About this file

This document is an Appendix B outline for an Emergency Engagement Health and Safety Plan (E-Z HASP) prepared for the New Jersey Department of Environmental Protection (NJDEP), specifically for the Emergency Management Program's Office of Site Safety and Health (OSSH). The document provides a comprehensive template for contractors conducting work at hazardous waste sites and during incident response activities, with the intent of ensuring compliance with federal regulations (29 CFR 1910.120) and state-level safety requirements.

The document does not specify specific goods or services, pricing, or contract details. Instead, it serves as a standardized framework for developing site-specific health and safety protocols for emergency response scenarios. The outline covers critical areas such as site information, personnel qualifications, hazard identification, training requirements, personal protective equipment, medical surveillance, air monitoring, site control, decontamination procedures, contingency planning, and special operational considerations like confined space entry and spill containment. The template is designed to be adaptable to various emergency engagement projects, allowing contractors to customize the plan based on the specific incident or site requirements.

APPENDIX B

OUTLINE FOR EMERGENCY ENGAGEMENT E - Z HASP PREPARATION

The E-Z HASP provides site/incident specific guidelines and information for response activities. Prior to the site/incident emergency engagement, a Health and Safety Program (Generic or Programmatic HASP) must be submitted for approval by the New Jersey Department of Environmental Protection, Emergency Management Program, Office of Site Safety and Health (OSSH). The Programmatic HASP, used in conjunction with the E-Z HASP, shall comply with 29 CFR 1910.120 (b)(1) and the New Jersey Department of Environmental Protection’s (DEP) Minimum Requirements for contractors conducting work at hazardous waste sites and during incident response related activities. Copies of both E-Z HASP, and the Programmatic HASP, must be available at the site for the duration of any activities being conducted.

The outline below is provided only as an example of content guidance for development of a site, or incident specific E-Z HASP for IFB Contractual Emergency Engagement projects.
