About this file
This is Amendment One to an Invitation for Bid issued by Midlands Technical College in South Carolina for Paper Recycling Services. The solicitation, numbered 5400023906, was issued on September 16, 2022, with a submission deadline of September 27, 2022, at 11:00 a.m. Questions from offerors must be received by September 14, 2022, at 12:00 p.m. No pre-bid conference or site visit is required. Award will be posted on September 29, 2022, on the South Carolina procurement website. The contract will operate on a service schedule requiring weekly pickups across the College's campuses, with bins located in central areas on each campus. The vendor is responsible for collecting bins and returning them to their original positions. The service period is specified as 50 weeks annually to account for the College's two-week winter break closure. A college representative will verify service completion by monitoring bins after each pickup, and invoices will be reviewed by supervisors before payment authorization.
Payment terms require vendors to submit monthly invoices for services successfully rendered in the prior month, with all invoices due by the 10th of the following month. The College will not reimburse for missed services unless they are rescheduled and completed, and no discount will be applied for closures due to unforeseen events such as weather or campus holidays. Vendors must acknowledge receipt of this amendment by signing and returning it, identifying the amendment number and date, submitting a letter, or indicating receipt through their bid submission. Offerors must submit one electronic copy online and provide a signed cover page with their offer, binding them to the solicitation terms and holding their offer open for a minimum of 30 calendar days after the opening date. Bidders may claim state preferences for in-state vendors, subcontractors, or end products if they meet the statutory requirements outlined in South Carolina Code Section 11-35-1524.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences. ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY
ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE
CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU
REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE
PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS
CONSEQUENCES. [11-35-1524(E)(4)&(6)]
PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. Part I: COLLEGE’S RESPONSES TO VENDOR’S QUESTIONS - SOLICITATION #
5400023906 – PAPER RECYCLING SERVICES
1. In the solicitation is noted that campus is closed for two weeks for Winter Break, does this closure exclude other state holidays for access?
Please see attached list of holiday schedule.
2. If there is a closure (due to holiday or weather permit) and you are requesting same day, same time how would this be performed?
If there is a closure by the College, pickup can be rescheduled for the next business day.
3. If there is a closure on the facilities part and the contractor is available and bins are not put out, would this be considered a discount for the contractor due to campus closure.
No, the College will not be penalized for unforeseen events that result in the closing of our campuses. Therefore, the College will not offer a discount to the vendor. The College will contact the vendor to reschedule the missed pickup, if possible.
4. In the solicitation is noted that collection of bins are vendor responsibility and to put back in original position, although it also stipulates that the collection will be in one central location, is bins collected throughout campus or at one distinct area?
Bins are located in one central area on each campus (see provided campus map).
5. Is this solicitation required of documents for the recycling material be required destruction before disposal at vendor facilities?
No, recycling material will not require destruction before disposal at vendor facility.
6. In Variation of pickup, it stipulated that if a service is missed there will be a discounted credit, how does this apply for the two-week winter break. Should it be added in the lot? or not considered in the 52-week period?
Invoices should be submitted monthly for services successfully completed. If an additional service is requested by the College, a credit for the additional service should be added to the corresponding month’s invoice.
Yes. After discussion, this will be changed from 52 weeks to 50 weeks to address the two-week Winter Break period.
7. In the solicitation it is stated that payment will be provided after invoice is made monthly upon valid and approved invoices, however it stipulates contrarily discounts would be if a missed service, so are we billing per service, in advance or after service is rendered?
The vendor should invoice monthly for services rendered (i.e. successfully completed/performed) in the prior month. If the vendor only performed 2 of the 4 required service pick-ups for that month, then, the invoice should be for only the 2 successfully completed pickups for that month.
All invoices for the prior month must be received by 10th of the following month. If the vendor missed a service, regardless of the reason (i.e. the closure the vendor’s office or the College) and the service is not successfully rescheduled and performed, the College will not reimburse the vendor. This is a reimbursement contract – payment for services rendered only.
8. In your solicitation under Delivery/performance location you stipulate that a college representative will need to certify that services have been received, if your hours of operation are during your closed time from 11:00 pm – 7:00 am Monday- Thursday and Friday after 1:30 pm, how would we receive verification from a representative in a wide time frame?
An MTC supervisor will verify that the service has been rendered by monitoring the bins after a service. The invoices received are then reviewed by the same supervisors and if service has been rendered, then the approved invoice will be sent to Account Payables for payment.
9. Your solicitation notes a specific time of day without consideration of variables outside of the control of vendor, i.e. weather, traffic, human variables.
Consideration will be given due to outside variables beyond the Vendor’s control. Vendor will need to communicate any delays to the MTC supervisors.
