SURVEY AND LAYOUT BY CONTRACTOR

005-0700

Technical specification SURVEY AND LAYOUT BY CONTRACTOR 005-0700 is amended to include:

Control Data

The control data for profiles, cross-sections, dredge area and the monuments in the vicinity of the project area are furnished in the Plans.

Horizontal and Vertical Limits

The areas to be dredged shall be dredged to the design elevations and limits shown on the Plans. Dredging to higher elevations than shown on the Plans is not permitted unless the CONTRACTOR encounters subsurface conditions such as a hard sand bottom, a consolidated shell layer, or a rock outcrop, in which case the ENGINEER shall provide direction to the CONTRACTOR on how to proceed. If the ENGINEER directs the CONTRACTOR to modify dredge elevations due to an unforeseen condition, the contract payment terms will not change. The CONTRACTOR shall not over-dredge to elevations below those shown on the Drawings or specified herein.

Dredge Vertical and Horizontal Accuracies

The dredge shall be equipped with a real-time, navigational and dredging control system with vertical and horizontal accuracies of 0.5 feet and 3 feet, respectively. The tolerance for acceptance for dredging shall be +/- 0.5 feet vertical and +/- 3 feet horizontal.

Temporary Benchmarks

If the CONTRACTOR elects to establish temporary benchmarks through the work site, they shall be established by a closed loop of levels from a permanent benchmark, a line of levels between two permanent benchmarks, or an equivalent or improved method presented to, and approved by, the ENGINEER. Any such temporary benchmark shall be located upon fixed objects such as utilities, roadways, driven stakes, etc. to assure control reliability through the duration of the Work.

CONTRACTOR Acceptance of Survey Control

The FDEP R-monument location coordinates and elevations for the work site are indicated on the Plans for reference but are no longer maintained by FDEP. Control points provided on the Plans shall be independently verified by the CONTRACTOR and their surveyor. The CONTRACTOR shall immediately contact the ENGINEER if any discrepancies are discovered in any of the information presented concerning all monumentation, including FDEP or control monuments. If the CONTRACTOR does not contact the ENGINEER, it is understood that the CONTRACTOR agrees with all information presented in the Plans related to monumentation elevation and coordinates, and control information.

Layout or Work for Beach Fill Placement

The CONTRACTOR shall complete the layout of the Work and shall furnish, at their own expense, such stakes, templates, platforms, equipment, tools, and material, and all labor as may be required in laying out any part of the Work from the monuments, control data and elevations. The CONTRACTOR shall maintain and preserve the established stakes and other monuments or marks. If such monuments or marks are destroyed by the CONTRACTOR, they may be replaced by the ENGINEER at their discretion, and the expense of replacement will be deducted from any amounts due or to become due to the CONTRACTOR. Work may be suspended at any time when location and limit marks established by the CONTRACTOR are not adequate to allow checking of the Work.

All grade stakes used to establish beach fill elevations must be accounted for and removed from the beach by the CONTRACTOR prior to final completion. Grade stakes shall be made of steel pipe or other material but not wood, that can be removed intact after construction. Grade stake colored ribbon markings shall be established at the onset of construction and the same color scheme shall be maintained throughout the project to allow visual checking of Work.

The CONTRACTOR shall prepare and maintain a log to inventory the grade stakes used on the project. The log shall include information concerning the location, installation, and recovery of all grade stakes. The CONTRACTOR shall make this log available for review by the ENGINEER upon request. Upon completion of the project, the CONTRACTOR shall furnish the log to the ENGINEER as a condition of the contract and for final payment.

The CONTRACTOR shall utilize published monuments and control data shown in the Plans to establish a construction baseline and profile locations at approximately 100 feet on center. The CONTRACTOR may utilize the 100-foot spacing baseline as shown on the ENGINEER provided Plans or, the CONTRACTOR may establish their own baseline and initiation point for pay survey lines at 100-foot intervals. The baseline and proposed payment profile locations and spacing shall be submitted to the ENGINEER for review and approval prior to layout and data collection. The before and after dredge (BD and AD) surveys for beach fill must be collected perpendicular to the CONTRACTOR’s established baseline. In addition, surveys at the R-monuments must be collected prior to beach placement according to the published control and azimuth shown on the Plans. Work layout may be subject to modifications by the COUNTY to meet changed conditions or as a result of other required modifications to the Work.

Drawing Modification

All levels and measurements as given on the Drawings are binding for the CONTRACTOR.

The ENGINEER reserves the right to modify the locations and elevations of the limit marks as may be required to meet changed conditions or as a result of necessary modifications to the Contract work. Modifications to the Drawings will not form the basis for a change in unit price unless the modifications increase or decrease the quantity of Work by twenty-five percent (25%) or more.

Record Drawings

The CONTRACTOR shall maintain a set of Record Drawings at or near the site to illustrate the current condition of the Work at all times until completion of the Work. All variations from the Plans shall be indicated and shown in the same general detail utilized in the Plans. The Record Drawings may be used for preparation of the AS-BUILT DRAWINGS but may not be substituted for the AS-BUILT DRAWINGS.

Record Drawings will be provided for verification to the ENGINEER at each monthly pay estimate request, prior to processing the payment request. At final completion and acceptance of the Work, the CONTRACTOR will provide the original Record Drawing set to the ENGINEER.

The ENGINEER reserves the right to withhold final payment until acceptable Record Drawings have been submitted. No separate payment will be made for Record Drawings.

The Basis of Payment for SURVEY AND LAYOUT BY CONTRACTOR is described in the

Pinellas County Standard Technical Specifications for Roadway and Related Construction.

QUANTITY MEASUREMENTS SURVEY BY CONTRACTOR

005-0800 is amended to include:

Quality Control Surveys The CONTRACTOR shall maintain onsite personnel and equipment necessary to perform daily surveys for quality control. The results of the daily surveys shall be recorded and submitted with the CONTRACTOR’s Daily Quality Control Report. At a minimum, the survey data shall be provided in electronic ASCII easting, northing, and elevation format. Daily surveys are not required on days when no Work is performed.

Survey Requirements

Before-dredge and after-dredge surveys of the dredge area and disposal area shall be obtained by the CONTRACTOR. All surveys shall be signed and sealed by a Professional Surveyor licensed by the State of Florida.

Before-dredge surveys shall be collected at each station illustrated on the plans. Surveys shall extend a minimum of 100 ft beyond the permitted Disposal Area and 100 ft beyond the permitted Grand Canal dredge channel, unless otherwise impeded by a coastal structure or other condition reported and accepted by the COUNTY and ENGINEER. Surveys shall be collected within 7 days of active dredging of a station. Before-dredge surveys will be used in calculation of excavation volumes for payment.

After-dredge surveys shall be collected at each station illustrated on the plans. Surveys shall extend a minimum of 100 ft beyond the permitted Disposal Area and 100 ft beyond the permitted Grand Canal dredge channel, unless otherwise impeded by a coastal structure or other condition reported and accepted by the COUNTY and ENGINEER. Surveys shall be collected within 7 days of active dredging of a station. After-dredge surveys will be used in calculation of excavation volumes for payment.

Survey Components

The CONTRACTOR shall measure and submit to the ENGINEER profile surveys at each baseline station and FDEP monument depicting the following:

1. The before dredge survey (beach and channel).

2. The beach or channel design template as shown on the Plans.

3. The after-dredge survey (beach and channel).

Profile Spacing As identified in the section SURVEY AND LAYOUT BY CONTRACTOR of this document, a construction baseline will be established for conducting BD and AD survey profiles of the beach placement area. Stations along this baseline will be spaced generally 100 feet apart along an azimuth perpendicular to the baseline station with actual distance and location defined by the CONTRACTOR and approved by the ENGINEER prior to the start of construction.

BD and AD surveys will also be conducted by the CONTRACTOR along the established construction baseline in the Dredge Channel shown on the Plans. BD and AD surveys will be conducted to a minimum distance of 100 feet beyond or seaward of the project templates. The BD survey will be used as the baseline for volumetric payment for the channel maintenance project.

The fill template may be revised at the ENGINEER’s discretion to accommodate the BD survey results.

Surveyor

The surveyor used by the CONTRACTOR must be a registered land surveyor in the State of Florida and shall certify (sign and seal) all survey work.

Payment Surveys

Payments will be based on the results of the comparison of BD and AD surveys conducted by the surveyor at the pay stations along the channel construction baseline shown on the Plans. The ENGINEER will verify the pay quantities provided by the CONTRACTOR based on these surveys. Payment surveys shall be performed and certified by a registered land surveyor employed by the CONTRACTOR. The CONTRACTOR shall notify the COUNTY and the ENGINEER in advance when the payment surveys will be conducted.

The Basis of Payment for QUANTITY MEASUREMENTS SURVEY BY CONTRACTOR is described in the Pinellas County Standard Technical Specifications for Roadway and Related Construction.

PERMITTING AS-BUILT SURVEY REQUIREMENTS BY

CONTRACTOR

CONTRACTOR 005-0850 is amended to include:

After Dredge Survey After dredge (AD) surveys shall be conducted within 7 days of active dredging of a station.

After-dredge surveys will be used in calculation of excavation volumes for payment.

Survey Field Notes Submittal The CONTRACTOR shall submit survey field notes to the ENGINEER upon completion of each BD or AD survey to expedite review of each survey. All field notes, survey and volume computations, and the records used by the CONTRACTOR to compute the payment quantity shall be furnished to the ENGINEER with the Application for Progress or Final Payment. Failure to provide the specified information will delay recommendation and payment.

Survey Error or Volume Computation Discrepancy

If there is an error or discrepancy in the survey conducted by the CONTRACTOR which affects the payment volume, the CONTRACTOR and the ENGINEER's surveyors will attempt to resolve the survey discrepancy or error. If the discrepancy or error cannot be resolved, the ENGINEER will compute the excavation volume for payment purposes. Likewise, if there is an error or discrepancy concerning the placement volume computation, the ENGINEER and CONTRACTOR will attempt to resolve the issue. Nevertheless, the volume determined to be correct by the ENGINEER shall be the volume used for payment purposes.

Survey Requirements

All beach profile surveys shall be conducted by either differential leveling techniques or with RTK GPS technology to a minimum distance of 100 feet seaward of the termination of the construction toe of beach fill and channel template boundary. The CONTRACTOR shall close all level loops; the closure shall be less than 0.04 feet. All onshore points shall be within ±1 foot of the established profile line. If RTK GPS is used, the closest and/or most viable reference stations should be used for corrections. If any type of echosounder device is used for bathymetric surveys, notes on the type of equipment, sampling increments, and the frequency at which the survey was done will need to be included.

Profile Line Azimuth and Measurements

Pay Profile surveys shall be conducted perpendicular to the channel construction baseline. A sufficient number of points will be taken along each line to ensure adequate measurements of the entire profile line, with a maximum elevation difference of approximately 1 foot between adjacent points. Data points shall be taken at a spacing of not more than 10 feet. The product shall be a continuous line representing the entire profile.

Submittal Requirements

All survey data should be submitted in electronic easting, northing, elevation and profile baseline station format. All survey data shall also be submitted in graphical form with the pre-project conditions, design templates, allowable tolerances, and existing quality control condition/or post-project conditions depicted. All cross-sections shall include the data and the profile baseline station number as depicted on the Plans. All survey information submitted, and included in any depiction, shall include the date of the survey. Vertical elevations shall be in feet referenced to the NAVD 1988 datum. Horizontal distances shall be in feet. Locations shall be specified in Florida State Plane grid coordinates, West Zone 0902, NAD 1983 datum. Survey drawings shall be at an appropriate scale with the horizontal scale and the vertical scale equal to the Plans.

Beach Survey Deliverables to the Engineer

Deliverables to the ENGINEER shall include processed and tide corrected survey data of easting, northing and elevation in ASCII format provided digitally (via email, FTP or flash drive) and illustrated in cross-sections on digital or hard copy plots. Cross-section plots shall show the survey, the construction template, the upper and lower tolerance and the mean high-water line.

Additional information to be provided to the ENGINEER shall include any corrections and field notes.

Before and After Dredge Survey

The dredge area has been established by permit and will not be revised with the pre-construction/BD survey data, although the available volume may vary. The CONTRACTOR will conduct the AD survey of the dredge area. The CONTRACTOR shall notify the COUNTY and the ENGINEER in advance when the BD and AD surveys will be conducted.

Dredge Area Survey Deliverables to the Engineer

Deliverables to the ENGINEER shall include processed tide corrected survey data of easting, northing and elevation from each of the pay stations in ASCII format provided digitally (via email, FTP or flash drive) and illustrated in cross-sections on digital or hard copy plots. Cross-section plots shall show the survey, the permitted after dredge and overdepth elevations shown on the Plans. Additional information to be provided to the ENGINEER shall include any corrections and field notes.

Survey Documentation All survey work shall be documented, and copies supplied to the ENGINEER. The surveys may be conducted in the presence of the ENGINEER or their representative, at the option of the ENGINEER. The CONTRACTOR shall provide three (3) days advance notice to the ENGINEER prior to conducting surveys for payment.

As-Built Drawings The CONTRACTOR shall prepare and sign the as-built drawings in the following manner: “I

CERTIFY THAT THESE DRAWINGS INDICATE CONSTRUCTION AS ACTUALLY

PERFORMED AND ARE AN ACCURATE REPRESENTATION OF THE SPECIFIED

WORK.” The signature for the signed as-built drawings will need to be third-party verified in accordance with Pinellas County Guidelines for Acquisition and Use of Electronic Signatures. The drawings will be submitted using the Pinellas County CADD Standards Manual for Survey and

Civil Engineering 2020 (found at: https://pinellas.gov/cadd-standards-manual-for-survey-and-civil-engineering/). A Pinellas County CADD software kit can be requested at https://pinellas.gov/request-cadd-software-kit/. The COUNTY reserves the right to withhold final payment until acceptable as-built drawings have been submitted.

CAD Files The CONTRACTOR will provide the ENGINEER any CAD files created in preparation of the as-built drawings.

The Basis of Payment for PERMITTING AS-BUILT SURVEY REQUIREMENTS BY

MOBILIZATION

101-0100

Technical specification MOBILIZATION 101-0100 is amended to include:

The Work specified under this Section consists of the preparatory work and operations in mobilizing to begin Work on the project, including but not limited to those operations necessary for the movement of personnel, equipment, supplies and incidentals to the project site(s), and for the establishment of temporary offices, buildings, safety equipment and first aid supplies, sanitary and other facilities as required by these specifications, special provisions, and state and local laws and regulations. Upon completion of all Work under this Contract and written acceptance by the ENGINEER, the CONTRACTOR shall fully and completely demobilize all equipment, personnel, materials, and any other items brought to the site in the execution of the Work, from the project site. The site shall be restored as described in these Technical Specifications and the Work shall be made ready for use by the COUNTY.

The cost of bonds and any required insurance, consideration for indemnification to the

ENGINEER, and any other preconstruction expenses necessary for the start of the work, excluding the cost of construction materials, shall also be included in this Section.

Pay item for MOBILIZATION shall include taking before and after pictures and videos of the project by the CONTRACTOR.

The following schedule for Basis of Payment for MOBILIZATION 101-0100 is being provided in lieu of that in the Pinellas County Standard Technical Specifications for Roadway and Related Construction.

All costs connected with the mobilization and demobilization of all CONTRACTOR's equipment and personnel will be paid for at the contract lump sum price for this item. Sixty percent of the lump sum price will be paid to the CONTRACTOR after the dredging and placement of a quantity at a minimum, of five hundred cubic yards of material placed within the disposal area.

The remaining forty percent will be included in the final payment for work under this contract.

Payments for mobilization and all payment except for the final payment will be subject to a retainage until final acceptance of the project by the COUNTY per the COUNTY’s Standard Terms and Conditions.

MAINTENANCE OF TRAFFIC

102-1000

Technical specification MAINTENANCE OF TRAFFIC 102-1000 is amended to include:

Maintenance of Traffic Plan The CONTRACTOR shall provide a traffic control plan to the ENGINEER at least five (5) business days prior to the pre-construction conference. The Plan shall outline the signage and methods the CONTRACTOR will use to minimize disturbance to normal traffic flows in the project area as part of the Plan. The CONTRACTOR shall utilize safety persons when unloading materials and mobilizing or demobilizing equipment from the construction site. The ENGINEER may request modifications to the traffic control plan. The CONTRACTOR shall be responsible for coordinating with any agencies including but not limited to the Florida Department of Transportation (FDOT) and obtaining any required permits.

Material and Equipment Transport, Storage and Access

The ingress/egress to the site is limited to Gulf Way and Pass-A-Grille Way on the island and Pinellas Bayway from the island to the mainland. At least five (5) business days prior to the pre-construction conference, the CONTRACTOR shall provide to the ENGINEER a description of the routes and areas they intend to use to transport and store material and equipment during construction in a Transport, Storage and Access Plan. The description shall also describe how the CONTRACTOR intends to access the work area. All transport routes, storage areas, access areas, and mooring locations and facilities are subject to review by the ENGINEER for compliance with the Plans and Specifications.

Fencing of Active Construction Area

The CONTRACTOR will be required to exclude the public for safety purposes from the work areas in the immediate vicinity of the hydraulic fill placement, grading and transporting operations, or any other area that may be dangerous to the public. The CONTRACTOR will minimize the areas closed to the public. The storage areas shall be kept neat and orderly, enclosed with temporary fencing, and in a manner supporting the public safety.

The Basis of Payment for MAINTENANCE OF TRAFFIC is described in the Pinellas County

Standard Technical Specifications for Roadway and Related Construction.

PREVENTION, CONTROL AND ABATEMENT OF EROSION AND

WATER POLLUTION

Technical specification PREVENTION, CONTROL AND ABATEMENT OF EROSION

AND WATER POLLUTION 104 is amended to include:

Turbidity Monitoring The Grand Canal Dredge Channel and the Grand Canal Deposition Basin are located in the

Gulf of Mexico in waters designated as Class III Waters, Pinellas County Aquatic Preserve, Outstanding Florida Waters (OFW).

The CONTRACTOR shall maintain State required water quality standards and shall adhere to all applicable permit requirements and COUNTY Specification 104 for water quality and turbidity during construction. The CONTRACTOR is responsible for performing the turbidity monitoring and reporting in accordance with the FDEP Permit No. 0221569-20-JM, Specific Condition Nos.

31 – 33 under “Monitoring Required”. In the event of a water quality issue, the CONTRACTOR will be required to stop work and take remedial action.

The CONTRACTOR shall be bound and obligated to maintain the quality of the State's waters as stipulated in Chapter 62-302 of the Florida Administrative Code. The CONTRACTOR will conduct water quality monitoring procedures with an independent third-party subcontractor as defined in the permits for the project, the qualifications for whom shall be supplied with the Bid to comply with the FDEP Permit, Specific Condition No. 5b. Payment for water quality monitoring and reporting shall be included in the project construction bid under the line item for Turbidity Monitoring. The CONTRACTOR will also provide the ENGINEER with daily water quality monitoring reports immediately after completion of the water quality analysis if there are any violations and no later than with the daily report in all other cases.

The permits for the project require water quality monitoring to occur during project construction, which the CONTRACTOR will provide in strict accordance with Specific Condition Nos. 31 – 33 of the FDEP permit.

The ENGINEER, using CONTRACTOR water quality monitoring data and maps, will provide all reporting to the FDEP per permit requirements.

Water Quality Violations

The CONTRACTOR is to follow all requirements concerning water quality as provided by permits for the project. In the event of a turbidity violation, the CONTRACTOR will take immediate corrective action indicated in project permits which could include stopping work, changing construction or environmental protection methods, relocation of the dredge in the dredge area, reporting violation to the ENGINEER or other action. Construction activities may not resume until water quality has returned to within standards (as provided by the FDEP permit).

Pumping of Bilges and Other Overboard Discharges CONTRACTORS are cautioned that pumping oil or bilge water containing oil into navigable water or into areas, which would permit the oil to flow into such waters, is prohibited by Section 13 of the Rivers and Harbors Act of 1899 approved March 3, 1899 (30 Stat. 1152; 33 U.S.C. 407).

Violation of this prohibition is subject to penalties provided for under the referenced Acts.

The Basis of Payment for PREVENTION, CONTROL AND ABATEMENT OF EROSION

AND WATER POLLUTION is described in the Pinellas County Standard Technical Specifications for Roadway and Related Construction.

SUPPLEMENTAL TECHNICAL SPECIFICATIONS SECTION

SITE RESTORATION

XXXXXX

The Work specified under this Section shall include all labor, equipment, and materials necessary for all Site Restoration activities and materials (including all restoration work shown in the Plans, as identified in notes, and as indicated indirectly in other Technical Specifications), and as otherwise needed to restore the work site. The CONTRACTOR shall clean up and restore any excavation, access, staging, storage, easement, and any other areas used for the project, leaving the areas in a condition equivalent to or better than the pre-construction condition, including the ingress/egress of Gulf Way, Pass-A-Grille Way and 1st Avenue up to and including milling and resurfacing the whole width.

It is the intent of the COUNTY that the Work be accomplished with minimum disturbance to the natural resources adjacent to the work area (specifically, the adjacent upland, lawns, landscaping, trees, dunes and nearshore areas), and that the immediate and general vicinity of the work area remain in its pre-project state subsequent to completion of the Work. All materials utilized by the CONTRACTOR during construction shall be removed from the site, including survey stakes, flagging, other temporary survey controls and any other items brought to the site by the CONTRACTOR or subcontractor(s). Any existing vegetation shall be restored to the topographic and vegetative conditions that existed prior to construction, including all accesses across the dunes, in accordance with the permits and dune restoration section of these supplemental specifications.

Final Clean Up

Final clean-up shall include the removal of the CONTRACTOR's plant and all equipment or materials either for disposal or reuse. Plant and/or equipment or materials to be disposed of shall only be disposed of in a manner and at locations approved by the COUNTY. Unless otherwise approved in writing by the COUNTY, the CONTRACTOR is not permitted to abandon pipelines, cables, pipeline supports, pontoons, or other equipment or materials in the disposal area, pipeline access areas, water areas, underwater in the Gulf of Mexico or in any harbors, passes or inlets, or other areas adjacent to the work site. Any stakes or other markers placed by the CONTRACTOR must be removed as a part of the final clean-up. All stakes, including grade stakes, placed during the fill operation shall be completely removed and shall not be left buried in the fill.

Construction Debris

The CONTRACTOR shall prevent construction debris from being placed in the streets, access roadways used for transport of construction materials, construction accesses, on the beach, or buried in the beach. The CONTRACTOR shall immediately have the streets, access roadways, construction accesses or beach completely cleaned of construction debris which resulted from the carriage of material for this Work. Collected construction debris shall be disposed of in a legal manner and at the expense of the CONTRACTOR.

Uniform Beach

Upon completion of construction and debris removal and prior to surveying, the beach shall be graded and dressed with a dragged pipe or equivalent so as to eliminate any pockets, ridges, or depressions in the beach surface. The CONTRACTOR is to grade and dress the beach in such a manner as to establish a uniform berm and slope throughout the project area with the adjacent beach.

Misplaced or Lost Material or Equipment

Should the CONTRACTOR during the progress of the work, lose, dump, sink, or misplace any material or equipment, the CONTRACTOR shall recover it. The CONTRACTOR shall give immediate notice, with description and location of such material or equipment to the ENGINEER and a description of how the CONTRACTOR will retrieve the item. Should the ENGINEER discover such material or equipment, the ENGINEER may locate the item and notify the CONTRACTOR of its location. Removal and/or relocation of the material or equipment shall be the responsibility of the CONTRACTOR. Any physical or environmental damages resulting from the material or equipment shall be the responsibility of the CONTRACTOR. Items lost due to the negligence of the CONTRACTOR shall be replaced by the CONTRACTOR at no additional expense to the COUNTY.

There shall be no time limitation concerning the construction period or post-construction discovery of the material or equipment attributable to the CONTRACTOR. Should the CONTRACTOR refuse, neglect, or delay compliance with the above requirements, such material or equipment may be removed by the COUNTY, and the cost of such removal may be deducted from any money due or to become due to the CONTRACTOR or may be recovered under their bond. The liability of the CONTRACTOR for the removal of vessel wrecked or sunk without fault or negligence shall be limited to that provided in Sections 15, 19 and 20 of the River and Harbor Act of March 3, 1899 (33-U.S.C. 410 et. seq.), or most recent version.

Miscellaneous Debris

The CONTRACTOR shall continually inspect the work areas to ensure that all debris left by the CONTRACTOR’s and subcontractor’s workers has been removed from the work areas and properly disposed of on a daily basis. This includes, for example, lunch bags, soda cans, drink cups, etc.

Dune Restoration

Any impacts or damage to existing beach and dune areas shall be restored to the topographic and vegetative conditions that existed prior to construction, including all access across the dunes, in accordance with the permits. The CONTRACTOR shall coordinate the removal of the vegetation on the beach with the ENGINEER. The CONTRACTOR shall account for the re-vegetation plan in their bid.

The aerial photography and survey conditions on the permit sketches and/or Plans may not be representative of conditions at the time of construction and shall not be solely relied upon for estimating the Work. The CONTRACTOR shall estimate the required vegetation removal and restoration within the allowable impact area prior to making their bid.

Basis for Payment The Work specified under this Section shall include all work, labor, materials, equipment, and all costs associated with restoring the site. The Work specified under this Section shall be paid for under the Lump Sum unit cost for Pay Item XXXX, SITE RESTORATION.

HYDRAULIC PLACEMENT OF BEACH FILL

The Work specified under this Section shall include all work, material, equipment, labor, and associated costs to hydraulically place beach fill to the lines, grades and dimensions shown on the Plans, or as directed by the ENGINEER, in accordance with these Specifications and the details and notes shown on the Plans.

General

All sand excavated from the dredge area shall be transported to, and hydraulically deposited on the beach within the lines, grades and cross sections shown in the Plans, except as may be modified by change order or other provisions of the Technical Provisions. The CONTRACTOR shall maintain and protect the fill in a satisfactory condition at all times until final completion and acceptance of the Work.

Construction Beach Berm Elevation, Beach Slope, and Project Terminus

The Drawings and Contract Documents for the project require the construction of a beach berm with an elevation of 4.8 feet (NAVD) from the berm crest to the landward limit of fill and construction beach slope of 1 foot vertical to 20 feet horizontal to the waterline. Dune scarp repair with a 1:5 slope to the berm or dune fill placement areas will be identified by the ENGINEER and the CONTRACTOR’s Project Manager in the field on an as needed basis. The CONTRACTOR shall construct a beach fill within the disposal area between R-160 and R-166 as indicated more specifically on the Plans in the vicinity of R-164.

Debris Removal

Prior to placement of fill, the CONTRACTOR shall remove from the site of the Work all non-organic detritus, snags, driftwood and similar debris lying within the foundation limits of the disposal area section. All material removed shall be disposed of in an appropriate and legal manner and at the expense of the CONTRACTOR.

Fill Placement Requirements

The excavated material shall be placed and brought to rest on the beach to the lines, grades, and cross-sections indicated on the drawings, unless otherwise provided for herein or directed by the ENGINEER. The beach is subject to changes and the elevations on the beach at the time the Work is done may vary from estimated quantities and elevations shown in the Plans. The CONTRACTOR is to place the hydraulic fill on the beach in such a manner as to establish a uniform beach between adjacent profile lines. Sections of the beach located between profiles will not be underfilled.

Fill Placement Restrictions The fill shall extend landward to the existing elevation contour that matches the berm crest elevation unless features such as dunes, vegetation, buildings, or bulkheads, for example, prohibit fill placement. If a bulkhead or revetment extends to the design berm elevation or above, the fill shall terminate at the bulkhead or revetment. If the top of the bulkhead or revetment is below the design berm crest elevation, then the fill shall taper landward (using a 1V on 5H slope) to one (1) foot below the crest of the bulkhead or revetment to prevent overtopping. Fill shall terminate at the edge of the vegetation line, without burying it. Site specific adjustments may be needed to tie into existing topography.

Fill Under Structures on Piles Fill shall not be placed beneath buildings located on pilings. At the discretion of the COUNTY, fill may be stockpiled by the CONTRACTOR adjacent to buildings on pilings for mechanical placement under the buildings. The private property owner, or the COUNTY, will conduct the mechanical sand placement in this instance. If applicable, the CONTRACTOR shall be advised on the volume required in the stockpile.

Control of Fill

The CONTRACTOR shall make every effort to retain placed fill within the disposal area template. Temporary longitudinal dikes are required by permit, and spreader and pocket pipe shall be used as necessary to prevent gullying and erosion of the beach and hydraulic fill, to retain the hydraulic fill on the beach within the limits of the hydraulic fill template cross-section, and to control water turbidity. The pipeline discharge will be located no closer than 25 feet from any structure to avoid potential undermining of the structure, or at a distance deemed safe by the CONTRACTOR. Dikes or mounds shall be constructed parallel to the waterline to direct the pipeline discharge longitudinally along the beach, to avoid transverse gullying direct from the discharge point to the ocean, and to build the construction berm. The ENGINEER may direct the CONTRACTOR to extend dikes, if necessary, to control turbidity or beach erosion. No undrained pockets shall be left on the nourished beach upon completion of the Work. The CONTRACTOR shall not permit spoil water to flow landward of the fill section, or water to pond between the hydraulic fill and upland. The CONTRACTOR shall protect existing drainage and operations. Any material permitted to flow into or restrict the flow of an existing ditch, canal, or drainpipe, shall be promptly removed. Structures within the fill section shall be protected by the CONTRACTOR to prevent damage thereof by the CONTRACTOR's operations.

Uniform Beach

The filled beach between the profiles shall be graded, dressed, and uniform in dimension.

Beach sections between profiles shall be filled to a minimum 95% of the volume based on the fill templates shown in the Plans, to the minimum tolerance everywhere, should not differ substantially from the filled cross-section at the adjacent fill profile lines. The constructed beach contour lines between profiles, including the beach berm break, will be approximately parallel and straight, indicating that the CONTRACTOR constructed a uniform (non-cuspate) beach between the profile lines to the appropriate elevation and width.

Underfilling Between Profile Lines If the ENGINEER or COUNTY observe or believe they have observed underfilling of the beach between profile lines, the ENGINEER or COUNTY may request an additional survey to be conducted by the CONTRACTOR at the CONTRACTOR’s expense. If found to be deficient, the CONTRACTOR shall place additional hydraulic fill until the beach is uniform in appearance and dimensions between profile lines, provides straight beach berm break between profile lines, provides a minimum of 95% of the design hydraulic fill volume, and meets the minimum tolerance at all locations in the section. Fill will not be obtained from adjacent areas of the beach or from upland sources to remedy underfilling.

Beach Dressing

Upon completion of all filling operations within a section, the fill shall be graded and dressed with a dragged pipe so as to eliminate any undrained pockets, ridges, and depressions in the hydraulic beach fill surfaces. The CONTRACTOR is to grade and dress the hydraulic fill on the beach in such a manner as to establish a uniform berm width and slope between adjacent profile lines. The bank or scarp caused by wave erosion to the berm shall be graded down to a slope not steeper than one (1) foot vertical to ten (10) feet horizontal to the water's edge. The CONTRACTOR is responsible to grade down any and all beach scarps or sand cliffs greater than 18 inches in relief in the entire restored beach berm until the CONTRACTOR has demobilized from the project site. The project site will not be considered complete, nor the CONTRACTOR eligible for final payment until all beach scarps/sand cliffs in the entire project area are graded.

Right to Vary Beach Design Dimensions

The ENGINEER reserves the right to vary the width or grade of the berm from the lines and grades shown on the Plans due to changes in beach conditions or excavation volume. The hydraulic beach fill cross-sections shown in the Plans are for the purpose of estimating the amount of hydraulic fill template capacity and will be used by the ENGINEER in making any change in the lines and grades.

Bid quantities, excavation area and placement area may change based on pre-construction conditions. Bathymetry of the dredge area, location of SAV and surveys of the disposal placement area are planned to be surveyed pre-construction. Changes will be within the maximum permitted limits.

Tolerances

The maximum vertical tolerance for acceptance is 0.5 feet below the neat-line template and

0.5 feet above the neat-line template. Hydraulic fill placement shall at least meet the 0.5 feet tolerance below the fill template everywhere and the minimum fill volume requirement. Unless approved by the ENGINEER, hydraulic fill placement shall, at minimum, not exceed the 0.5-foot tolerance below the template anywhere. The COUNTY or ENGINEER will be authorized to require the CONTRACTOR to address any deficient section of beach to be at the minimum 0.5 feet below the template and shall meet the minimum fill volume requirement of 95% of the fill volume for the segment. Sections that do not meet the minimum fill tolerance, or exceed the maximum fill tolerance, may result in payment reductions for excavated material at the discretion of the ENGINEER.

We use 18 inches for turtle escarpment surveys and this way it gives them a quantifiable number to level any scarps they see greater than this. Unless you want it to say all to cover your bases.

Misplaced Materials If any material is deposited other than in places designated, approved, or permitted, the

CONTRACTOR may be required to remove such misplaced material and redeposit it where directed by the ENGINEER or COUNTY, at the CONTRACTOR's expense. This will include materials in the dredge area on the ocean bottom or within inlets.

Dune and Dune Scarp Repair

Construction and repair of dunes will be on an as-needed basis and follow the rules described above. The dune scarp repair is not included on the Plans, but sand volume will be eligible for payment under the 1:5 slope between the beach and top of scarp. These areas must be captured in the CONTRACTOR’s BD and AD surveys to evidence placement for payment verification.

Restrictive Barrier

The CONTRACTOR shall be required to erect, maintain, and move as necessary, a restrictive barrier around the discharge of their hydraulic pipeline or any other active work area where Work may present a safety hazard to the public. In the vicinity of the discharge, the barrier shall be constructed so as to prevent the public from approaching the discharge from any direction closer than 250 feet, or to provide an area sufficient in size for the safe progression of the Work. The CONTRACTOR shall post signs in a conspicuous manner stating: “DANGER – HIGH PRESSURE DISCHARGE FROM DREDGE” or more restrictive per the CONTRACTOR’s own safety program and plans.

Dedicated Safety and Flag Person

The CONTRACTOR shall have a dedicated safety and flag person on site at all times, whose sole responsibility is preventing the public from entering the work area and directing beach traffic.

Tilling and Dressing the Beach

The CONTRACTOR shall till the completed beach fill from the landward limit of fill or toe of dune to the mean high-water line for each completed fill section. The tilling shall be by use of a tracked vehicle (bulldozer, loader, or equivalent) by pulling (rear mount) or pushing (front mount) a rake with the tines modified to a length of 24 inches or more and spaced approximately 12 to 18 inches apart. Tilling will be to a minimum depth of 24 inches throughout the newly placed beach seaward to the visible high-water mark. Following tilling, the beach shall again be dressed by dragging a pipe lengthwise, chain-linked fencing or similar over the beach. There should be no gullies or visible depression on the beach post-tilling. The pipe or fencing may be positioned immediately behind the tilling tines to allow for a single operation of tilling and dressing. Tilling shall avoid all naturally vegetated areas that are at least three (3) square feet in size, as well as planted areas.

Beach Escarpment Elimination

The CONTRACTOR shall be responsible for grading all escarpments that form along the project area until final acceptance of the Work. Any escarpment that exceeds 18 inches in height for a distance of 100 feet shall be leveled to the natural beach contour. The ENGINEER will observe the beach after leveling of escarpments to ensure that all escarpments have been leveled in compliance with permits.

Protection of Existing Dune and Vegetation

It is the responsibility of the CONTRACTOR to place fill only within the template specified by the Plans. Any fill placed or work conducted outside of the template may damage and/or endanger surrounding plants and wildlife and will violate permit requirements and need remediation. The CONTRACTOR will be solely responsible for any permit violations and damage caused in conducting the Work.

The dunes shall be repaired or rebuilt on an as-needed basis as identified in the field by the

ENGINEER and the CONTRACTOR’s Project Manager.

Structure Inspection and Vibration Monitoring All costs associated with the pre- and post-project structure inspection and vibration monitoring shall be included in the unit cost of HYDRAULIC PLACEMENT OF BEACH FILL where vibration monitoring occurs.

Beach Dressing

All costs associated with beach dressing and grading shall be included in the unit cost for

HYDRAULIC PLACEMENT OF BEACH FILL.

Basis for Payment The Work specified under this Section shall include all work, labor, materials, equipment, and all costs associated with restoring the site. The Work specified under this Section shall be paid for under the Lump Sum unit cost for Pay Item XXXXXX, HYDRAULIC PLACEMENT OF BEACH

FILL.

DREDGING

XXXXX

The Grand Canal Dredge Channel has been designated for use in this project. Dredging operations will be completed using either hydraulic or mechanical dredging methods. If a hydraulic dredge is used, a submerged pipeline will be laid from Grand Canal to the Pass-A-Grille Beach disposal area (R-160-200 to R-165+500), avoiding any known submerged aquatic vegetation (SAV). The elevations for the dredge area is referenced to the datum described on the Plan Sheets.

Excavation shall be by cutterhead suction, dustpan suction dredge, or a method proposed by the CONTRACTOR and approved by the ENGINEER with pump out. Multiple simultaneous dredges will be allowed at the CONTRACTOR’s own discretion and risk.
