About this file
This is Amendment #2 to a Request for Proposal issued by the State of South Carolina, Probation, Parole, and Pardon Service, for the procurement of LiveScan hardware, software, and maintenance services. The solicitation requests offerors to supply 52 LiveScan workstations with associated hardware and software, 25 mobile fingerprint scanners that are CJIS/FBI certified, and 47 printers for deployment across multiple county offices and the central facility. The proposal requires a 16-week phased implementation beginning with test sites at the Central Office and Richland County Courthouse, followed by rolling deployments across 16 weeks covering all South Carolina county probation and parole offices. The original submission deadline of June 2, 2020 was extended to June 11, 2020 at 10:00 AM, with questions due by May 11, 2020 at 10:00 AM. A pre-proposal conference was scheduled for May 7, 2020 at 10:00 AM at the SCDPPPS Central Offices in Columbia. Award notification is anticipated July 30, 2020, and all installations must be completed by November 30, 2020. The contract includes a 30-day user acceptance testing period for each site with simultaneous operation of old and new systems.
The pricing schedule requires offerors to submit separate line items for LiveScan hardware (52 units), LiveScan software (52 units), hardware maintenance for Years 2-5 (4 units), software maintenance for Years 2-5 (4 units), mobile scanners (25 units), and printers (47 units). Offerors must submit proposals both online through the South Carolina procurement portal and in hard copy format, including one original marked "Original," six copies marked "Copy," and a redacted version for online submission. The solicitation specifies that all equipment must integrate with the SCDPPPS Offender Management System using SQL database format and comply with SLED and FBI protocols. All mobile fingerprint scanners must be CJIS/FBI certified prior to proposal submission, and the contractor must provide training for approximately 500 operators and support staff availability during the 30-day user acceptance testing period at each site.

AMENDMENT # 2
AMENDMENTS TO SOLICITATION (JANUARY 2006): (a) The Solicitation may be amended at any time prior to opening. All actual and prospective Offerors should monitor the following web site for the issuance of Amendments:
http://procurement.sc.gov. (b) Offerors shall acknowledge receipt of any amendment to this solicitation (1) by signing and returning the amendment, (2) by identifying the amendment number and date in the space provided for this purpose on Page Two, (3) by letter, or (4) by submitting a bid that indicates in some way that the bidder received the amendment.
(c) If this solicitation is amended, then all terms and conditions which are not modified remain unchanged.
I. Changes/Updates/Corrections
1. The due date for Offerors to submit their proposals has been extended from 6/2/2020 to
6/11/2020 at 10 AM (ET). This change is reflected on page one of this amendment.
II. Questions (black) and Answers (red)
1. Due to the existing logistical situation regarding COVID-19, we would like to request a 2-week extension for bid submissions? Answer: The due date has been extended from 6/2/2020 to 6/11/2020. This change is reflected on page one of this amendment.
2. Can you confirm that offerors must submit their bid responses both through the SC procurement web portal, and must submit hard copies as well? Answer: Offerors should submit their response online with all attachments. The online submittal should include a “Redacted” version as specified in the solicitation. Offerors must submit a hardcopy of their entire proposal, including a completed copy of the price/business proposal, marked as “Original”. Offerors must also submit six (6) additional copies, excluding the price/business proposal, marked as “Copy”.
3. Page 3 of the RFP states that offerors must submit 5 hard copies of the Technical Proposal, 5 copies of the Price Proposal, and 5 copies of the complete proposal (assuming this means both the Technical and Price volumes together); however, it also then says that "ONE (1) COPY MUST BE MARKED "ORIGINAL AND SIX (6) COPIES MARKED "COPY." Could you please clarify how many originals and copies of each volume would need to be submitted, and that a set of copies that include both the Technical and Price proposals together must also be submitted? Answer: Refer to answer provided to Question #2.
4. Regarding the mobile ID solution, could SCPPPS please provide a workflow diagram as well as additional specifications for the mobile ID device and related software required to be certified with SLED? Answer: All workflow related documents should be requested from
SLED.
5. Could you please provide information regarding the use case of the mobile ID devices? Answer: SCDPPPS plans to use Mobile Fingerprint Scanners in a variety of situations including but not limited to warrant sweeps, assisting other law enforcement agencies, and other related law enforcement activities.
6. The RFP mentions that the mobile ID device is described as an "FAP30 FBI certified fingerprint LES film sensor", however, as there is only one device on the market at present meeting that requirement, this would prevent it from being a fair and open competition that could include other FAP30 FBI certified fingerprint sensors. Would you please amend this requirement to include other such mobile devices that include a different type of sensor so long as they are a FAP30 FBI certified device? Answer: The FAP30 FBI Certified Fingerprint LES film sensor has been removed as a requirement for the Mobile Fingerprint Scanners.
Any Mobile Fingerprint Scanner offered in response to this solicitation must be CJIS/FBI certified prior to the submittal of your response. The remaining requirements are the minimum features SCDPPPS is willing to accept for this equipment in this solicitation.
7. If a vendor has a Mobile ID solution that is not currently certified with SLED, can that vendor submit a proposal, and obtain certification after award? Answer: No. All equipment offered http://procurement.sc.gov/ must be certified by SLED prior to the due date listed on the coverpage of this amendment.
8. The price schedule currently in the RFP indicates that there should be 52 of everything from a hardware standpoint, however per the pre-bid conference, it was indicated that locations with more than one system would not also need multiple printers, etc. Could SCPPPS please provide clarity/additional details on per-site requirements for the quantity of printers and other peripherals to be deployed at each site? Answer: The Price/Business Proposal schedule has been updated to reflect the 47 required for this procurement. The updated Price/Business Proposal schedule is attached to this amendment and should be submitted with your response.
9. Could SCPPPS please provide additional information on all existing RMS interfaces that will need to interact with the livescan workstations, including any interface control documents? Answer: SCDPPS does not have RMS interfaces. LiveScan provides information for the agency OMS application system and SLED.
10. When are the on-site livescan demonstrations anticipated to be scheduled? Answer:
Live demonstrations will be conducted after all Phase I scoring is completed. SCDPPPS anticipates live demonstrations will be scheduled in the month of July but that determination will be made at a later date. Please refer to Section II. Instructions to Offerors –B. Special Instructions (Live Demonstration Requirements) for details.
11. Could you please confirm that the deadline for final installation of all sites is November 20? This time frame does not seem consistent with the award date and implementation schedule as laid out in the RFP. Answer: All installations should be completed on or before November 30, 2020. Refer to the Implementation requirement in Section III – Scope of Work. Attachment B should be used as a guide.
12. Between the pre-installation site assessments, the installation, and then the removal of the old equipment after 30 days of operation of the new equipment simultaneously with the old equipment, that would require a total of 3 on-site visits per location. Can you verify that this is correct? Answer: Please refer to response provided to Question #11.
13. Is the intention for the awarded vendor to remove and dispose of the old equipment after the 30 day operation of the new equipment? Answer: Please refer to response provided to Question #11.
14. Pg. 16 ‘LiveScan must support interface with [VENDOR NAME HERE] JMS. This will be accomplished via NIST file transfer from the JMS software to the LiveScan and will include at a minimum, inmate demographics and inmate mugshot.’ a. How many JMS vendors will the LiveScan system need to interface with? Answer: It has been determined after additional review that requirement SLED-05 does not apply to SCDPPPS. SCDPPS does not have a JMS (Jail Management System).
15. Pg. 18 What occurs during the process of an “Administrative Queue Review?” Answer: It has been determined that the paragraph containing “Administrative Queue Review” is in error and should be deleted. Please delete Page 18, Security, 3rd paragraph starting with “Access to the Administrative Queue Review.”
16. Pg. 18 ‘Each user will be required to log on to access this function before transactions may be reviewed and assigned a disposition.’ a. Are dispositions assigned by operators of these LiveScan systems? If they are, please explain this process. Answer: Please refer to the response provided to Question #15.
17. Pg. 24 ‘SCDPPPS must be able to process LiveScan data from both the old and new systems during the implementation period until all sites have been completed.’ a. Can we uninstall the current system when we return on-site after 30 days of UAT for that site? Answer: Please refer to the Implementation requirement in Section III – Scope of Work.
18. Pg. 24 ‘The plan shall provide for the transition of LiveScan proprietary software or application components (if any) from the current system to the new system by describing corrective action or mitigation strategies. The Contractor will coordinate with the current LiveScan contractor to ensure all components are accounted for in the transition.’
a. Our understanding is that some LiveScan system data must be archived. What data is to be archived? b. What is the archival process? c. Will archived records be able to be deleted from the LiveScan system once they are archived? Answer: LiveScan data is transmitted to SLED and their system archives the data. These files are currently stored by SLED and are maintained indefinitely based on current data retention schedules.
19. Pg. 25 ‘The contractor’s LiveScan solution must be integrated with the SCDPPPS Offender Management System (OMS) database (SQL) and meet SLED and FBI protocols for transmission of data. Testing and Implementation cannot begin until the integration with application systems is completed and successfully tested. The LiveScan system is an integral component of the agency OMS information system.’ a. When will SCDPPPS provide an API to the OMS for integration? Answer: SCDPPPS will provide the information to the awarded Offeror during the System Design activities.
20. Pg. 25 ‘The Contractor shall conduct the analyses necessary to develop the interface requirements between the SCDPPPS LiveScan and agency records management systems.’ a.
By records management system, do you mean the OMS and all applicable JMS or are there other records management systems involved? b. If there are additional records management systems, are the agencies responsible for interface costs with their records management vendor? At what point in the project timeline are the interfaces to the records management systems to be complete? c. Can SCDPPS provide a single interface in anticipation of all records management systems using that single interface to the LiveScan system? Answer: Correct Page 25 Requirements Review, 2nd paragraph, 1st sentence from “agency records management systems” to “the agency OMS application system”. SCDPPPS does not have a JMS.
21. Pg. 27 ‘A list of sites is provided with the approximate number of staff at the end of this solicitation.’ a. Attachment B did not include user count. Please provide estimate user count per site. Answer: Most sites have approximately 2-3 users in each county office. There are 5 county offices that have between 30 to 40 users.
22. Pg. 28 ‘There are approximately four hundred (500) operators to receive basic training.’ a.
Please confirm 400 or 500? Answer: The corrected sentence should read, “There are approximately five hundred (500) operators to receive basic training.”
23. Pg. 28 Mobile Fingerprint Scanner is required. a. Please provide the makes and models of devices SCDPPPS deems may meet these requirements. b. Are there any requirements relating to this device outside of providing the hardware to the state? Answer: Please refer to the response provided to Question #6.
24. Pg. 39 ‘Unless waived by the Procurement Officer, a pre-performance conference between the contractor, state and Procurement Officer shall be held at a location selected by the state within five (5) days after final award, and prior to commencement of work under the contract.’
a. The above reference may conflict with ‘Kickoff Meeting: The Contractor shall participate in a project kickoff meeting at the SCDPPPS facility within 10 working days after Contract award.’ Will the Procurement Officer waive the pre-performance conference so that both may occur at the same meeting? Answer: The “Kickoff Meeting” and the “Pre-performance Conference” will be done at the same time and will be conducted 10 working days after the contract goes to final award.
