Proposed Dredging of Existing Navigation Channel at the Entrance of Grand Canal, Pinellas County
Dear Mr. Dvorscak:
Our office reviewed the above-referenced project and provides the following comments as part of a Due Diligence review in anticipation of state and federal permitting applications. Please note that our comments may change if other information is presented for this project during the state or federal permitting process that indicates it may affect historic properties.
The proposed dredge activities appear to be within previously disturbed areas. In particular, the area was extensively modified during the original Tierra Shores and Tierra Verde developments. Although there are two archaeological sites recorded in the Florida Master Site File in the vicinity of the project, PI51 and PI1691, both sites appear to be destroyed by the previous development.
Based on the proposed scope of work and previous disturbance in the area, our office does not recommend a cultural resources assessment survey for the project area and it is our opinion that the project is unlikely to affect historic properties. However, we do note that archaeological sites PI51 and PI1691 were originally recorded as including possible human remains. While discovering human remains associated with either site during dredging activities is very unlikely, we do recommend briefing dredge operators and other project staff of the potential for human remains to be present and informing them of the requirement to stop work in the area and follow the provisions of Section 872.05, Florida Statutes in the event of a human remains discovery.

HUMAN REMAINS
ARCHAEOLOGICAL NOTICE
The State of Florida’s Division of Historical Resources has recommended that dredge operators and project staff be briefed for the potential discovery of human remains related to nearby archaeological sites during project activities.
According to Section 872.05, Florida Statutes, “when an unmarked human burial is discovered other than during an archaeological excavation authorized by the state or an educational institution, all activity that may disturb the unmarked human burial shall cease immediately, and the district medical examiner shall be notified. Such activity shall not resume unless specifically authorized by the district medical examiner or the State Archaeologist.”
While it is unlikely that dredging activities impact archaeological sites in the vicinity, it is suggested that dredged materials be periodically checked to ensure no human remains have been encountered.
