About this file
This is Amendment One to a Request for Quote issued by the South Carolina Department of Public Health for the printing of 41,650 WIC food guide booklets under Solicitation 5400030112. The scope of work requires four-color process printing of 8" x 8" saddle-stitched booklets available in English and Spanish, with delivery to 62 WIC offices and clinics across four geographic regions (Lowcountry, Midlands, Pee Dee, and Upstate) based on program enrollment, plus 10,000 booklets to the Department of Public Health Educational Materials Library in Cayce. All delivery, shipping, and handling charges must be included in the fixed pricing. Offers are due September 10, 2026 at 2:30 p.m. ET, with questions due by September 1, 2026 at 5:00 p.m. ET. No pre-bid conference or site visit is required. Award notification is scheduled for September 16, 2026. This is a one-time printing project with no renewal options, and delivery must be completed by October 14, 2026.
The amendment addresses clarifications regarding the booklet specifications, confirming that the 44-page count includes covers and that the project requires a thicker 60-pound cover stock in gloss white, not a true self-cover design. Print-ready PDF files will be supplied to the selected vendor via email or FTP, with final materials to be drop-shipped according to specifications and delivered to the designated locations and Educational Materials Library. All bidders must meet South Carolina vendor registration requirements and comply with standard state certifications regarding independent price determination, debarment status, drug-free workplace compliance, ethics, and immigration prohibitions. Resident vendor, resident contractor, or resident subcontractor preferences apply under South Carolina Code Section 11-35-1524 where statutory requirements are met. Award will be made to the lowest responsible and responsive bidder, with pricing submitted in fixed US dollars including a mandatory pre-production color-match proof at no additional cost to the department.

This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences . ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY

CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU
REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE
PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS
CONSEQUENCES. [11-35-1524(E)(4)&(6)]
PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. Accordingly, you must provide this information to qualify for the preference. Description: Printing of Food Guide Booklets
AMENDMENTS TO SOLICITATION (JAN 2004)
(a) The Solicitation may be amended at any time prior to opening. All actual and prospective Offerors should monitor the following web site for the issuance of Amendments: www.procurement.sc.gov(b) Offerors shall acknowledge receipt of any amendment to this solicitation (1) by signing and returning the amendment, (2) by identifying the amendment number and date in the space provided for this purpose on Page Two, (3) by letter, or (4) by submitting a bid that indicates in some way that the bidder received the amendment. (c) If this solicitation is amended, then all terms and conditions which are not modified remain unchanged. [02-2A005-1]
QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)
The solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received has been reprinted below. The “State’s Response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential offeror that submitted the question. Questions do not form a part of the contract; the “State’s Response” does. Any restatement of part or all of an existing provision of the solicitation in an answer does not modify the original provision except as follows:
underlined text is added to the original provision. Stricken text is deleted. [02-2A097-1]
The following prospective offeror questions and agency response is hereby incorporated into the solicitation.
Question 1: The specification sheet shows 44 pages and “Self Cover,” but it also lists 100# text and 60# cover stock. Could you please confirm the correct cover/page setup?
State’s Response: The total number of pages, including the covers, is 44. The cover should be the heavier weight 60# cover stock.
Question 2: The specification mentions in-person pickup/delivery of materials, while the addendum says the print-ready files will be sent by email or FTP. Will anything need to be picked up or delivered in person?
State’s Response: The print-ready PDF will be supplied to the printing vendor via email/FTP. The final materials should be drop-shipped according to spreadsheet and remaining delivered to the EML/Central Supply.
Question 3: We are asking for history on the referenced project below. Please email the archived Bid Tabulation (including past unit prices, names and addresses of bidders) along with the previous Award of Contract specifying who won this project whenever it was last bid upon.
State’s Response: See attached prior bid results.
Question 4: The specification sheet says 44 pages, self cover. But under stock, it also lists 60lb cover gloss white for the cover stock. My question is, does it have a thicker cover or is it a true self cover?
State’s Response: It does have a thicker cover. The self-cover is in reference to the page count including the front & back cover.
