The offer submission deadline is September 23, 2022, 2:30 PM (revised to September 28, 2022 at 2:30 PM). Award notification is scheduled for October 27, 2022. Proposers must hold offers open for a minimum of 90 calendar days after the opening date. The contract will include an initial year and four renewal years with annual pricing required for both the WCMS platform and hosting services.

The WCMS must be a commercialized product with cloud hosting (Development and Production environments) from established providers such as Azure, AWS, or Google Cloud. SCDOT has no current CMS; the existing site is manually updated and hosted on-premise. There is no incumbent contractor. The state anticipates approximately 20 active users with 10 concurrent users, growing over time. Required integrations include Google Analytics, SiteImprove, and Azure Federated Identity Credentials for single sign-on. The solution must support multiple user roles (Admin, Developer/Designer, Author, Contributor), simple approval workflows, web forms (approximately 40 email-based forms and 5 data-driven pages), video hosting with live streaming capability, and social media posting. SCDOT will handle content updates and design post-launch, while the vendor manages hosting and software maintenance. No redesign is required; this is a lift-and-shift migration maintaining current look and feel. SCDOT has obtained funding for the project but will not disclose the budget amount. No offshore development or hosting is permitted. The state requires 24/7 support for critical issues with 15-minute initial response time and 2-hour response time for major issues, and business hours support for non-critical issues.

This would apply to any component of the specifications, including offshore hosting, and development.
