About this file
This is an Electronic Transaction Fee Appendix for DGS-controlled procurements in Maryland, applicable to statewide and agency-specific contracts including the HVAC Preventive Maintenance MSA for Annapolis. The appendix establishes the fee structure and reporting requirements that contractors must follow throughout the contract term. No specific products, services, quantities, response dates, bidder meetings, or award information is detailed in this appendix, as it serves as a standard financial obligation clause rather than a procurement overview document.
Contractors are required to remit an electronic transaction fee equal to one percent (1%) of the total invoiced amount for all sales under the contract, calculated on the gross invoice amount less any returns or credits. Fees must be submitted no later than forty-five (45) calendar days after the end of each reporting period by check to the Department of General Services Fiscal Services Division in Baltimore or via ACH transfer to the Comptroller. The contractor must simultaneously submit a Monthly Usage Report in Microsoft Excel format documenting all contract sales to the designated state email address. The contractor may not charge this fee directly to customers or identify it as a separate line item on invoices; the fee must be incorporated into contract unit prices. Failure to timely and accurately remit the electronic transaction fees constitutes default under the contract. This appendix became effective in January 2026.
