QUESTION #1:

For bullet point, Resumes, Question: what positions are resumes required? For bullet point Blank Pages.

SCDOT Response:

No change. The resumes are for the personnel that you are planning to assign to this contract.

QUESTION #2:

Please clarify reference to “cover page,” and is this the same as Cover page, and Page Two of the solicitation (including any amendment pages) that each offeror will complete and submit with the proposal or is there another cover page in addition to these that should be submitted?

SCDOT Response:

No change. Yes. Both page one (1), the cover page, and page two (2) must be completely filled out, signed, and the amendment acknowledged before being submitted with your official bid.

QUESTION #3:

Question: please provide a definition or explanation of what is meant by Blank Pages; and for bullet point, Any forms and cover pages required to be submitted as part of the RFP response.

SCDOT Response:

No change. Blank pages (sheets of paper or documents that contain no written content, text, or images) provided with your business proposal do not count toward the official page total.

When presenting information, using a bullet point format (with symbols or small dots preceding each item in the list) makes it easier for reviewers to read. For example, a resume is typically submitted in bullet format.

QUESTION #4:

Please confirm that this is the same as what is provided at section VIII. Bidding Schedule/Price- Business Proposal and that a copy should be included in the Business Proposal as well as uploaded as a separate document for on-line submission.

SCDOT Response:

No change. The price proposal is submitted separately from the business proposal. The Pricing Business Proposal is completed by filling out Attachment D in its entirety, which is submitted separately from the business proposal.

QUESTION #5:

Solicitation page 20, heading “PRICE/BUSINESS PROPOSAL, states “The Price/Business Proposal shall be a clearly labelled, separate document (or electronic upload for those utilizing online submission). The Proposal shall be created using Microsoft Excel and shall not contain any locked cells, or formulas which are not viewable, and Solicitation Page 37, “The Offeror must submit their Price Proposal as a separate document on the Excel Cost Sheet provided.

The Excel Cost Sheet has been attached separately. See Attachment D, Cost Sheet for Price Proposal. It is our understanding that Attachment D, Cost Sheet for Price Proposal should be submitted as a separate document for on-line submission, please clarify if the “proposal shall be created using Microsoft Excel…” is the same as Attachment D, or should the offeror create and submit an additional Microsoft Excel spreadsheet?

SCDOT Response:

No change. The Excel cost sheet is included as Attachment D. The price proposal should be submitted separately as a distinct document, also labeled Attachment D.

QUESTION #6:

Solicitation page 4, Section E. Security officer duties – 1st shift (8:00am to 4:00) and Section F. Security Officer duties – 2nd shift (3:00pm to 11:00pm) and 3rd shift (11:00pm to 7:00am) Weekdays illustrates 23 hours of coverage. Is it SCDOT’s intent to have 23 hours of coverage each day or is this an oversight and 24 hours of coverage is required for weekdays?

SCDOT Response:

No change. The 23 hours of coverage stated is accurate. During weekdays, we only operate for 24 hours on holidays and weekends. Full-time staff covers one hour each day from 7 AM to 8 AM, as the front lobby does not open until 8 AM.
