About this file
This is Amendment #2 to a Request for Quote issued by the South Carolina Department of Parks, Recreation & Tourism for soil injection herbicide application services at Cheraw State Park. The solicitation (Number 5400019471) was issued on March 25, 2020, with Procurement Officer Scott Dobereiner listed as the primary contact. The project involves applying herbicide via spray application in a grid pattern across the park grounds. According to the original solicitation requirements, contractors must complete all work by June 30, 2020. The submission deadline was initially extended indefinitely due to COVID-19 uncertainty, with bidders to receive 72 hours' notice of the revised deadline once determined. Access to the site will be provided on a limited basis for vehicles and ATV/UTV use, with a detailed map provided to the awarded contractor. Water sources are available at the maintenance shop during standard business hours (approximately 6:30 a.m. to 4:00 p.m., Monday through Friday), with potential access to a fire hydrant outside the maintenance gate subject to fire department approval.
This amendment addresses five questions and answers submitted by potential offerors regarding project specifications and execution requirements. Generic brand herbicides are acceptable as substitutes, though the South Carolina Department of Parks, Recreation & Tourism reserves the right to reject any generic substitutions. The amendment clarifies that "soil injection" refers to ground-level spray application rather than subsurface chemical injection. No pricing information, set-asides, incumbency details, or funding amounts are specified in this amendment document.

The following questions have been received, questions and answers are below. The State’s response is in red.
Q1. Are there water sources available? If available, what hours are the sources available?
There are water sources at the maintenance shop including a garden hose (clean water) and a higher flow hose (water flowing from the lake). These will be available from approximately 6:30am-4:00pm, Monday-Friday. The fire hydrant is stationed just outside of the maintenance gate, and would be available as long as permissions were obtained from the fire department.
Q2. Will there be vehicle and ATV/UTV access to the site?
Some vehicle and ATV/UTV access will be allowed on the project site. A detailed map with access availability will be given to the contractor upon award.
Q3. We’re confused with the term “soil injection”? Won’t the fertilizer just be sprayed?
The ‘soil injection’ term does not describe the chemical being injected into the soil by equipment, the chemical will be sprayed onto the ground in a grid pattern.
Q4. What are the dates for the project completion?
As stated in Section III, Vendor Responsibilities, paragraph 10 (page 13 of the solicitation), the contractor will have until June 30, 2020 to complete.
Q5. Is using a different generic brand of herbicide acceptable?
As stated in Section III, Vendor Responsibilities, paragraph 2 (page 13 of the solicitation), generic brand of herbicide is acceptable. SCPRT reserves the right to reject any generic substitutions.
