor must demonstrate experience managing federally-funded broadband infrastructure programs comparable in scope, scale, and complexity within the past three years, with mandatory requirements including federal debarment verification, state licensing and good standing, and conflict-of-interest certifications.

The contract term is for an initial period with potential renewal for up to five successive one-year periods or multiple renewal periods totaling no more than five years combined. Pricing shall be firm for the life of the contract with a single blended hourly rate for all work performed, estimated at 12,500 hours per year, plus a flat annual rate for the common shared GIS platform inclusive of all development, maintenance, user support, hosting, and licensing costs. All travel costs must be included in the quoted hourly rate. The vendor must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and comply with all applicable federal, state, and local laws. The contract is contingent upon annual legislative appropriation of funds; non-appropriation does not constitute breach. Federal funds will be associated with this contract, and the vendor must comply with all applicable federal funding requirements. The WVDED Office of Broadband currently operates ARPA-funded grant programs covering over 42,000 Target Addresses with 47 active projects and manages additional broadband grant and workforce development activities through Appalachian Regional Commission and state funding sources.
