III. SCOPE OF WORK/SPECIFICATIONS

The Security Services Contractor will be is responsible for performing the contract in accordance with accepted security practices and standards to ensure a safe environment for the employees, visitors, and the public. This includes maintaining a safe and secure working environment free from violence, improper or disruptive behavior, intimidation, and the protection of all facilities and equipment from loss or misuse. Guards will be are responsible for the prevention of loss of property or harm to personnel by monitoring for fire, theft, vandalism, or unauthorized persons conducting themselves in an unsafe or unruly manner. These specifications cover the minimum requirements for furnishing all labor, material, equipment, supplies and transportation necessary to provide these services.

All quantities are estimated quantities per year and are subject to increase or decrease.

A. Specifications General Requirements

1. The Contractor shall submit to SCDOT, prior to start date, a list of all security officers assigned to this contract along with each individual security guard’s background check and valid up-to-date registration/identification cards as approved/provided by SLED.

2. Contractor will be shall supply their own twenty-four (24) hour manned telephone, along with twenty-four (24) hour contract number for emergencies.

3. This contract is for armed security officers services. All new Security officers must be Security Officer Level II or III.

4. All security officers will be required to shall look professional, act professional and be courteous at all times.

5. Security Officer estimated number of hours on this contract are based on standard 8-hour shifts from 8:00am to 7:00am for normal weekdays, and twenty-four (24) hours for weekends and State holidays.

6. Ability Contractor shall to work in a team-oriented environment and work independently.

7. Ability Contractor shall maintain satisfactory attendance and punctuality standards.

8. Ability Contractor shall provide quality customer service with a friendly and professional demeanor.

9. Ability Contractor shall make decisions and handle situations effectively.

Note: the number of hours shown above is an annual estimate and shall be used for evaluation purposes only.

Contractor’s hours listed herein are specified for 8:00am to 7:00am hours on normal weekdays and 24 hours for weekends and all State holidays. The State reserves the right to adjust the number of security officers and duty schedules as deemed necessary during the contract period including the addition of security officers during daylight hours when the Department is open. The hourly cost per security officer shall be utilized to obtain the change in contract price resulting in adjustments in service.

All security officers working during holidays shall be required to be paid at a rate of 1.5 times their regular pay. This applies for any level security officer working during the 24-hour time of the holiday for the time worked on that holiday. For this contract, the following holidays are included: New Year’s Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day.

All bidders Contractor must have a sufficient service organization that includes a local service representative located within twenty (20) miles of the Columbia area. This service representative should be either employed directly by the Contractor or designated by them as their authorized representative on a full-time basis;

subcontractors are not permitted for this contract.

B. Requirements

1. Security Coverage: Security coverage is defined as prevention of loss of property or harm to personnel by monitoring for fire, theft, vandalism, or unauthorized person conducting themselves in an unsafe or unruly manner.

2. Security Agency Office: a business office shall by maintained which is properly equipped and staffed to carry out all normal business functions of a private security agency and fulfill the requirements and specifications outlined herein.

3. Security Agency Employees: all security officers provided shall be employees of the security agency.

The security agency shall pay all salaries, Social Security taxes, Federal and State unemployment insurance and any other required taxes related to such employees.

4. Code of Conduct: All security officers assigned shall be bound at all times by a code of conduct which strictly regulates their personal appearance, conduct, attitude, and contact with people.

5. Physical Condition of Security officers: assigned security officers must be in good physical health and condition and shall have no physical disability which restricts or impairs performance of all duties and responsibilities normally expected of a security officer.

6. Training Security Officer: a certified company training security officer shall have met all requirements for such security officer as established by law and recognized by the South Carolina State Law Enforcement Division. Such security officer shall have attended a training seminar conducted by SLED of a least forty (40) hours and shall be required to attend a refresher or update training as may be required by SLED.

7. Security Officer Attire: The security agency shall supply all security officers assigned with appropriate professional uniforms and nametags, and any special safety equipment required in the performance of their duties. Any related equipment such as pepper spray and/or baton, when required shall be as indicated in this solicitation. All security agency uniforms must be clearly distinguishable from that of an official law enforcement officer as provided in the SC Private Detective and Security Agencies Rules and Regulations.

8. Supervision: The security agency shall be responsible for the direct supervision of all assigned security officers through its designated representatives at the premised to which this contract relates.

Such representatives shall in turn to available at reasonable times to report to and confer with the designated representatives of the State with respect to services.

9. Administrative Supplies: The security agency shall provide all registration forms, incident report forms, log books, investigation report forms, check off sheets and other administrative supplies necessary to carry out all requirements of the contract.

10. Polygraph test: Security officer’s involvement or suspected involvement in any allegation or misrepresentation shall require that he/she submit to polygraph testing.

11. Acceptance Evaluation and Quality Assurance: The contractor shall ensure a professional, reliable and efficient effort to protect the State’s property and personnel against security and safety hazards.

The contractor agrees that the security services covered by this contract shall be performed in accordance with the accepted security practices and standards. The contractor further agrees that upon request by the State any of the employees assigned, who in the opinion of the State is not performing satisfactorily, shall be reassigned in a timely manner (twenty-four (24) hours’ notice in case of emergency). Furthermore, the State may at any time exercise the option to interview security officers before assignment. Contractor must also furnish a telephone number for use while security officer(s) is on duty. This number shall be used to notify contractor of any problem encountered, i.e.

compliant failure of security officer report for duty, substitution of currently assigned security officer, Etc.

C. Level Requirements

1. Security Officer Level II

• Minimum age of 21 and eligible to possess firearms

• Meet the minimum level I requirements

• Possess training in firearm safety and liability, both on and off duty, although firearms shall not be used

• Must have prior experience in security, military and/or law enforcement

• Ability to stand for long periods of time (up to 8 hours) in all weather conditions, climb stairs and walk unimpeded over various terrain.

2. Security Officer Level III

• Applicants with at least four (4) years military/law enforcement service (honorable conditions only) are preferred.

• Working knowledge of local, state and federal requirements for a contracted security environment.

• Working knowledge of applicable accreditation standards and regulations impacting security programs in all environments.

• Ability to analyze problems, determine root causes, and identify and determine results-oriented solutions.

• Good interpersonal and communications skills (verbal and written), to effectively communicate with employees, staff members and executives, and documenting of incidents.

• Ability to handle typical and crisis situations efficiently and effectively.

• Ability to employ firearms and less lethal weapons to protect themselves and others.

• Demonstrated ability to safely and responsibly carry, store, and maintain firearms, less lethal weapons, and other assigned equipment.

• Must have and maintain appropriate state and local firearm permits and licenses.

• Demonstrated ability to participate in and pass firearms and less lethal weapon training and qualification course without restrictions.

3. Background Check Requirements:

• Must be able to pass a criminal background check.

4. License and Credential Requirements:

• South Carolina SLED armed licensing required.

5. Minimum Physical Requirements:

• With or without reasonable accommodation, the physical and mental requirements of this job may include the following: seeing, hearing, speaking English, and writing clearly: occasional reaching with hands and arms, stooping, kneeling, crouching and crawling. Frequent sitting, standing and walking ( which may be required for long periods of time), climbing stairs and walking up inclines and on uneven terrain; frequent lifting and/or moving up to 20 pounds and occasional lifting and/or moving up to 50 pounds.

• Must be able to identify the following colors: red, green, pink and blue.

• Must maintain a level of physical and emotional mental health to cope with periods of high stress and working hours that may extend beyond the standard work week.

• Cognitive abilities must be unimpaired to deal with the intellectual demands of the position.

D. Day/Night and Weekend Security Officer Duties

• Security officer shall be stationed in the Security Office, Room G-1B at SCDOT Headquarters

Building, 955 Park Street Columbia SC.

• Before allowing any employee to access the building, the security officer must see a picture ID to check their name with the appropriate departmental roster. All employees are required to sign the log to enter the building before or after normal working hours and on weekends.

• Security officer must maintain the security log on each tour that documents all personnel entering and leaving the premises.

• Security officer must survey (inspect) security of all lobbies and hallway doors every hour.

• Security officer must check all outer glass doors and the loading dock doors every hour.

• Security officer must check all blockhouses, equipment room, fire pump room and chiller room doors every hour.

• Security officer must check SCDOT Memorial walls every hour.

• If requested, the security officer shall escort SCDOT personnel to their vehicles after normal working hours.

• If a problem arises in the building’s parking garage call the Columbia Police Department immediately. A copy of the emergency telephone numbers shall be posted in the Security Office.

• Security office shall monitor the surveillance cameras for the building interior spaces and the parking garage and notify the proper authorities, if necessary. Security officers are not to go into the garage if there is trouble.

• Security officer must monitor all security, fire alarms, and other essential building systems for activity, including malfunctions, and notify the appropriate authorities are required.

E. Security officer duties- 1st shift (8:00am to 4:00pm)

• Report for work, sign-in, and call/check-in with the dispatcher for duty.

• Work on 1st floor at the lobby desk from 8:00am to 4:00pm

• Sign in all visitors after verification of visitors using their driver’s license/picture ID

• Issue visitor badges and notify the person they want to visit so they may be escorted.

• A copy of employee’s telephone numbers shalll be provided at the front lobby desk.

F. Security Officer duties-2nd shift (3:00pm to 11:00pm) and 3rd shift (11:00pm to 7:00am) Weekdays

• Report to work, sign-in, and call/check-in with the dispatcher for duty.

• Work on the 1st floor at the lobby desk from 4:00pm to 5:00pm.

• Sign in all visitors after verification of visitors using their driver’s license/picture ID.

• Issue visitors badges and notify the person they want to visit so they may be escorted.

• At 5:00pm relocate to the Security Office in the basement to work the remainder of the shift in the

Security Office and number the visitor log sheets and file them in the security office.

• Place the Building Security Check sheets/Contractor’s (sign in/out log) on the table outside the security office for employees and visitors to sign.

• Write down the performed duties during the shift.

• Conduct hourly cheeks of all the outer doors at 7:00pm to make sure doors are locked.

• Conduct hourly cheeks of exterior blockhouses, equipment room, fire pump room and the chiller room doors.

• After the cleaning crew leaves at 11:00pm, check each hallway door from the basement to the 5th floor to make sure they are locked. If there is a light shining underneath a door, get the master key, turn off the light and lock the door.

• When leaving the Security Office to conduct a check have the badge, keys, and cell phone on you at all times. Place the security sign with the phone number on the outer glass door visible for visitors/employees.

• A copy of the emergency telephone numbers shall be posted in the Security Office.

• Report any issues to Security Supervisor.

G. Weekend Security officer Duties

• Notify the dispatcher that you are at work. Place the sign in/out log on the table outside the Security Office for the employees and visitors to sign.

• Write down the performed duties during the shift.

• Conduct an hourly check of the outer doors of the building to makes sure they are locked.

• Conduct an hourly checks of the exterior blockhouses, equipment room, fire pump room and the chiller room doors.

• Conduct checks on the Computer room.

• Conduct an hourly check of SCDOT Memorial Walls.

• Check each hallway door from the basement to the 5th floor to make sure they are locked, if not get the master key to secure the door. If there is a light shining from underneath a door, get the master key, turn off the light and lock the door.

• When leaving the Security Office to conduct a check have the badge, keys, and cell phone on you at all times. Place the security sign with the phone number on the outer glass door visible for visitors/employees.

• A copy of the emergency telephone numbers shall be posted in the Security Office.

• Report any issues to Security Supervisor.

IV. INFORMATION FOR OFFERORS TO SUBMIT

NOTE: An Offeror’s failure to include the required information with their Proposal submission may result in a determination of Non-Responsive Offer, causing the entire Offer to be rejected.

INFORMATION FOR OFFERORS TO SUBMIT -- EVALUATION (MODIFIED)

In addition to information requested elsewhere in this solicitation, offerors should shall submit the following information for purposes of evaluation: [04-4005-1]

Each Offeror responding to this RFP must submit a proposal that addresses both Technical and Price/Business aspects of the project.

TECHNICAL PROPOSAL

The contractor Offeror must demonstrate that they have the ability to perform the services as listed under the solicitations Scope of Work/Specifications (must include a statement that Contractor has the capability to meet all the requirements as a Private Security Services provider as per the South Carolina Code of Laws 1976, §Title 40

- Professions and Occupations, Chapter 18 – PRIVATE SECURITY AND INVESTIGATION AGENCIES.

4.1. Ability to Perform:

4.1.1. Offeror shall provide information on the number of personnel available to provide the services required in this proposal.

4.1.1.1. Identify the key personnel available to this contract, indicating the years of experience each employee has as it relates to this type of service.

4.1.2. Offeror shall provide technical information/staffing plan that addresses how offeror proposes to accomplish the services included in the specifications.

4.1.2.1. Include number of employees, job titles, ranks, shifts, supervisors and supervisory structure.

4.1.3. Offeror must illustrate incentives, salary structure and benefits of employees (full and part time). Full and part time employees shall be paid a minimum of $6.75 in addition to minimum wage. Give an illustration of each position (supervisor, officer first class, officer).

4. 2. Qualifications, Experience and Past Performance:

4.2.1. The offeror shall provide documentation of training programs of Jeanne Clery Act, Title IX as it relates to Jeanne Clery Act, TASER weapons, handcuffing, search and seizure along with any applicable laws which would affect the environment, blood Bourne pathogens, hazardous waste, first aid, CPR and computer operations.

4.2.2. Each certification that requires recertification by S.C. State Law Enforcement Division (SLED) or South Carolina law shall be furnished by contractor within the prescribed time.

4.2.3. If training requires certification and does not require recertification, an annual recertification shall be required by SCDOT and furnished by the contractor.

4.2.3.1. Any recertification’s not required by law, at the discretion of SCDOT, can be reestablished to require training more or less than annually or remove requirement of some training completely.

4.2.4. Offeror shall supply evidence with the bid proposal that they have at least five (5) years’ experience in providing security protection services to at least three (3) major facilities the size and complexity equal to or greater than those at SCDOT.

4.2.5. Offeror shall supply with the bid their annual financial reports for the last three (3) years indicating that the company is in good financial condition and has resources to implement and maintain the Offeror’s bid.

4.2.5.1. The Offeror’s proposal for services at SCDOT cannot exceed twenty-five percent (25%) of their total annual revenue.

4.2.6. Offeror shall provide evidence that they meet the minimum insurance coverage within the bid.

4.2.7. Offeror shall provide completed Attachment C. No SCDOT Commissioner Interest or Recent SCDOT Employee Interest form.

4.3. Equipment to Perform Contract Requirements:

4.3.1. Offeror shall provide a list of suggested equipment.

4.3.1.1. This equipment list shall include but is not limited to:

4.3.1.1.1. Appropriate law enforcement personal safety devices or equipment.

4.4. Training:

4.4.1. Offeror shall provide evidence that each security officer assigned to perform the services of this contract meets the license/registration requirement in accordance with S.C. State Law Enforcement Division (SLED) SC Code of Laws 1976 – Title 40, Sec 40-18-10, Private Detective and Private Security Agencies Act.

4.4.1.1. Provide copies of registration/identification cards, and training certificates.

PRICE/BUSINESS PROPOSAL

The Business proposal shall be clearly labelled and submitted (or uploaded) as a separate document. The total number of pages for the Business Proposal should not exceed thirty (30) pages. A page is a single side of a sheet of paper. The following items are EXCLUDED from the page count:

o Cover Page o Page Two o Resumes o Blank Pages o Any forms and cover pages required to be submitted as a part of the RFP response.

o The Price/Business Proposal

The Price/Business Proposal shall be a clearly labelled, separate document (or electronic upload for those utilizing online submission). The Proposal shall be created using Microsoft Excel and shall not contain any locked cells, or formulas which are not viewable.

The offeror shall develop and complete a Price/Business Proposal Worksheet which is aligned with their submitted Technical Proposal. The Price/Business Proposal which shall clearly identify each task within the Technical Proposal and related any related cost, including all time, materials and labor proposed or necessary to complete project tasks necessary to meet all specifications. Any assumptions used to develop the Price/Business Proposal shall be clearly documented.

*The Offeror’s Price Proposal must be submitted as a separate document. If responding online, the Price Proposal must be uploaded to the system as a separate document.
