About this file
This is Amendment One to an Invitation for Bid issued by the South Carolina Department of Health & Environmental Control (DHEC) for a Mobile Operations Center (MOC) Trailer. The solicitation number is 5400026552, issued on February 28, 2024, with procurement officer Amber Kerr. The project involves the procurement of one Mobile Operations Center trailer equipped with specified features and components. The deadline for bid submission is March 7, 2024, at 2:30 PM ET through online submission at http://www.procurement.sc.gov. Questions from offerors must be received by February 20, 2024, at 5:00 PM ET. No pre-bid conference or site visit is required. Award is scheduled to be posted on March 13, 2024. Bids must remain open for a minimum of thirty (30) calendar days after the opening date.
The amendment modifies several specifications from the original solicitation, including allowances for Fiberglass Reinforced Plastic (FRP) such as PolyCore as an alternative to .030 gauge aluminum exterior with enamel finish, partial screwless exterior options, and clarification that the dual fuel generator should be 9000W (not 9000kW) operating on gasoline and LP. Additional modifications address ADA compliance for the side door and rear ramp configuration, permitting flexibility in ramp design with an 8 to 9-foot ramp with 3-foot extensions without required handrails. The amendment clarifies that fold-away workstations are acceptable and that solar charging systems are intended for charging backup batteries to power jacks and lights when disconnected from power sources. Online submission is strongly preferred; hard copy submissions must be marked "ORIGINAL" and delivered to DHEC's Division of Procurement Services at 301 Gervais Street, Columbia, SC.

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)
The solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received has been reprinted below. The “State’s Response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential offeror that submitted the question. Questions do not form a part of the contract; the “State’s Response” does. Any restatement of part or all of an existing provision of the solicitation in an answer does not modify the original provision except as follows: underlined text is added to the original provision. Stricken text is deleted. [02-2A097-1]
CHANGES TO ORIGINAL SOLICITATION:
Changes to Section III SCOPE OF WORK/SPECIFICATIONS
Remove:
3.2. Trailer features:
3.2.2. XO Power/Ratchet Trailer Jack
Change from:
3.2.21. 030 gauge Aluminum Exterior with Enamel Finish
Change to:
3.2. Trailer features:
3.2.21. Fiberglass Reinforced Plastic (FRP) such as PolyCore or .030 gauge Aluminum Exterior with Enamel Finish
3.2.22. Screwless Exterior
Change to:
3.2.22. Screwless or Partial Screwless Exterior
3.3. Electrical:
3.3.1. Minimum 9000kw Dual Fuel Generator
Change to:
3.3. Electrical:
3.3.1. Minimum 9000W or 9KW Dual Fuel Generator
The following prospective offeror questions and agency response is hereby incorporated into the solicitation.
Question 1: 3.2.1 and 3.2.2 seem to be calling for a different spec for the same component of the build. Which one is preferred?
State’s Response: This has changed. Refer to this Amendment to see Changes to Section III – Scope of Work/Specifications.
Question 2: 3.2.20 In regard to a dividing door, where will the dividing wall be located?
State’s Response: The agency does not have an exact preference. The program area was considering a separate space for a small private meeting or call.
Question 3: 3.3.1 Which two fuels do you want for the dual fuel generator?
State’s Response: Gasoline and LP
Question 4: 3.3.1 you ask for a 9000 kw generator. I assume you're actually looking for 9000W. Correct?
State’s Response: This has changed. Refer to this Amendment to see Changes to Section III – Scope of Work/Specifications.
Question 5: 3.2.19 - ADA Exterior Side Door. There is no mention of a wheelchair lift, just an ADA Compliant entry door? We wanted to make mention that the rear ramp door is not ADA compliant.
State’s Response: A lift or side ramp is not needed, but the side door should be an ADA door. A fully ADA compliant trailer is not needed since it will not be open to the public and accommodations can be made for employees. A separate portable ramp or lift can be utilized and added later if needed. The program area wants a ramp with extensions on the back even if not totally ADA compliant, in an effort to make it as accessible as possible.
Question 6: 3.2.21-22 - Will FRP be an acceptable exception in lieu of the .030 gauge aluminum exterior with enamel finish?
State’s Response: This has changed. Refer to this Amendment to see Changes to Section III – Scope of Work/Specifications.
Question 7: 3.3.5 - Solar Charging system. What will the Solar charging system be utilized for? Is there expectation of utilizing the solar polar as a main power source while conducting work in the unit? Or Is it merely just being utilized as a method of charging batteries?
State’s Response: The solar charging system is to charge backup batteries that would provide limited power to power the jacks and some lights when not connected to a power source or generator.
Question 8: Will you accept a steel frame with aluminum siding.?
State’s Response: A steel frame is not acceptable. See Section III of the Solicitation – 3.2. Trailer features.
Question 9: 3.2.19 - ADA Exterior Side Door - To achieve ADA compliance you require a very long ramp out of the side of the trailer.? The height from ground to step entry will be approximately 18 = 18' length of ramp, with curved hand rails. Can we build this with a ramp at the rear.? Do you want the compliant handrails for
ADA.?
State’s Response: The agency prefers the ramp at the rear, however it does not have to be fully ADA compliant. An 8 or 9 ft ramp with 3 ft extensions would be OK. Hand rails are not needed.
Question 10: 3.2.21 - .060 gauge aluminum exterior with enamel finish. - We can do this, but we recommend PolyCore, which is partially screwed on, will you accept? The industry has recognized the failures of glued metal at highway speeds. Please make sure your awardee warranties this work if you won’t accept a substitute.
State’s Response: This has changed. Refer to this Amendment to see Changes to Section III – Scope of Work/Specifications.
Question 11: 3.2.22 - Screwless Exterior - Is partial screwless ok.?
State’s Response: This has changed. Refer to this Amendment to see Changes to Section III – Scope of Work/Specifications.
Question 12: Design - Will you accept a trailer with fold away workstations that can also be used as a cargo deployment vehicle.?
State’s Response: Yes, fold away workstations are acceptable.
Question 13: Minority.? - Our company is a SDVOSB, are we considered minority.?
State’s Response: Refer to Section IV. Information for Offerors to Submit – Minority Participation (Dec 2015)
