About this file
This document is Amendment #2 to a Request for Quotes (RFQ) from the Mississippi Division of Medicaid for a Rural Health Transformation Consultant, with a quote response deadline of August 4, 2025, at 2:00 p.m. The project involves preparing, submitting, and obtaining approval for a state application under the Rural Health Transformation Program, with a contract term from August 4 to December 31, 2025. Key project activities include conducting a public survey (available from July 31, 2025), hosting a stakeholder forum on August 22, and analyzing survey responses and forum feedback to develop a comprehensive plan. The consultant will be expected to work collaboratively with the Office of the Governor, the Mississippi State Department of Health, and the Division of Medicaid throughout the process.
The RFQ does not specify a maximum price or budgeted cost for the project, and the state has not established pre-determined preferences for prioritizing fund uses. The consultant will be expected to provide a list of options with sufficient information for informed decision-making, and raw survey data will be made available to the selected vendor. The state welcomes vendor suggestions for stakeholder engagement and forum logistics. References should include three entities external to the collaborating state agencies, and the consultant's experience can span various public sector domains. The state anticipates flexibility in the project timeline based on potential CMS guidance changes and is open to adjusting contract terms as needed to complete the Rural Health Transformation Program application.
