About this file

This is Amendment Two to a Request for Proposals issued by the State Fiscal Accountability Authority, Division of Procurement Services, State of South Carolina for a Learning Management System re-solicitation. The procurement seeks a comprehensive platform to support virtual events, online streaming, and on-demand content hosting. The State anticipates hosting at least one virtual event per month initially, with potential expansion as a new certification program rolls out. The system must accommodate flexible attendee numbers depending on event type, support fewer than five concurrent live streaming channels in the first year, and maintain hosted content for a minimum of five years. A non-mandatory pre-proposal conference was held on October 10, 2021 via video conference. Offerors must submit one electronic technical proposal, one electronic business proposal, and corresponding redacted copies (or initial a waiver if no confidential information requires redaction) by December 16, 2021 at 11:00 a.m. The award was posted on January 20, 2022. Offers must remain open for a minimum of sixty calendar days after the opening date.

The portal interface must be in English only and fully compliant with ADA accessibility requirements; the State does not anticipate a need for interpretation or translation services at this time. The system should support or preferably integrate with ecommerce solutions, and offerors should include sample Software Licensing Agreement documentation labeled as samples within their technical proposals. No travel to the State's base location is required. Offerors should submit a signed solicitation cover page with their offer and acknowledge receipt of any amendments by indicating the amendment number and date in the designated space, by letter, or by evidencing receipt in their bid submission. The State Contractor Number must be obtained through www.procurement.sc.gov.
