Accountability The obligation imposed by:

Acquisition Strategy Acquisition planning is the strategy by which the procurement decisions are coordinated and integrated to ensure the delivery of the project’s deliverables. [Reference: ER 5-1-11]

Activation The term used by the Department of Veterans Affairs that includes planning, scheduling, and budgeting for equipment, furniture, start-up supplies, staffing, training costs, etc., necessary to operate a new facility constructed under a major construction project, or for a new major lease, and should begin at the onset of design. Activation needs are not funded with construction funds. The early planning of the equipment, start-up supplies, staffing, and any training of staff required to eventually operate the new facility is included in activation. [Reference: MIL-

Authority Having Jurisdiction (AHJ)

DODI 6055.06 (2006) defines the AHJ as "The organization, office, or individual responsible, designated by the DOD Component for approving equipment, materials, and procedures for DOD Component fire departments. "UFC 1-200-01 defines the terms “Building Official” and “Authority Having Jurisdiction” (AHJ) as used in the codes and standards referenced in this UFC means the component office of responsibility, i .e., U.S. Army, HQ USACE/CECW-CE;

U.S. Navy, NAVFACENGCOM HQ Code CHE; U.S.

Marine Corps, HQMC Code LFF-1; and U.S. Air Force, \1\ AFCEC /1/. The enforcement of the codes and standards as they pertain to facility projects can be delegated to the local Components Office’s Chief Engineer’s Technical Representative at the discretion of the components aforementioned office." AF IDBIO Context: the role of the Authority Having Jurisdiction (AHJ) is designated to HQ USAF/A4C (reference AFI 32-2001). For this program we recognize the Base File Marshall as the AHJ as long as they meet the requirements outlined in the DODI, UFC and AFI above.

B Building- A roofed and floored facility enclosed by exterior walls and consisting of one or more levels that is suitable for single or multiple functions and that protects human beings and their properties from direct harsh effects of weather such as rain, wind, sun, etc.

Balance Sheet A statement of corrective maintenance funding assets and l iabilities, that details and tracks expenditures against any task order corrective maintenance Contract Line Item Number (CLIN) and sub-CLINs for a particular task order period of performance.

Base Civil Engineering (BCE)

The base organization responsible for the operation and maintenance of facilities. Responsible for real property and approval of major and minor construction projects.

Beneficial Occupancy Date

(BOD)

The date the customer can expect to receive useful occupancy of the facility or construction work.

Although all construction efforts at the construction site may not be completed (for example, punch-list items and other minor construction activities may sti l l be required for construction to be considered complete), and DCA may need to continue administering the final stages of the project construction contract until such completion, the user may begin to occupy all or agreed upon parts of the facility and use it for its intended purpose. The user may initiate follow-on contracts such as furniture or IT roll-outs after this date in order to complete the fit-out of the facility. This milestone is typically synonymous with substantial completion, i .e. facility can be used for its intended purpose. Liquidated damages end.

Government has the right to occupy a building prior to final acceptance. It requires the Contracting Officer to notify the contractor, in writing when that occupancy occurs. The Government assumes all risk when occupying the premises early with the exception of latent defects or fraud. If alterations, repairs or changes to the facility or equipment occur prior final acceptance, both parties’ rights under the contract clauses for warranty and inspection may be altered.

BGSF Building Gross Square Feet. The aggregate area of all enclosed floor areas and supporting structure and certain unenclosed areas which support the function of the building. BGSF includes all DGSF space, as well as the area of the exterior wall and structure; common and service spaces not assigned to a department; enclosed mechanical spaces; vertical circulation spaces including elevators, stairs, and escalators, shafts and stacks; and any other areas which make up the entire building.

Condition Based Maintenance (CBM)

Also known as Condition Based Monitoring (CBM) or Predictive Maintenance (PdM), is a maintenance strategy that utilizes nondestructive testing technologies such as vibration analysis, infrared thermography, oil analysis, ultrasonic, etc. to help determine the condition of in-service equipment in order to determine when and what maintenance should be performed. CBM dictates that maintenance should only be performed when certain indicators show signs of decreasing performance or upcoming failure.

Congressional Authorization

(Fiscal Context) - Authorization of MILCON projects is provided by the Defense Authorization Bill that includes authorization requests for other Defense accounts such as Procurement; Research, Development, Test and Evaluation; Operations and Maintenance; and Military Personnel. Normally, all projects that comprise the MILCON total obligation authority (TOA) are included in the authorization request. (Financial Management Context)

Additions, new facilities and functional conversions must be done as construction. Construction projects may be done concurrent with repair projects as long as the projects are complete and useable.

Contingency

Construction contingency covers construction requirements, which cannot be foreseen before the contract is awarded. The contingency reserve is for some adverse or unexpected condition not susceptible to predetermination from the data at hand during engineering and design; it must be included in the project cost estimate. This reserve is usually for latent difficulties, such as unforeseeable relocations;

unforeseeable foundation conditions; encountering util ity l ines in unforeseeable locations; or other unforeseen problems beyond interpretation at the time of contract award. The contingency reserve is not an allowance for omissions of work items which are known to be required, but for which quality or quantity has not yet been determined by specific design. Reasonable allowances for all foreseeable requirements should be made in the estimate or shown as an allowance for cost adjustment.

Application for construction contingency reserves will be in accordance cognizant design agency guidance.

The construction contingency reserve for military construction programs and family housing new or replacement construction will normally be 5 percent of the total estimated contract cost.
