CBP Asset Management System (CAMS)
Request for Information
July 15, 2025 Description U.S. Customs and Border Protection (CBP) has a requirement for an integrated enterprise-wide asset lifecycle management system to mitigate risks associated with maintaining and operating CBP’s current 13 disparate systems; provide the ability to identify, track, and allocate assets in an effective and timely manner; and acquisition of unnecessary assets. Specifically, the CBP Asset Management System (CAMS) will help CBP by providing improved asset accountability through acquisition lifecycle, controls, and performance, and improved information sharing through data integrity, data reporting, and analytic functionality into a complete solution.
This Request for Information (RFI) should not be construed as a Request for Proposal and shall not commit or obligate the Government to further action. Vendors responding to this RFI shall bear all risks and expenses of any resources used to provide the requested information. The submission of information in response to this notice is purely voluntary. In your response, please also indicate the size status of your organization (small, women-owned, etc.).
Background In order to perform its mission of safeguarding the nation’ s borders and facilitating lawful trade and travel, CBP maintains a broad portfolio of 1,014,904 assets valued at $8B+, to include aircraft, vehicles, watercraft, sensitive personnel identification badges, critical communications, and information technology, weapons, and other equipment. CBP’s Enterprise Services (ES) office is responsible for managing and reporting on those assets throughout the asset management lifecycle phases (acquisition, deployment, utilization, maintenance, and retirement. CBP mission offices currently utilize a multitude of unique and disparate systems. Each of those systems support one or more phases of the asset management lifecycle but do not share data. The current approach to managing assets presents challenges that threaten the mission of CBP; specifically, the lack of ability to identify, track and manage assets in an effective and timely manner, which causes inefficient mission execution, costly acquisition of unnecessary assets and ill-informed decision making. Additionally, this approach can result in improper and rejected personal property audit findings and financial statements.
Developing an enterprise lifecycle asset management system is critical as CBP continues to transition to cloud based services CBP is seeking a comprehensive solution rather than a piecemeal approach that combines the functionalities of disparate products, as this reflects the current operational environment that CAMS intents to benefit. CAMS solution must be built on open architecture principles and be interoperable with existing and planned CBP systems. While the desired solution may require some degree of customization/modification, the program team recognized that asset management is a common need across industries and there exists numerous off the shelf solutions, The goal is to acquire and deploy a new asset management system that can provide expanded functionality to meet capability gaps, while integrating current disparate systems and aggregating data resources in a centralized interface. Mobile device functionality is essential, as many assets are deployed remotely.
An integrated enterprise-wide asset lifecycle management system is necessary to mitigate risks associated with maintaining and operating CBP’s current disparate systems; provide the ability to identify, track, and allocate assets in an effective and timely manner; and minimize acquisition of unnecessary assets, specifically this new system will help CBP by providing:
· Open architecture principles that utilize open standards and prioritize modularity, interoperability, and flexibility.
· Improved asset accountability through acquisition lifecycle, controls and performance, disposal process, maintenance process, training, and best practices.
· Improved information sharing through data integrity, data reporting, and analytics functionality.
· CAMS will operate in two employment modes, Standard Usage and Maintenance Mode. Each mode accounts for CAMS functioning as intended during standard and emergency situations. OFAM, in conjunction with other CBP offices, has the responsibility of creating and providing an enterprise-wide asset lifecycle management system for all its users. CAMS would deliver an integrated, enterprise-wide asset lifecycle management system that is focused on optimizing system and support services that establishes efficiencies, minimizes investment and sustainment costs while achieving mission readiness at the best cost.
To provide context for operational system use, CBP is providing six illustrative CAS scenarios in Appendix A:
· CAMS Operational Scenario- Procurement personnel who add CBP asset management data into a CBP asset management system.
· CAMS Maintenance Scenario- CBP maintainers who maintain CBP assets and the assets maintenance records.
· CAMS Reporting Scenario- CBP stakeholders who track, review, and report CBP asset data.
· CAMS Compliance Scenario- CBP personnel who ensure compliance with CBP, DHS, and government wide asset management policies.
· CAMS Financial Management Scenario- CBP personnel who analyze and track asset data to determine the funding needed to support CBP asset management activities.
· CAMS Mission Execution Scenario- CBP personnel who are involved in field activities where asset information is needed to execute their mission.
Each scenario illustrates CBP personnel’s day-to-day asset management activities, what challenges they face when working in an asset management system, and how a new capability will mitigate these challenges. Respondents are encouraged to consider these scenarios when providing responses.
Purpose and Objectives CBP’s Office of Facilities and Asset Management (OFAM) seeks to research, assess, select, and implement a commercial-off-the-shelf, end-to-end CBP Asset Management System (CAMS). This system should be capable of managing personal property assets throughout their lifecycles with the flexibility to interface with other (existing or to be acquired) automated systems as necessary. CAMS solution must be built on open architecture principles and be interoperable with existing and planned CBP systems. In support of the system, CBP anticipates the vendor will provide any required engineering, system design, or development. This RFI requests specific information from vendors regarding their potential to meet CAMS requirements in the format of a narrative that addresses corporate information and solution context and responses to critical business requirements.
It is also important that the CAMS be flexible and adaptable, and capable of being updated or modified to implement additional functional capabilities in order to meet the agency’s needs.
