About this file
This document is a limited source justification for a federal contract opportunity with the Transportation Security Administration. The justification seeks approval to extend the period of performance for eight existing blanket purchase agreements totaling $8 million to procure explosive detection canines from the current vendors. The extensions would run from August 2023 to February 2025 without increasing the contract ceilings. The canines are necessary to continue protecting the nation's transportation infrastructure without a break in service. Market research confirmed the current vendors are uniquely qualified to meet the specialized needs, and efforts were made to promote future competition through sources sought notices and an industry day. The justification was signed by the required approving officials at TSA and DHS.

This acquisition was conducted under FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items.
SECTION II: Description of Action Being Approved This other than full and open action is being requested in accordance with FAR subpart 6.3 in support of The TSA Canine Training Center (CTC). The CTC in partnership with the National Explosives Detection Canine Team Program (NEDCTP) deploy canines to protect the nation’s transportation infrastructure. These canines work to detect odors from explosives in active, dynamic and potentially distracting environments that are used by the American traveling public.
These canines must be resilient and motivated to perform their repetitive tasks and must be undeterred by a high paced and active work place environment.
There are twelve (12) Blanket Purchase Agreements (BPAs) that provides Explosive Detection Canines (EDCs). This request is to extend the period of performance for the eight (8) BPAs with the active vendors listed above for an additional 18 months. It has been determined that although there are twelve (12) BPAs four of them are no longer active in SAM.gov therefore these BPAs will not be extended.
This is a $0 action that will not increase the current BPA ceilings.
(a) Type of action:
• Period of Performance extension for 18 months from August 23, 2023 to February 23, 2025 for each
BPA
(b) Ceiling Amount: Not to be increased
• Total Ceiling: $8,000,000
• Amount expended: $2,769,550
• Amount remaining: $5,230,450
(c) Year of funding:

(d) Current Period of Performance:

Limited Source Justification
SECTION III: Description of Supplies or Services The requirement is to provide EDCs to the TSA CTC. The aggregate ceiling for all eight BPAs is $8,000,000. TSA has expended $2,769,550 in orders against the ceiling and has $5,230,450 available. The no cost extension of this BPA will allow TSA to continue to deploy canines to protect the nation’s transportation infrastructure without a break in service.

SECTION IV: Identification of the Limited Source Consideration Rationale
FAR 8.405-6 (a)(1)(i)(A) Urgent and compelling need exists and following the procedures would result in unacceptable delays.
FAR 8.405-6 (a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. * Note: if using “brand name”, clearly explain why brand name or equal is not a viable solution.
FAR 8.405-6 (a)(1)(i)(C) In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.
♦ Original Order Number: ________________________
FAR 8.405-6 (b) Items peculiar to one manufacturer.
FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
SECTION V: Description of Rationale The TSA has a need for EDC canines. As stated previously, these canines work to detect odors from explosives in active, dynamic and potentially distracting environments that are used by the American traveling public. A break in service would be a detriment to the security of the American traveling public.
C&P awarded twelve (12) BPAs on August 24, 2018. These twelve (12) BPAs are set to expire August 23, 2023. The Canine Training Center has limited personnel. This program office recently experienced a reorganization within their group. Due to this transition, there was a delay in determining the requirements and submitting the artifacts for the package for the recompete.
C&P needs sufficient time to compete, evaluate and award the BPAs to support the program. Failure to extend these BPAs would leave the program without needed explosive detection canines. The most viable option at this time is to extend the period of performance until February 23, 2025. The COR has confirmed that the contractors have performed and continue to perform satisfactorily.
SECTION VI: Contracting Officer’s Determination that the Order Represents the Best Value All BPA calls will be competed among the active BPA holders. Awards will be made to the vendor (s) who provide the best value to the government in accordance with the ordering terms in the BPA.
SECTION VII: Market Research Description Given the nature of this requirement, the current BPA holders are the only ones that are capable of meeting TSA’s unique needs of providing explosive detection canines at this time. Market Research for the upcoming Fiscal Year 2024 recompete has already been performed and supports the competitive strategy of awarding multiple BPAs.
SECTION VIII: Other Facts Supporting the Limited Sources Justification N/A
SECTION IX: Actions Taken to Remove Barriers to Competition The Contracting Officer (CO) has posted on SAM.GOV a Sources Sought which included a draft Statement of Work.
Additionally, the CO conducted an in-person industry day to solicit feedback, answer questions and further promote competition for the upcoming procurement.
SECTION X: Contracting Officer Certification I certify that this justification is accurate and complete to the best of my knowledge and belief.
Name (Printed) Signature Date SECTION XI: Technical or Requirements Personnel Certification I certify that this requirement meets the Government’s minimum need and that the supporting data, which forms a basis for this justification, is complete and accurate.
SECTION XII: Concurrence and Approval The required levels of concurrence and approval of this Limited Sourced Justification depend on the estimated total value of the procurement. Concurrence and approval must be obtained for that level and each previous level.
