About this file

This is an IT Security Standards document issued by the Empire State Development (ESD) agency in New York that establishes mandatory security compliance requirements for all vendors, contractors, and third parties engaged in projects with a data or IT component. The standards apply across all ESD engagements and establish baseline security obligations for protecting ESD information and resources. Vendors must identify and document additional IT deliverables applicable to their specific projects within 30 days of contract signing as project milestones. The document permits vendors to demonstrate compliance through comparable security standards if approved by ESD's Chief Information Security Officer (CISO).

The security compliance requirements mandate adherence to ISO Standards 27001, 27005, and 27035 for protecting ESD's network, data, and information systems, with vendors required to provide certification that all third-party vendors in their supply chain comply with these standards. Additional mandatory obligations include compliance with GDPR standards for data collection and protection, adherence to New York State and Federal Cyber Security and Information Security Policies and Laws, implementation of documented monitoring processes for third-party compliance, Identity Access Management with authentication and transaction auditing capabilities, documentation of all third-party access to ESD data or information systems, and management of Information Communications to maintain data security. The requirements also specify that any use of artificial intelligence must comply with all applicable State and Federal Laws and ESD policies.
