About this file

This document is an Amendment #03 to a Request for Qualifications (RFQ) issued by the Tennessee Department of Education for a Comprehensive School Analysis (CSA) project. The RFQ #33101-25067NC5 seeks to award multiple fee-for-service contracts to support twelve Local Education Agencies (LEAs), Public Charters, and Schools Support Services (SSS) with priority/CSI schools. The key dates include the RFQ being issued on July 22, 2025, with a response deadline of September 12, 2025, and a planned contract award on October 15, 2025. The selected contractors will be responsible for completing a Comprehensive School Analysis within 90 calendar days of the contract effective date, supporting school leadership in developing a School Turnaround Plan, and providing a professional learning plan.

The amendment clarifies several important details about the project, including that LEAs/Public Charters/SSS will select their own contractor from a pre-approved list. The State defines a "session" as a 60-minute meeting between the contractor and the LEA/Public Charter/SSS. Respondents are required to submit a cost proposal for one school, with the understanding that the average number of students, administrators, and teachers varies across participating organizations. Contractors must provide detailed information about subcontractors, including names, contact information, and the specific scope of work they will perform. The State will not provide a specific Turnaround Plan template but will offer guidance on required components and a model plan.

# QUESTION / COMMENT STATE RESPONSE

Pro Forma Contract Section A.3.

PDF

1. The RFQ and accompanying pro forma contract state that the Comprehensive School Analysis (CSA), also referred to as the comprehensive needs assessment, must be completed within 90 calendar days of the contract effective date.

Please confirm whether this 90-day timeline applies solely to the completion of the CSA, or if it also includes the development of the School Turnaround and Professional Learning (PL) plans referenced in Sections A.6 and A.7 of the pro forma contract.

The 90-day timeline applies solely to the completion of the CSA.

General 2. Will the State provide a specific Turnaround Plan template, or will contractors be expected to follow a required list of components?

The State will not provide a specific School Turnaround Plan template. However, LEAs/Public Charters/SSS will be provided information on the required School Turnaround Plan components and a model School Turnaround Plan will be provided.

General 3. Does the State anticipate issuing a separate RFQ specifically for the development and implementation of Turnaround Plans?

No.

RFQ Section 1.1.

PDF

4. Section 1.1 on p. 2 states that the State seeks to award multiple fee-for-service contracts, and that LEAs/Public Charters/SSS may choose to contract directly with the awarded contractors.

Is TDOE's intention that each awarded contractor will work with at least one LEA/Charter/SSS? Or is TDOE is simply pre-approving providers, who must then be selected by LEAs to secure work?

The State is providing LEAs/Public Charters/SSS with a list of pre-approved contractors. The LEAs/Public Charters/SSS will select which contractor they would like to work with.

General 5. How many LEAs or schools should providers anticipate supporting?

There are twelve (12) LEAs/Public Charters/SSS with priority/CSI schools. Each LEA/Public Charter/SSS will choose their own contractor.

General 6. What supports are providers expected to provide following the completion of a Comprehensive School Analysis? Will the provider support the writing/development of School Turnaround plans? Will they support the implementation of those plans? If so, what implementation supports are expected?

The contractor will provide a Comprehensive School Analysis, support school leadership in developing a School Turnaround Plan, and provide a professional learning plan. Any additional supports would be an individual LEA/Public Charter/SSS decision.

General 7. How should we interpret “per session”?

Specifically:

• Is a session intended to represent a single hour, half day, full day (e.g., 6–8 hours), or another duration?

The State defines “a session” as a 60-minute (1 hour) meeting between the contractor and the LEA/Public Charter/SSS. Respondents should apply this logic in their cost proposal.

# QUESTION / COMMENT STATE RESPONSE

• Should pricing reflect individual coaching meetings (e.g., one-hour sessions) or a longer engagement period?

General 8. Do you require a uniform session length across vendors, or are vendors expected to define what constitutes a session?

The State defines “a session” as a 60-minute (1 hour) meeting between the contractor and the LEA/Public Charter/SSS.

9. We just want to confirm that you are not expecting any response to RFQ B.15 with this updated amendment and simply want us to write "B.15. RESERVED" in our response.

The State is not expecting a response from Respondents. The Respondents should delete B.15 in its entirety and write the “RESERVED” in its place.

(a) the names of the subcontractors along with the contact person, mailing address, telephone number, and e-mail address for each;

(b) a description of the scope and portions of work each subcontractor will perform;

and

(c) a statement specifying that each proposed subcontractor has expressly assented to being proposed as a subcontractor in the Respondent’s response to this RFQ.
