About this file

This is an Information Security Standards Brief document issued by the Empire State Development Corporation (ESD), applicable to all state and local contract opportunities with ESD that contain data or IT components. The document establishes minimum security standards and guidelines for protecting ESD information and resources. All partners, contractors, vendors, and suppliers working with ESD or ESD's contracted vendors must comply with ISO Standards 27001, 27005, and 27035 as they relate to network, data, and information systems protection. Within 30 days of contract signing, vendors must identify applicable IT deliverables from ESD's IT Deliverables Standard and document these as project milestones aligned with ESD business requirements. Vendors may demonstrate compliance using comparable security standards if approved by ESD's Chief Information Security Officer (CISO).

Vendors must implement monitoring processes to ensure third-party compliance, provide Identity Access Management with authentication and transaction auditing as applicable, and furnish documentation certifying that all vendors in the supply chain comply with the specified ISO standards. The standards require adherence to General Data Protection Regulation (GDPR) requirements for data collection and protection when systems collect or store information from entities or citizens within GDPR governance scope, as well as compliance with New York State and Federal Cybersecurity and Information Security Policies and Laws. Additionally, vendors must document all third-party access to ESD data or information systems, manage information communications to maintain data security, and ensure that any use of artificial intelligence complies with all applicable state and federal laws and ESD policies.
