QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)

The solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received have been reprinted below. The “state’s response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential Offeror that submitted the question. Questions do not form a part of the contract; the “state’s response” does. Any restatement of part or all of an existing provision of the solicitation in an answer does not modify the original provision except as follows: underlined text is added to the original provision. 1. Upon award, will price adjustments be allowed during the time period as specified by the contract? For instance, upon the annual renewal?

Agency Response: For price adjustments being allowed during the time period as specified by the contract, please see the clause titled Price Adjustments (JAN 2006).

2. How much was spent on the last contract in place (yearly totals for the last 5yrs and per year)?

Agency Response: To date, a total of $4,056,095.00 has been spent on the last contract in place. We do not currently have the data by year.

3. How many counts were ordered on the last contract in place (yearly totals for the last 5yrs and per year)?

Agency Response: Approximately 4,000 48 hour classification/volume/speed locations per year. The contractor assists with collection of SCDOT field staff assigned counties as needed. Approximately 1,500 interstate ramp counts per year. Approximately 600 non-interstate ramps every 3 years. Approximately, 5,000 non-coverage 24-hour volume only locations as time and budget allowed. Special counts and recounts are ordered as needed.

4. Did the pandemic influence how many counts were ordered? For instance, were less counts ordered in 2020 to current date due to less traffic being on the road?

Agency Response: During the pandemic SCDOT staff and contractor stopped data collection on 3/19/2020 and resumed 6/8/2020.

5. Is STARnext a viable software for the RFP (Jamar Tech Software). If not, is it mandated that a specific type of counter/software be used during the count process.

Agency Response: SCDOT is not familiar with Jamar Tech Software. We do not require a specific software. When it comes to standards - the Contractor shall comply with the standards described in Section III SCOPE OF WORK/SPECIFICATIONS of the solicitation.

6. RFP reference - PG 16; Definitions- Count Location Question - How are count locations assigned to the firm and what is the timeline associated with turn around?

Agency Response: All locations statewide are provided at the beginning of the count year regardless of the count cycle year or assignment to SCDOT staff in the event SCDOT needs counts at any location.

7. RFP reference - PG 16; Traffic Data Collection Services Requirements; bullet 3 Question - Please provide an example of a special traffic count.

Agency Response: Special traffic counts can consist of locations not normally counted for any time frame or type of count (volume, classification, speed, video, turn movements etc.): any item listed in Attachment H. SCDOT staff outside of Road Data Services have the option to use this contract for any item listed in Attachment H.

8. RFP reference - PG 16; Traffic Data Collection Services Requirements; bullet 4 Question - Is there a website or portal URL to use for uploading the QC check report as well as traffic data?

Agency Response: SCDOT will provide access to a Sharepoint location for the Contractor to upload the QC check report, as well as traffic data, and all files.

9. RFP reference - PG 17; Traffic Data Collection Services Requirements; bullet 8 Question - Is there a desired SCDOT report format for weekly status reports that need to be submitted the SCDOT project manager on a weekly basis?

Agency Response: SCDOT does not have a specific report format for weekly reports, but would need to see, at minimum, by county: total counts, number of counts completed, number of counts to be recounted, specific locations unable to count (construction, detours, bridge closures, etc.), % completed.

10. RFP reference - PG 17; Traffic Data Collection Services Requirements; #9 Question - Do firms also need to be headquartered within a day driving distance or within a 450 miles radius of Columbia?

Agency Response: The Contractor’s Field Supervisors and Field Staff supporting the services herein must be located within a one (1) day driving distance; approximately four hundred fifty (450) miles radius of Columbia.

11. RFP reference-PG 23; Attachment H: The total annual price of each offer will be multiplied by five to arrive at the total contract price for evaluation purposes only. Why does Attachment H have a 6yr Multiplier?
