This is an Amendment 1 to an Invitation for Bid issued by the South Carolina Department of Environmental Services (SCDES) for Radiation Protection Licensing Support services. The solicitation seeks staff support for reviewing radioactive materials licensing applications for the Division of Radioactive Material Licensing and Compliance, with an anticipated workload of approximately 20 hours per week. Key personnel must have prior experience as a radioactive materials license reviewer for the USNRC or NRC Agreement States and must be formally qualified either by the NRC or an Agreement State regulatory agency to independently conduct radioactive materials license reviews. Offers are due September 16, 2026 at 2:30 p.m. ET, with award notification scheduled for September 23, 2026. No pre-bid conference or site visit is required. The initial contract term is one year with four one-year renewal options, providing a maximum contract life of five years, with an estimated start date of October 1, 2026 and end date of September 30, 2031.

Pricing must be submitted in fixed US dollar amounts for the entire contract duration, excluding sales or use taxes, with award made to the lowest responsible and responsive bidder. Contractor personnel will perform all duties remotely without dedicated workspaces at SCDES facilities. Offerors must maintain commercial general liability insurance with minimum limits of $1,000,000 per occurrence, auto liability insurance with minimum limits of $1,000,000 per accident, and workers' compensation insurance with employer's liability limits of at least $1,000,000 per accident, naming the State of South Carolina as primary insured. Vendors newly established without two complete fiscal years of financial statements may submit their most current financial statements along with all available financial documentation generated since formation. All offerors must be registered with the South Carolina vendor registration system and submit one standard online offer and one redacted copy.

THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. ORIGINAL PROVISON. STRICKEN TEXT IS DELETED. [02-2A097-1]

Questions from Vendors

1. QUESTION: Equivalent License Reviewer Qualification- Section V requires proposed personnel to have experience working as a radioactive materials license reviewer for the USNRC or an NRC Agreement State and to have been previously qualified to perform radioactive materials license reviews under USNRC Inspection Manual Chapter 1248, Appendix A, “or equivalent.”

Please clarify what SCDES considers an acceptable “equivalent” qualification. Specifically, may documented radioactive materials licensing and regulatory experience, including preparing and managing NRC and Agreement State license applications and amendments, managing SS&D registrations, serving as an approved Radiation Safety Officer, and performing regulatory compliance reviews, be considered an equivalent qualification, or must the individual have been formally qualified by the NRC or an Agreement State regulatory agency to independently perform radioactive materials license reviews on behalf of the agency?

State’s Response: Agreement States may implement qualification processes that differ slightly from those used by the NRC. However, the individual must have been formally qualified—either by the NRC or by an Agreement State regulatory agency—to independently conduct radioactive materials license reviews. The phrase “or equivalent” was included to encompass these variations in qualification processes.

2. QUESTION: Financial Statements for Newly Established Businesses- Section V requests the offeror’s most current financial statement and financial statements for the last two fiscal years. [VENDOR] is a newly established business and does not have two complete prior fiscal years of company financial statements. Please clarify what financial documentation a newly established business should submit to satisfy this requirement. Would the company’s current financial statements and all available financial history since formation be acceptable?

State’s Response: For vendors that do not yet have two complete fiscal years of financial statements, the agency will accept the company’s most current financial statements along with all available financial documentation generated since formation. This may include interim financial statements or any other records that demonstrate the company’s financial capacity to perform the contract. Please ensure that all submitted documents are complete, accurate, and clearly identified.

3. QUESTION: Place of Performance / Remote Work-Please clarify whether radioactive materials license reviews under this contract may be performed remotely or whether contractor personnel are required to perform the work onsite at SCDES facilities in Columbia, South Carolina. If a combination of remote and onsite performance is anticipated, please clarify the circumstances under which onsite performance would be required

State’s Response: Contractor personnel will not be provided with dedicated workspaces at SCDES facilities and are therefore expected to perform all duties remotely.
