About this file

This is a Single/Sole Source Justification and Approval Form submitted by the City of Ione's Purchasing Services on December 3, 2025, for the Fire Rescue Department's procurement of ballistic vests from Angel Armor. The requisition seeks approval for a one-time purchase in the amount of $110,696.00, with contact person Chris Disciascio (321-505-9039). The recommended vendor is Angel Armor, represented by Brian Brown (brian.brown@angelarmor.com; 970-611-5), and the justification indicates that Angel Armor ballistic vests are manufactured with proprietary gel technology and patented design that provide superior protection levels for rifle and handgun caliber threats as well as stab resistance compared to alternative products. The document confirms that other suppliers, including MES and Federal Eastern International, were contacted but were found to have inferior fit and function resulting in decreased protection levels.

The sole source exemption is justified under multiple criteria, including that the parts/equipment are not interchangeable with similar products from other manufacturers and that Angel Armor is the only known item that will meet the Fire Rescue Department's specialized protection needs and intended function. The purchase falls within the $100,000-$200,000 approval threshold requiring Board of County Commissioners (BoCC) authorization. The form has been certified and approved by requisitioner Matthew Luisi and Purchasing Manager Mary Bowers, who attest to their independence from the selected vendor and compliance with Florida Statutes Chapter 838 regarding sole source procurement procedures.
